EGLIN AIR FORCE BASE FLORIDA

STATEMENT OF WORK (SOW)

Project Title: Chiller Replacement, Bldg. 64 Date: 21 August 2023

SUMMARY OF WORK

1. PROJECT SCOPE: The project is to purchase two 20 ton Chiller located at Building 64. The chiller will be delivered to Eglin Air Force Base for Base CE to install. The Contractor shall be required to furnish all materials, equipment, labor and personnel necessary to accomplish this task order in accordance with the contract requirements. The Contractor is expected to maintain, at all times, good and accepted work and safety standards.

2. REQUIREMENTS:

The work shall be designed to comply with all applicable Federal, State and local requirements and other standards referenced herein. The Florida Department of Environmental Protection regulations referenced in this SOW are considered as contract documents; thus, shall be applied to all work performed under this contract. The work includes but is not limited to the following:

a) General Scope: Provide Chillers for Bldg 64 replacement project located on Eglin

AFB.

b) Salient Characteristics: Units will have the following minimum specifications:

a. Unit Nominal Tonnage: 20 tons

b. Length: 113.800 in

c. Width: 50.400 in

d. Height: 84.700 in

e. Refrigeration Capacity: 227.71 MBh

f. Cooling Efficiency: 11.31 EER

g. IPLV.IP: 16.37 EER (Btu/W-h)

h. NPLV.IP: 16.37 EER (Btu/W-h)

i. Unit Frequency 60. hertz

j. Unit Voltage: 460. volt 3 phases

k. Refrigerant Type Refrigerant Charge: R-454B

l. UL Listed to U.S. and Canadian safety std via ETL – 2019

m. With factory installed freeze protection

n. Refrigerant isolation valves (discharge valve)

o. Ambient operating conditions from 0 deg F to 125 deg F

p. CompleteCoat lanced aluminum fins

q. Single point connection main line unit power-ancillary items require other power

r. Circuit breaker

s. BACnet MS/TP Interface, Programmable relays

t. Elastomeric isolators

u. Architectural louvered panels

v. 10 year parts, labor and refrigerant warranty whole unit

c) Site Visit: NA

The Contracting Officer will schedule the date and time for delivery of equipment.

Any concerns or questions shall be in writing, directed to the Contracting Officer.

d) Base Access: Any person, individual, entity, or company requiring base access shall contact the Contracting Officer to obtain and process an access permit. Current Photo Identification, Current Driver’s License, Current Registration, and Current Vehicle Insurance shall be required for vehicle access pass. Allow up to 10 days for Base access. Base Contracting can submit completed Base Access Request for up to six-months. Commercial vehicles shall use the Contractor’s Gate and are subject to search. The entire contractor workforce shall be U.S. citizens.

f) Performance Time: Delivery

Delivery shall be completed in no later than agreed upon delivery date. Any delivery performed on federal holidays must be coordinated with Contracting Officer. Delivery shall be performed during the normal work hours: 0700 – 1700.

6. MISHAP NOTIFICATION REQUIREMENTS for CONTRACTORS PER AFI 91-204, para 2.4.5: The contractor shall notify the 96TW Safety Office telephonically within one (1) hour after initial notification of all mishaps or incidents involving damage to DoD property (material plus labor) or injuries to government personnel as a result of contractor operations and work-related injury to contractor personnel that results in fatality, in-patient hospitalization, amputation, or eye loss. The safety Office can be reached at (850)-882-2540 extension 3 during duty hours and (850)-883-4020 after hours. Initial written confirmation of the mishap must be forwarded within three calendar days to the Contracting Officer (CO) who will forward the report to 96 TW/SEG (Safety Office). A complete report shall be provided within 20 calendar days after the mishap. Mishap notification shall contain, as a minimum, the following information:

a) Contract, Contract Number, Name and Title of Person(s) Reporting

b) Date, Time and exact location of accident/incident

c) Brief Narrative of accident/incident (Events leading to accident/incident)

d) Cause of accident/incident, if known

e) Estimated cost of accident/incident (material and labor to repair/replace)

f) Nomenclature of equipment and personnel involved in accident/incident

g) Corrective actions (taken or proposed)

The contractor shall immediately secure the mishap scene/damaged property and impound pertinent maintenance and training records until released by the 96TW Safety Office. The contractor and subcontractors (if involved) shall cooperate fully and assist the government personnel during the investigation.
