Statement of Work For
Bureau of Alcohol, Firearms and Explosives (ATF) ISO/IEC 17020 Accreditation
NIBIN National Correlation and Training Centers (NNCTC-1 and NNCTC-2)
1. PURPOSE AND SCOPE
The purpose and scope of this work is to accredit the Bureau of Alcohol, Tobacco, Firearms, and Explosives (ATF) NIBIN National Correlation and Training Center(NNCTC-1 and NNCTC-2), to include all personnel, equipment, and teams that constitute the NNCTC Program, under the ISO/IEC 17020 standard (Conformity assessment – Requirements for the operation of various types of bodies performing inspection). The NNCTC conducts ballistics image correlations and returns investigative leads to more than 1,400 law enforcement agencies across the nation.
This accounts for roughly 30% of all ballistic image acquisitions in the United States.
Achieving accreditation from an independent, non-governmental, conformity assessment provider under this standard provides the NNCTC with external validation of its methods and standards of performance of testing and inspections. In addition, it results in formal recognition for competence to perform specific methods conducted by an independent third-party using a defined set of international standards.
2. OBJECTIVE
The objective of this work is for the NNCTC to formally apply for accreditation under the ISO/IEC 17020 standard, and be assessed by a third-party, non-governmental accrediting organization; be awarded accreditation specifically for a four-year cycle under the ISO/IEC 17020 standard; conduct appropriate maintenance activities to sustain accreditation; and, be prepared to apply for re-accreditation by the end of the four-year accreditation period.
3. REQUIREMENTS
The contractor selected to perform this work shall be an independent, non-governmental, accrediting organization accredited to perform this type of conformity assessment ISO/IEC 17020 – Conformity Assessment-Requirements for the Operation of Various Types of Bodies Performing Inspection and the 2023 ANAB ISO/IEC 17020:2012- Accreditation Requirements for Forensic Inspection (AR 3120). The contractor must have experience and the capability with the breadth and depth to address the NNCTC workload in terms of personnel, and caseload volume. The NNCTC 1 location in Huntsville has approximately 260 employees that are averaging 30,000 cases per month which equates to 360,000 cases annually. Additionally, with the addition of the NNCTC 2 in Wichita, projected personnel and caseload will grow proportionally with approximately 55 employees processing many more of cases per month. The contractor must have the requisite capability to perform the required assessments to accredit these NIBIN Sites in Forensic Inspection at the time of award and at each annual renewal.
