USDA/FSIS SECURITY ENHANCEMENTS
SCOPE OF WORK
SECTION: SUMMARY OF WORK
The Contractor shall furnish all necessary labor, material, equipment, and supervision to design, provide, and install a complete turn-key electronic security system to include a HSPD-12 compliant access control system, intercom, intrusion detection and CCTV system at the Edward Zorinsky Federal Building at 16106 Capitol Ave, Omaha NE.
SECTION: CONTRACT AUTHORITY
A. Contracting Officer (CO). The CO has the responsibility for the administration of this contract. The CO alone, without delegation, is authorized to take action on behalf of the Government to amend, modify or deviate from the contract terms, conditions, requirements, specifications, details and/or delivery schedules. However, the CO may delegate certain other responsibilities to authorized Government representatives.
B. Contracting Officer's Representative (COR). The COR shall be appointed by letter from the CO. The CO uses CORs as the primary Government representatives for the administration of the contract. CORs shall have proper training and experience in inspecting contracts, but do not have the authority to modify the contract.
SECTION: REQUIREMENTS
Contractors shall visit the site and perform a thorough site inspection. The contractor shall inspect the site to become familiar with the existing conditions relating to the work to be performed and the difficulties and restrictions to the work to be performed. The contractor shall notify the CO/COR of any conditions that prevent the suitable completion of these requirements. All work shall be performed in accordance with attached specifications.
Provide and submit a Pandemic Plan, ensuring all work performed in accordance with Centers for Disease Control (CDC) Guidelines, to the COR for acceptance. The Pandemic Plan Review Checklist is available upon request.
The work includes, but is not limited to the following:
1.0 Description of Work: The intent of this project is to provide the United States Department of Agricultural (USDA) / Food Safety & Inspection Services (FSIS) a safe and secure work environment for employees and visitors. To accomplish this, the contractor will install an electronic security system to include a HSPD-12 compliant access control system, intercom, intrusion detection and CCTV system.
1.1 General Requirements: The contractor shall be responsible for installing all systems and equipment identified in this scope. The contractor shall be responsible for design, procure, and installation and testing of all new security equipment. The selected contractor must be a current Lenel “Value Added Reseller” (VAR) in good standings with Lenel Corp. to perform this requirement.
VAR will be required to submit documentation verifying current status. The Lenel VAR shall be on location while the installation is undergoing.
The contractor shall be responsible for purchasing and installing a turn-key system inclusive of all the systems identified in this scope. The contractor will be responsible for purchasing the current operating Lenel Software. The government e-PACS/PMO team will download the software onto the server.
The system will consist of 12 new card readers, intrusion detection system and intercom system. The contractor shall install an intrusion detection system that will be interconnected to the Lenel system. The system shall operate in the manner that all intrusion detection devices shall be physically connected to the Lenel 1100 panel first, then to the IDS panel utilizing a Lenel 1200 panel. This will allow the end user to review and print reports utilizing the Lenel system.
Performance Base Scope of Work:
The contractor shall install the Lenel panels in the designated IT room in a Lenel six panel enclosure with lock and key and supervised tamper. The Lenel workstation will be installed in LAN/IT room located inside the secured area. The Lenel panels shall be mounted in the LAN/IT room. All wiring shell be home run from the devices to the panels without splicing. Multi- conductor cabling is preferred.
Card Reader & Door Configuration:
Each card reader doors shall be device and operate in this manner;
The card reader shall be mounted on the non-secure side of the door. When a valid credential is presented to the card reader, the light will go from red to green and the door will unlock allowing entry and will relock once the door is closed without delay. The IDS system shall be programmed to disarming upon the “First valid credential” presented to the card reader in the morning. The electronic controlled doors shall be connected to the building Fire Alarm to release/unlock in the event of a fire alarm in accordance with National Fire Code (NFC), including State and Local codes. The contractor shall be responsible to coordinating and connecting to the building fire alarm relay.
Each card reader door shall be deviced with a security contact, electronic fail secure strike, request to exit motion detector and audible sounder. The audible sounders will be programed to annunciate at the breached door in the event of a door force alarm, or held open is activated. There will be a total of (12) Card Readers included in this system. HID
PIV card readers must be compatible and compliant with HSPD-12 and the Lenel Enterprise system.

Office #266 Equipment Configuration:
Install and program a Simplex 1011 Push Button Cipher Lock on the office door.
Install a Door gasket complete with bottom door sweep on the office door.
Install and calibrate a CSM Sonet Qt Sound Masking System in this office.
Intrusion Detection System:
All security devices shall be home-wired into the LNL-1100 panel first, then integrated to activate the Bosh security panel. The security panel shall have a liquid crystal alphanumeric display Key-Pad and be programed to identify each device on the system.
The Key-Pad shall be mounted on the exterior wall of room 270. The Contractor shall program the IDS with all required functions to operate the system to include one touch secure, emergency, duress, auto arm at designated times in the evening etc. The Contractor shall be responsible for programming all employees’ access codes into the panel for operation.
The security panel shall be mounted in the IT room 270. The contractor shall be responsible for programming and testing all signals into the Federal Protective Services (FPS) Battel Creek Mega Center. Signals shall include, secured, unsecured, panic, emergency, intrusion, supervisory, trouble, power loss, low battery and restorers.
All exterior doors not associated with a card reader shall have a security contact to activate in the case of force entry. The contractor shall install (1) Glass Break Detector, at door #260. The receptions desk shall have a duress button installed to notify emergency responders.
Duress buttons shall be mounted on the following locations. The duress buttons designated for offices shall be installed under the desk that is easily reachable. Duress buttons mounted on shared areas shall be mounted on the interior wall near the door. The duress button must be latching requiring manual reset. Suggested HUB-2

IP Camera System:
The contractor shall install a Bosch IP/POE video security system inclusive of (4) cameras, (1) monitor, controller and keyboard. The network video recorder (NVR) shall support its own network. The cameras shall not be connected to the agencies network.
The contractor shall install the NVR, controller and the monitors in room 260. The cameras shall be color IP/POI indoor ceiling mount Flexidomes. The cameras shall be ceiling mounted and adjusted for optimal viewing with the focal point being the doors entering the space and office. Contractor shall be responsible to installing and programming all necessary equipment to make this a complete turn-key system. The cameras shall be positioned to monitor the specific doors and areas. The contractor shall be responsible for calculating video storage for 30 days @ 7 framed per second. Cameras shall be programmed 24/7.
1 Main Entrance – Door # 260 2 Exterior Door to corridor # 261 3 Room 221 viewing the door leading into the unsecure corridor.

Bosch Equipment:

1- Divar Network 5000 – 4TB with 16 Onboard POE Ports
1- HD Monitor 21.5” Full HD Color LED monitor 1920 X 1080 Res.
The Camera system shall be programed to record 24/7 @ 7 frames per second. In the event of an alarm, or door forced, the camera for that particular area shall record at 15 frames per second and continue to record until the alarm is reset. The controller shall consist of a terminal, color monitor, keyboard and mouse with mouse pad.
Video Intercom Door Release System:
The contractor shall install a PTZ Video Recording Intercom Door Release system, AiPhone systems. The system will consist of one (4) Monitoring station and one (1) Door station. The system shall be a one-touch, hands-free communication between the door station and the monitoring station once activated. The system shall start recording automatically once the door station is activated and record until the door is closed. The monitoring station shall be able to unlock the door with a push of a button, located on the monitoring station. The exterior door station shall be made of stainless-steel construction and mounted as near to the door as possible. One of the monitoring stations will be mounted on the secretary’s desk.

General Information:
The contractor shall provide all supervision, labor, materials, and equipment for the installation card readers and intrusion detection system. The Contractor shall be responsible for system setup, programming, testing, and user training. The Contractor shall train a minimum of ten individuals on the operation and user capabilities programming of both systems. The Contractor shall be responsible for furnishing one system manual inclusive of each system and standard operating procedures (SOP) with two complete sets zones description identifying location.
All information shall be provided in a hard back binder and tabbed accordingly.
Electronic file thumb-drive will be required as well.
The Contractor shall perform an inspection of the facilities and report observed defects that will negatively impact the operation of the security system or installation prior to submitting a bid. All installation of equipment and wiring is to be accomplished with minimum disruption to the normal activities of site personnel.
All wiring shall be concealed in the walls or ceiling. If installed in the ceiling, the wire must not lay on the ceiling and where wire cannot be concealed, metallic wire-mold or metal conduit shall be used to conceal and protect the wire. Both must be physically secured to the structure. Adhesive tape wire-mold or adhesive cable straps will not be accepted.
All field panels including intrusion detection, access control, IP camera system and door video intercom system shall be mounted in room #270 on a sheet of plywood.
Federal Protective Police (FPS Mega Center) will be responsible for monitoring the system. The contractor shall be responsible for compiling and ensuring the proper zones are identified and tested into the FPS Mega Center prior to final inspection and testing with the government representative.
The Contactor shall provide a warranty for a period of 1 year on all materials, hardware, software and labor at no additional cost to the government. The 1-year service and maintenance agreement shall include emergency services, which shall be provided within 8 hours of notification; normal services, which shall be provided within 24 hours of notification; and telephone support.
• Project Timelines: The contractor shall have 120 business days to complete the work form NTP.
2.0 Major Equipment: The Electronic Security System shall be commercial off the shelf (COTS) with an open distribution network and compatible with existing security system.
3.0 Performance-Based System Specifications: The provided devices shall be compatible with the originally salient characteristics of major equipment required for this location. The contractor must include in their quote any and all ancillary equipment required to make this a turn-key system. The contractor must include in their quote all ancillary equipment required to make this project complete and usable.
4.0 General Installation Requirements
• Contractor shall install all equipment in accordance with the manufacturer's printed instructions, and all other applicable codes, standards, and directives, current at the time of installation.
• All cable terminations shall be clearly labeled at the panel indicating the device they are associated with.
• End of Line resistors shall be mounted at the device, not located in the security panel.
• All equipment enclosures shall be secured with a key lock and include an anti-tamper switch that is connected to an independent zone.
• All building surfaces disturbed during the installation of equipment shall be returned to pre-installation condition.
• The area shall be sweep clean and cleared of debris at the end of each day.
• Electronic equipment shall be mounted in cabinets, consoles, enclosures or racks for protection and to conceal wiring and connections.
• All equipment, tools, ladders, lifts, power cords, etc., required to complete the installation shall be provided by the installation contractor.
• The installation contractor must use individuals with current certifications for the devices/system to be installed; certifications must be submitted prior to commencing work.
5.0 Engineering Services
The Contractor shall submit the following items:
• Weekly status/progress reports that reference installation plans, milestones, concerns, potential project delays or cost overruns and anticipated project completion.
• Test Plan.
• Training Plan.
• Contractor Operational Test Report. Conducted before final testing with the government representative.
• Hard-back and electronic Manuals for operation and maintenance.
• Final test and acceptance.
Note: Contractor will notify the government representative two weeks prior to the final testing date.
6.0 Maintenance: The contractor shall provide system maintenance services for one (1) year following acceptance by the government. Equipment and labor shall be warranted for a period of one year beginning after system turnover and acceptance. For one year after the completion of the installation, the contractor shall provide corrective maintenance when on-site maintenance personnel cannot correct a system failure. The one-year service and maintenance agreement shall include emergency services, which shall be provided within 8 hours of notification; normal services, which shall be provided within 24 hours of notification; and telephone support.
7.1 FSIS will provide:
• Funds for the design, procurement, and installation of the system.
• Project management oversight
• Phone line RJ31 Jack
• Network connection
• 110 Vac receptacles / Generator Circuit if applicable
• FPS Mega-Center Monitoring Information
• Download Lenel Software into the enterprise system
• Provide full sheet of plywood for equipment
7.2 Contractor Deliverables
• Provide detailed cost breakdown for the installation.
• Develop an Installation Design Plan for review and approval.
• Design, procure and install all equipment including latest Lenel Software Version
• Provide a plan of action and milestones for the completion of this project.
• Provide weekly status/progress reports to FSIS Homeland Security of accomplishments for this project.
• Perform point to point testing to the Mega Center.
Ensure , checkout and certification of the integrated security system.
• Provide a one-year warranty for equipment and labor upon system turnover and acceptance.
• Provide programming and maintenance training for the assigned POC.
The installer shall provide repair services and telephone assistance to identify and assist in the repair of the system for one year following acceptance.
• Provide as-built drawings for this project within 30 days of system turnover and acceptance.
• Complete the required Mega-Center Alarm Requirements (MAR)
8.0 Travel Requirements: Contractors responsibility.
SECTION: WORK RESTRICTIONS
CONTRACTOR USE OF PREMISES: During the construction period the Contractor shall limit use of the premises to the work area indicated, to allow for Government occupancy and public use. The following guidance shall be adhered to:
1. Prior to construction, provide a written list of employees and subcontractor employees that will be working within the building during the contract period to the COR.
2. Keep entrances serving the premises clear and available at all times to the Government, Government employees, and visitors. Do not use these areas for parking or storage of materials.
3. Schedule deliveries to minimize space and time required for storage of materials and equipment on site.
4. Take precautions to protect the building, its occupants, and the public during the construction period. The Contractor is responsible to provide all labor and materials for dust control, provide adequate barriers to prevent Government Employees or the public from entering the construction area, all signage indicating necessary requirements for entering the construction area, and any other precaution necessary to provide a safe environment for Contractor personnel, Government employees and the public.
5. Space on the premises will be made available for the Contractor’s storage and related activities, provided that its use will not interfere with the operation of the Government.
Arrange and gain approval for the use of this space through the COR.
6. Daily issuance of keys and / or key cards will be provided by an on-site GSA field office representative. Keys will only be issued to the General Contractor unless the General Contractor provides a list of sub’s authorized to sign for keys. Keys will only be issued to people that have received a favorable HSPD-12 security clearance. Keys must be returned to the GSA office daily.
7. Use of the loading dock facilities will be shared with Government activities on a first-come-first-served, wait-your-turn basis.
8. No apparatus with an open flame, grinding that creates sparks, or grinding that creates excessive dust is allowed to be used within the facility without prior receipt of a burn permit. Burn permits are required for each separate occurrence. Burn permits will be issued on a daily basis by a GSA representative and must be returned at close of business each day.
CONTRACT PERIOD: All work shall be completed within (120) calendar days of notice to proceed.
WORKING HOURS: Work shall be completed during normal working hours of 7 a.m. & 4 p.m.
Monday through Friday.
All work shall be scheduled through the COR at a minimum of two weeks in advance.
SECTION: SECURITY CLEARANCE
All personnel performing work under the Contract on the Project site must obtain an Enter on Duty (EOD) determination before they will be granted access to the site. Refer to the Construction Contract Agreement Section III, Terms and Conditions, for HSPD-12 suitability investigation requirements for Contract employees requiring access to the facility. Contractor will be required to provide a designated point of contact for all security related processing. It is encouraged that the designated point of contact to attend clearance processing online meeting (1.5hrs) for instructions on processing clearances.
SECTION: SUBMITTALS AND SUBSTITUTIONS
SUBMITTALS: Contractor shall provide submittals to the COR for approval within 10 days after receiving notice to proceed. No work shall proceed until submittals are approved by the COR. The Contractor shall submit for review to the COR prior to demolition, purchase, fabrication, or installation of materials.
1. Construction Schedule, including:
a. Lead time for materials
b. Task with start, stop & duration
c. Description of work
d. Impact to tenants (work area access)
2. Security Clearance Status Verification Form
3. Waste Management Plan (Not required for projects under $25K)
4. Installation Design Plan
5. Lenel Panels
6. HID PIV card readers
7. Simplex 1011 Push button Cipher Lock
8. Door gaskets and door sweeps
9. SCM Sonet QT sound Masking System
10. Intrusion Detection System
11. IP Camera System
12. Video Intercom Door Release System
PRODUCT SUBSTITUTIONS: For all items listed with a Brand Name or Equal, refer to FAR 52.211-6 Brand Name or Equal. An Offeror who proposes to submit a quote based on an alternate or substitute construction material shall provide a sample of the alternate material with cut sheets, warranty, maintenance data, and sufficient technical information to ensure the material meets all salient characteristics of the building materials specified in this specification with their quote. The alternate or “equal” material information and material sample must be provided on or before the due date of the Request for Quote (RFQ).
SECTION: QUALITY REQUIREMENT
All work performed to accomplish the work specified herein shall be in strict compliance with the manufacturers’ written recommendations and all nationally or locally recognized governing bodies. Qualified installers shall install each category of work. Contractor shall without additional expense to the Government, be responsible for obtaining any necessary licenses and permits, and for complying with any Federal, State, and municipal laws, codes and regulations applicable to the performance of this work. If two codes are in conflict, the most stringent will be applied.
All work to be performed under this contract shall be executed in a careful and orderly manner by workmen skilled in their respective trades or class of work. The work shall consist of furnishing and installing all new work and doing all necessary removing, patching, filling-in, repairing, and altering of existing work specified to be performed. The materials and methods of application for new work and for patching, filling-in, and repairing shall be similar and equal quality in its new state and shall be installed in compliance with standard trade practices.
All work shall be completed in compliance with Building Standards. Lists of Building Standards are available in the Field Office upon request.
SECTION: TEMPORARY FACILTIES AND CONTROLS
UTILITY SHUTDOWN: All utility (electrical, water, sanitary, sprinkler, or HVAC) shutdowns must be scheduled with the COR, at a minimum of seventy-two (72) hours in advance, and may be required to be completed after hours.
SECTION: EXECUTION REQUIREMENTS
All work must be performed by the Contractor unless noted otherwise.
WORKMANSHIP STANDARDS: The Contractor shall ensure that personnel performing tasks required under this contract are skilled and knowledgeable in the methods and craftsmanship needed to produce journeymen level of workmanship. Remove and replace work that does not comply with workmanship specified and standards recognized in the construction industry for the applications indicated. Any work performed by the Contractor that is found to be faulty or fails to meet acceptable construction standards shall be removed and replaced by the Contractor at no additional cost to the Government.
1. Manufacturer's Instructions: Where installations include manufactured products, comply with manufacturer's applicable installation instructions and recommendations to the extent that those instructions and recommendations are more explicit or stringent than requirements contained in the Contract Documents.
2. Specialists: Where the individual sections of the specifications require specialists to perform the work, comply with the requirements specified. The assignment of a specialist shall not relieve the Contractor of installation in accordance with all manufacturers’ written instructions and all nationally or locally recognized governing bodies.
CLEAN-UP: The Contractor shall be responsible for removal and legal disposal of all debris created by the work specified herein from the premises. The Contractor shall clean up the immediate area on a daily basis and must keep the area safe at all times.
SECTION: CONSTRUCTION WASTE MANAGEMENT AND DISPOSAL
The Contractor shall use all practical means to divert waste from landfills by salvaging, recycling, or reusing demolition and construction materials.
Unless state or local regulations require a higher percentage, it is required to achieve end-of- Project rates for diversion of [50] percent by weight of total non-hazardous solid waste generated by the Work, unless additional rates are indicated. Practice efficient waste management in the use of materials in the course of the Work. Use all reasonable means to divert construction and demolition waste from landfills and incinerators.
Waste Management Plan: Submit plan within 14 days of date established for the Notice to Proceed, prepare and submit a Solid Waste Management Plan including, but not limited to, the following:
1. List of the recycling facilities, reuse facilities, municipal solid waste landfills and other disposal area(s) to be used. Include name, location, and phone number.
2. Identify materials that cannot be recycled or reused. Provide explanation or justification.
3. Distinguish between demolition and construction waste.
4. List each type of waste and whether it will be salvaged, recycled, or disposed of in landfill or incinerator.
Waste Management Report: Contractors are required to submit a monthly Waste Management Report, and a final Waste Management Report concurrent with request for Substantial Completion and payment. Waste Management Reports shall detail the amount of construction and demolition waste by material diverted and/or recycled as well as the amount sent to the landfill on the project. The Waste Management Reports must be accompanied with the Weight Records, Receipts, Disposal Records, Certificate of Reclamation/Recycling, etc.
Implement approved waste management plan. Provide handling, containers, storage, signage, transportation, and other items as required to implement waste management plan during the entire duration of the Contract.
DISPOSAL OF WASTE: Except for items or materials to be salvaged, recycled, or otherwise reused, remove waste materials from Project site and legally dispose of them in a landfill or incinerator acceptable to authorities having jurisdiction.
SECTION: CLOSEOUT
SUBSTANTAL COMPLETION is defined as that state when the Contractor has complied with the Contract Requirements, except for minor deviations, and the project is sufficiently complete and capable of being occupied and used by the Government for the intended purpose.
INSPECTION PROCEDURES: On receipt of the Contractor’s request for inspection, the COR will either proceed with the inspection or advise the Contractor of unfilled requirements. If the Contractor is aware of any unfilled requirements prior to the inspection, the Contractor shall provide a list of incomplete items with a reason work is not complete. The COR will notify the Contractor once the project is substantially complete. This does not relieve the Contractor from correcting all punch list items. The Government may withhold funds until all items included in the Contract have been successfully completed.
SECTION: RECORD DOCUMENTS
1. Warranty, including all labor and material, dated one year from substantial completion.
2. Waste Diversion Report.
3. As-Built Drawings
4. Hard-back and Electronic Manuals for Operation and Maintenance.
FINAL CLEANING: Employ experienced workers or professional cleaners for final cleaning.
Clean each surface or unit to the condition expected in a normal, commercial cleaning and maintenance program. Comply with the manufacturer’s instructions. Remove all temporary protection or facilities installed for the protection of new work and all barriers erected around the construction area for dust control, noise, fall protection, or any other barrier that was required for construction.
SECTION: SUSTAINABLE PURCHASING AND SUBMITTALS
To simplify compliance with the Federal sustainable purchasing requirements set forth in FAR Parts 11 and 23, and GSAM 523, PBS has identified those products (“Key Sustainable Products” or “KSPs”) that are used most frequently in its contracts and developed sustainability standards for those products that meet all Federal requirements. The Contractor must show compliance with the KSP standards, where KSPs are furnished by the Contractor in performance of the work.
If the Contractor cannot meet the requirements of this section due to price, performance or availability, the Contractor must supply the Contracting Officer with justification and documentation (i.e. price comparisons) and must have Contracting Officer’s approval prior to beginning work , i.e. using existing stock, cannot match product, document any cost difference, etc.
Where KSPs are provided by the Contractor, the Contractor must submit specific documentation of compliance with all applicable sustainable attributes. Acceptable documentation includes:

Key Sustainable Products are listed in the Green Procurement Compilation at https://sftool.gov/green-products/1037/key-sustainable-products?agency=9 and have been pre-certified. For these products, correctly-dated screenshots showing each applicable product on the list are sufficient. All non-KSP products must comply with baseline Federal standards, which are all listed in the “Green Procurement Compilation” at sftool.gov”.
The Contractor must submit compliance documentation to the Contracting Officer at the time designated in this Contract for submittals generally. If no other submittals are required as part of this Contract, the Contractor shall submit proof of KSP compliance at least 10 business days before the start of work. The Contractor shall send KSP submittals electronically where possible and the words “KSP product submittal” included in filenames. The Key Sustainable Products and associated standards are listed in the table below.
