STATEMENT OF WORK (SOW)
DMEA 23-3D6
21 April 2023
Project Engineer: , DMEA/MEA, MEAA COR: , DMEA/MEAA, 1 SCOPE:
1.1 TITLE: DMEA Maury Microwave Load Pull or equal
1.2 APPLICABILITY: This statement of work applies to acquisition of a complete Mixed-Signal Active Load Pull system. The Load Pull is critical to wireless communication product development.
1.3 BACKGROUND: To date, MEA has been unable to perform proper RF amplifier characterization and tuning during wireless transceiver development. The result has been products that lack fully optimized RF performance. The addition of an Active Load Pull system to DMEA’s laboratory capabilities would enable MEA to produce superior wireless product solutions.
1.4 PURPOSE: Acquire a Mixed-Signal Active Load Pull system to augment DMEA’s development capabilities, and enable the engineering team to implement appropriate RF amplifier solutions.

2.1 GOVERNMENT FURNISHED FACILITIES/ACCESS: None
3 REQUIREMENTS: Deliver and provide training for the MT1000 Active Load Pull equipment, meeting the following Requirements:
3.1 GENERAL REQUIREMENTS:
3.1.1 EQUIPMENT REQUIREMENTS: The contractor shall provide a Load Pull system that fulfills the requirements and conforms to the specifications listed below:
3.1.1.1 MT1000 Active Load Pull system covering the range of 0.4GHz to 10 GHz
3.1.2 AUXILLARY HARDWARE REWUIREMENTS: The contractor shall provide auxiliary hardware parts that fulfills the requirements and conforms to the specifications listed below:
3.1.2.1 Contractor shall provide the amplifiers required for operation covering 0.6 GHz to18 GHz
3.1.2.2 Contractor shall provide all necessary interconnects and accessories, including cables, adapters, calibration kit, couplers, bias tees, current probe, terminations, circulators (0.6 GHz to 10 GHz), and short RF and DC cables
3.1.3 SOFTWARE REQUIREMENTS: The software for the Load Pull shall fulfill the requirements and conform to the specifications listed below:
3.1.3.1 Active load pull software
3.1.3.2 Visualization software
3.1.4 INSTALLATION AND TRAINING REQUIREMENT: The contractor shall provide installation and training to DMEA Engineers which fulfills the requirements and conforms to the specifications listed below:
3.1.4.1 Contractor shall provide 5 days of training for 2x operators
3.2 SECURITY: The Contractor shall provide advance notification prior to conducting any onsite training, inspection, installation, maintenance, or calibration. A forty-eight (48) hour minimum notice during normal business hours shall be given. All contractor work at DMEA shall be performed by US citizens unless an exception is granted in writing by DMEA. Prior to being allowed entry, contractor personnel shall provide proof of citizenship in accordance with the DMEA visitor approval process in effect at the time the visit is requested. During periods of exceptionally heightened security, additional advance notice background investigations of contractor personnel may be required prior to gaining entry into DMEA. The contractor shall comply with all DMEA Security policies, and shall adhere to all security related instructions given by
DMEA.
