1 SCOPE
This Statement of Work (SOW) provides a description of the computer hardware required to migrate the Mini-Submarine Piloting and Navigation (MiniSPAN) Trainer systems to Windows 10 in order to meet cybersecurity requirements. The SOW does not include the required operating systems. The government will provide the operating systems to the sites as Government-Off-The-Shelf software. The requirements in this SOW comprise the computer hardware needed to upgrade the MiniSPAN Trainers in Norfolk, VA and San Diego, CA to the level required. The requirements section is comprised of equipment quantities, versions and specific hardware requirements beginning with these training systems.
1.1 Background
The MiniSPAN Trainer (Device PNMINISPAN) is required to train officers and enlisted personnel in the proper planning and execution of navigation plans using naval navigation techniques and equipment to ensure the submarine is safely piloted and navigated. Operation of the MiniSPAN Trainer utilizes the computers described in this SOW to perform these training functions. The MiniSPAN training systems at each site shall be upgraded to comply with cybersecurity directives utilizing Windows 10 for the Operating System(s). This SOW outlines the MiniSPAN training systems hardware required, the delivery schedule and location for each delivery. Each delivery is broken into a separate Contract Line Item Number (CLIN).
2 APPLICABLE DOCUMENTS
None.
3 REQUIREMENTS
3.1 General
The contractor shall procure the hardware required to support the MiniSPAN Windows 10 Tech-refresh (W10TR) as given in the following tables. All items shall be provided exactly as identified; no substitutions are acceptable except where noted as consistency across sites is essential to maintain standardization of training devices and configuration management for software deployment.
3.1.1 NAWCTSD Points of Contact

3.2 Tasks
A. The contractor shall procure items as listed in the following tables. If available, the contractor shall purchase items with an extended warranty that covers the equipment for a total of three years from the date of purchase.
B. The contractor shall develop a warranty matrix of the warranted parts with applicable information related to the part, part number, vendor, date purchased, warranty period and expiration date.
C. The contractor shall provide the MiniSPAN computers as completely assembled units.
The components are described in Section 3.2.1.
D. The contractor shall perform burn-in and test of the assembled computers and provide test results in the delivery with a copy (paper or electronic) to the NAWCTSD Contracting Officer and Systems Engineer.
E. Delivery shall be according to the contract to the locations designated in Section 5.
3.2.1 Computer Baseline
All computers shall be comprised of the components given in Table 1: MiniSPAN Computer Component List.

3.2.1.1 Assembly Requirements
Additional assembly requirements are given below.
A. The BN column indicates a brand name-specific component requirement. A “Y” in this column indicates a brand-specific item is required.
B. The AIO Liquid/water Cooler shall be mounted such that it blows air through the radiator (push or pull) and out of the case. Brand name is not required, however that brand is one of the least expensive and highly-rated units that fit in the required chassis.
C. All supplied SATA cables shall be connected to the motherboard and the ends of unused cables secured to the inside of the case where they will not block air flow or get into the cooling fans.
D. Unused power supply cables (included with Table 1, Item 9) shall be included with the delivery in a separate box. Only required PSU cables shall be installed in the chassis and shall be secured to maximize air flow within the chassis.
E. The Cooler Master Elite 130 Chassis is the preferred case for this application. The Fractal Design Core 500 is listed as an alternative due to possible availability issues. Regardless of which chassis is used, all computers shall be built with the same chassis.
F. Front chassis USB ports will not be available unless a header adapter is supplied by the builder. Non-functional front USB ports are an acceptable configuration to the government.
3.3 Bill of Materials (BOM)
The bill of materials for each site is given as a separate CLIN. Table 2: CLIN 0001 - Norfolk MiniSPAN comprises the BOM for the Norfolk MiniSPAN.
Table 3: CLIN 0002 – San Diego MiniSPAN comprises the BOM for the San Diego MiniSPAN.
Both BOM lists are comprised of the same components but the quantities (and in some cases, cable lengths) are different based on the internal configuration of each trainer.
Both BOM lists are specified with no substitutes where “Y” is specified in the BN (Brand Name) column. Where “Y” is not specified, the given brand is preferred but not required. The government is aware that some items may have availability issues and has tested some alternatives. A “Y” in the BN column of the BOM tables indicates items that must be brand-specific. The contractor shall contact the PCO and the SE to verify form, fit, and function to authorize any component substitution. For any substitution authorized by the PCO and SE, all undelivered equipment and computers provided under this SOW shall be comprised of the same hardware components. Mixing of specified parts with substitutes is unacceptable because consistency within the trainer and across sites is essential to maintain standardization and configuration management.
