1.0 BACKGROUND

The Armament Directorate (AFLCMC/EB) at Eglin, AFB, is requesting service and maintenance pricing along with quarterly preventive maintenance inspections for the security systems, intercom and CCTV systems noted below within the following locations:

Building 349 1st, 2nd, and 6th floors (46) card readers Lenel Access Control System Aiphone Intercom System (4) units (2) camera/call button stations Exacqvision Camera System (11) cameras, server and desktop, (2) monitors

Building 350- 1st floor (7) card readers Lenel Access Control System

Building 40 1st floor (3) card readers Lenel Access Control System

Building 47 1st floor (2) card readers Lenel Access Control System

Building 11 1st, 2nd, 3rd,4th floors Collateral System Only (8) card readers Lenel Access Control System

Potential offerors may schedule a site visit to have an opportunity to review in place components and to have an opportunity to review the security system in place and provide additional proposals for upgrades or additions to the overall access control system.

1.1 OBJECTIVES

The overall requirement for the SOW is to provide for a Service and Maintenance package and quarterly preventive maintenance inspections (PM) of the facility access control systems and facility CCTV equipment. The vendor will provide the necessary labor to perform quarterly inspections on all covered security equipment. The vendor will functionally test the covered equipment and equipment directly associated with the systems at a mutually agreed upon time. All the afore mentioned inspections will be fully documented. The copies will be provided as well as kept on file by the vendor and will be forwarded upon request. During all inspection visits, it is the Customer’s responsibility to provide free and ready access to all equipment and devices.

2.0 REQUIREMENTS/TASKS

Service and maintenance package to include:

1. Access to 24-hour 7-day service line for phone support.

2. Emergency in-person technician response time (within four (4) hours after notification), including weekends and holidays, to assist in securing door access with parts or service reset a facility until the next normal duty hour period. (Estimate of five (5) times per year).

3. Same day non-emergency in-person technician response time during normal duty hours--0800 to 1700—for calls placed before noon, all other calls – the next duty day.

4. Replacement equipment for all installed systems found to be in need of repair or replacement under warranty.

5. Have warrantied equipment repaired/replaced inclusive of labor and materials. Avoid downtime with provided equivalent TAA compliant loaner equipment during parts repair/replacement.

Quarterly Preventative maintenance program to include:

1. Back-up of access control system configuration; archiving of cardholder database/transaction logs; back-up video management system configuration; confirm correct recording preferences de-fragment all hard drives as needed; run system-wide diagnostic reports in order to identify nuisance alarms and/or faulty equipment; and optimize video recording storage arrays as needed

2. Battery testing of all system backup batteries with recommendation for replacement of these batteries as needed.

3. System checks including, error logs, false alarms, trouble conditions, badge printer errors and in combination with the service and maintenance package, corrections for these issues at no additional charge.

4. Reader and door hardware testing.

5. Camera focusing and minor adjustments.

6. Camera recording settings.

7. Aiphone intercom communications and door release function.

The vendor will provide software updates and support of the LENEL/ON GUARD system.

2.1 DELIVERABLES

Execution & Delivery All preventive maintenance work performed will be done during normal business hours Monday through Friday, 0800 to 1700 local time and excludes holidays and weekends.

AFLCMC/EB Facilities Management and vendor will coordinate quarterly dates and times for preventive maintenance inspections. The anticipated schedule is as follows: January, April, July, October.

Documentation

Test result will be documented for each location to include, date, time of test, status of the system with the name of unit POC that was present to witness the test and testing procedures, and signature of the unit POC with title, attesting the system is working. These reports will be provided to the Facility Manager for inspection/acceptance of service within three (3) duty day after the completion of the test for each of the security systems.

2.2 QUALIFICATIONS

The vendor will maintain the qualified technicians to perform maintenance and service on all Lenel / On Guard components. Availability of resources will be coordinated with the government if supply chain issues impact the requirements of this contract.

3.0 GOVERNMENT FURNISHED PROPERTY (GFP)

There is no GFP on this requirement

4.0 SECURITY REQUIREMENTS

Customer/Third Party Furnished Property and Services

1. Access to the AFLCMC facilities will be coordinated by the Government for system inspections and service purposes.

2. Escorts, if any are required, will be coordinated by the Government.
