STATEMENT OF WORK
August 14 , 2023
BLDG 10989, PSFB, FL
A. The contractor shall provide all labor, materials, equipment, transportation, and supervision to accomplish the following statement of work. All work shall be done in accordance with all local building codes, national electric codes and the requirements contained in the following statement of work and any attached drawings. Contractor to perform site visit prior to submittal of cost proposal. In addition, the contractor is directly responsible for complying with federal and state OSHA standards for all its employees.
B. Building 10989 is a controlled area under the protection of the Air Force Security Police. The Contractor shall comply with all security regulations imposed by this activity. The Contractor, subcontractors, and all of their employees shall have access only to those areas required for execution of this work. Contractor shall provide a list of employees scheduled to work on this project. The list shall include any subcontractor’s necessary to complete this project and submitted to the Contracting Officer for review and approval in order to access building 10989 for the contract work. All contractors and their subcontractors are to be U.S. Citizens to gain access to the AFTAC facilities and be capable of receiving badging to access Patrick Space Force Base.
C. Escorts will accompany the Contractor at all times due to the security requirements of the areas affected by this installation. Contractor is required to notify AFTAC Facilities Office 48 hours in advance of requested contractor access. This advance notice is required so that the Contracting Officer can arrange the necessary number of escorts and the times their presence is required.
D. Badges: All Contractor personnel shall display assigned visitor badges while working in the area. Badges will be issued by the assigned escort at the beginning of each work day and returned to the assigned escort prior to exiting the facility.
Room 4280
1. Contractor to deliver and provide all necessary components to complete reconfiguration of existing work stations identified in room 4280 per the following specifications and attached schematics.
2. New modular work station components required for reconfiguration to match existing Steelcase Answer that is in place in terms of finishes, assembly components, etc.
3. New work surfaces to be laminated press board with plastic edging.
A. New work surfaces finish color to be Gypsum Micro and edging is Platinum Solid.
4. New tack boards, glass panes, slat walls and metal panels to be installed as shown on attached schematics.
A. New tackable panel skins to be the color Mist.
B. New metal slatwall panels to be the color Platinum Metallic.
C. The new glass panes to be single pane windows, some frosted and some clear as shown on attached schematics with the trim to be Platinum Metallic.
D. The new hard surface panel skins to be the color Platinum Metallic.
E. The trim kits to be Platinum Metallic.
F. Contractor to verify types and locations of panels and skins prior to submission of proposal.
5. New modular work stations to be provided with one each overhead storage unit installed at location shown on attached schematics.
A. New overhead storage units to be provided with laminated wood face doors; color is Medium Mahogany on Walnut with the base being Platinum Metallic.
B. New overhead storage units to be provided with keyed polished chrome lock that correspond with new work station pedestals.
C. New overhead storage units to be provided with standard under-mounting
“Tazetta” MT5 task light with occupancy sensor or approved equal.
6. The new modular work stations to be provided with one each black, high-back, fabric covered task chair.
A. New task chair to possess black frame finish, 3D Knit Licorice Back and standard seat upholstery.
B. New task chair to be provided with adjustable arms, adjustable lumbar support, adjustable seat height and synchro tilt.
7. New modular work stations to be provided with one each file-file pedestal and one each box-box-file pedestal.
A. Locations of pedestals shown on attached schematics.
B. Pedestals to possess “Proud” wood fronts; color is Medium Mahogany on Walnut with the base being Platinum Metallic.
C. Pedestals to be furnished with keyed polished chrome locks that correspond with overhead storage units.
D. Pedestals to be furnished with polished chrome pulls.
8. Contractor to provide and install electrical components (receptacles, jumpers, etc.) for new modular work station as well for the reconfiguration of the existing work stations.
A. New modular work station and reconfigured work stations to receive duplex receptacles in furniture base at locations shown on attached schematics.
B. Contractor to provide any and all necessary electrical components to accomplish continuous electrical service throughout the reconfigured existing work stations and new work station.
C. Contractor to provide 3 each 30’ wiring harnesses and install what is necessary to accommodate the reconfiguration.
D. Contractor to deliver 5 each 3 Way Harness Connectors.
9. New work station panels to be furnished with interior cable management tracks.
10. New modular work station panels to be provided with standard 2x4 cut-outs in metal panels below the work surface to accommodate future installation of communication outlets by contracted IT personnel.
A. Locations of comm cut outs shown on attached schematics.
B. Reconfiguration of modular work stations to be coordinated with facility and IT personnel through the facility management office to allow for installation of fiber and phone cabling through the modular work stations.
Room 4482
1. Contractor to deliver and provide complete installation of new modular style furniture to reconfigure the existing systems furniture in room 4482 per the following specifications and attached schematics.
2. New modular work station to match existing Steelcase Answer within the facility in terms of finishes, assembly components, etc.
3. Work surface of new modular furniture to be laminated press board with plastic edging.
A. Work surface finish color is Gypsum Micro and edging is Platinum Solid.
4. New tack boards, slat walls and metal panels to be installed along all work surface edges as shown on attached schematics.
A. Tackable panel skins are the color Mist.
B. Metal slatwall panels are the color Platinum Metallic.
C.The hard surface panel skins are the color Platinum Metallic.
D. The trim kits are all to be Platinum Metallic.
E.Contractor to verify types and locations of panels and skins prior to submission of proposal.

7. Contractor to provide and install electrical components (receptacles, jumpers, etc.) for each new work station.
A. New work station to receive 4 each duplex receptacles in furniture base at locations shown on attached schematics.
B. Contractor to provide any and all necessary electrical components to accomplish continuous electrical service throughout and to tie into adjacent modular work stations.
C. Contractor to provide and install new 30’ wiring harness into furniture base and into existing underfloor distribution box.
8. New modular work station to be furnished with interior cable management tracks.
A. New work station to be provided with two each standard 2x4 cut-outs in metal panel below the work surface to accommodate future installation of communication outlets by contracted IT personnel.
B. Locations of drops shown on attached schematics.
C. Assembly of systems furniture to be coordinated with facility and contracted
IT personnel through the facility management office to allow for installation of fiber and phone cabling through the systems furniture.
9. Contractor to deliver and provide complete installation of new 8’-0” tall removeable wall panels system in room 4482 per the following specifications and attached schematics.
A. New wall system to possess 3’-0”x6’x8” laminated door.
B. New door to be furnished with chrome standard lockset and 2 keys.
Room 4489
1. Contractor to deliver and provide complete installation of new modular style furniture in room 4489 per the following specifications and attached schematics.
2. New modular work stations to tie into and match existing Steelcase Answer that is in place within the AFTAC facility in terms of finishes, assembly components, etc.
3. Work surface of new modular furniture to be laminated press board with plastic edging.
A. Work surface finish color is Gypsum Micro and edging is Platinum Solid.
4. New tack boards, glass panes, slat walls and metal panels to be installed along all work surface edges as shown on attached schematics.

C. Pedestals to be furnished with keyed polished chrome locks that correspond with overhead storage units.
D. Pedestals to be furnished with polished chrome pulls.
7. Contractor to provide and install electrical components (receptacles, jumpers, etc.) for each new work station.
A. New work stations to receive 2 each duplex receptacles in furniture base at locations shown on attached schematics.
B. Contractor to provide any and all necessary electrical components to accomplish continuous electrical service throughout and to tie into adjacent modular work stations.
C. Contractor to provide and install 2 new electrical whips per the new furniture plan.
8. New modular work stations to be furnished with interior cable management tracks.
A. New work stations to be provided with two each standard 2x4 cut-outs in metal panel below the work surface to accommodate future installation of communication outlets by contracted IT personnel.
B. Locations of drops shown on attached schematics.
C. Assembly of systems furniture to be coordinated with facility and contracted
IT personnel through the facility management office to allow for installation of fiber and phone cabling through the systems furniture.
General
1. Contractor will clean the work area daily.
2. Contractor shall perform final clean up of site.
3. Contractor shall protect equipment and work areas close to the construction area.
4. Contractor to perform site visit to verify dimensions, locations, styles, colors, finishes and electrical configurations prior to submission of proposal.
5. Delivery and removal of furniture to be through the warehouse entry of 10989 as reflected on schematic title sheet.
6. Contractor responsible for removal and disposal of all packaging materials as well as all spare components.
7. All work to be done in an expeditious manner so as to minimize down-time for end users.
SUBMITTALS
APPROVAL OF MATERIAL AND EQUIPMENT
A. Before installation of any materials or equipment is begun, the Contractor shall submit for approval a complete list of materials and equipment to be incorporated in this work, together with names and address of manufacturers and their catalog numbers and trade names. These submittals shall provide catalog cuts descriptions, maintenance manuals, warranties, guarantees, and capacity data and shop drawings as required to show compliance with these specifications, drawings and statement of work. All items contained within each submittal shall be clearly identified by specifications division, section, and item name/number.
B. Submittals will be required as follows:
1. MD - Manufacturer’s Data and catalog cuts
2. SD - Shop Drawings
3. S - Samples
GENERAL INFORMATION
Personnel.
The contractor shall not employ persons to work on this contract if such person is identified to the contractor by the government as a potential threat to the health, safety, security, general well-being or operational mission of the installation and its population.
The contractor shall not employ any person who is an employee of the U.S. government, if employing such person would create a conflict of interest as determined by the Contracting Officer. Additionally, the contractor shall not employ any person who is an employee of the Department of Defense, either military or civilian, unless such person seeks and received approval according to DoD 5500.7 –R Joint Ethics Regulation. The contractor shall not employ any person who is an employee of the Department of Defense if such employment would be contrary to the policies in AFI 64-106 AF Industrial Labor Relations Activities.
Military Personnel:
The contractor is cautioned that off-duty active military personnel hired under this contract may be subject to permanent change of station, change in duty hours or deployment. Military Reservists and National Guard members may be subject to recall to active duty. The abrupt absence of these personnel could adversely affect the contractor’s ability to perform. However, their absence at any time shall not constitute an excuse for nonperformance under this contract.
TRAVEL AND OTHER DIRECT COSTS
Travel will not be reimbursed on this contract.
HOURS OF WORK
Work Hours.
Base hours of operation are 07:30 – 16:30. The Contractor may find it necessary to deviate from the normal base hours of operation, to ensure timely completion of work under this PWS at no additional cost to the government.
Contractor performance is anticipated to take place between 08:00 and 16:30 on weekdays.
Holidays.
U.S. Federal Holidays.
U.S. Federal holidays. The contractor will not be required to work the following United States federal holidays, New Years’ Day, Martin Luther King’s Birthday, President’s Day, Memorial Day, Juneteenth, Independence Day, Labor Day, Indigenous Peoples’ Day/Columbus Day, Veteran’s Day, Thanksgiving Day and Christmas Day.
Badges.
The contractor is required to provide identification badges for their employees. All contractor personnel shall wear these badges while on duty on the government site. All badges need to be clearly identifiable and worn above the waist. Badges are required to identify the individual, company name, and be clearly and distinctly marked as contractor. Size, color, style, etc. are to be mutually agreed to by contractor and government. The contractor’s identification badge will not be used as an entry requirement for installation entry or into any government designated controlled or restricted area.
ENVIRONMENTAL, HEALTH, AND SAFETY
Environmental, Health, And Safety. The contractor shall ensure all employees receive the necessary environmental, health, and safety training to ensure compliance with all Occupational Safety and Health Acts (OSHA), and local laws. The contractor shall protect the health and safety of employees and the community, minimizing the risk of environmental pollution.
ENERGY CONSERVATION
The contractor shall comply with energy saving conservation practices as deemed necessary by the facility manager.
TRASH AND LITTER CONTROL
Contractor shall be responsible for storage, staging and deployment of any equipment and materials provided as part of this requirement. Contractor shall be responsible for the removal and disposal of all packaging materials and associated litter from the installation site and shall comply with all applicable industry rules and government regulations.
SMOKING POLICY
There is and Air Force Policy of NO SMOKING in any Government building or vehicle in accordance with AFI 40.102 (03 Jan 1994).
