About this file

This document outlines requirements for a portable fall arrest system and harnesses. The National Aeronautics and Space Administration Shared Services Center has issued solicitation number 80NSSC23835314Q to procure a portable fall arrest system with a minimum base footprint. The current fall protection equipment for aircraft is outdated and failing safety inspections, posing a serious safety risk to mission critical personnel working on aircraft. Procuring updated fall protection equipment as quickly as possible is needed to address this risk and prevent being added to the agency's risk management report.

Text version

Our current fall protection equipment for our aircraft is outdated and some are no longer passing safety inspections, ultimately leaving personnel inappropriately protected while working on top of aircraft.

This serious safety concern is going to be added to Center Risk Management, if we are unable to procure fall protection equipment as quickly as possible to protect our mission critical personnel.

I would like to purchase with the following minimum requirements:

QTY: 1

• Base dimensions foot print of the unit are must be <= 6’ x 6’.

o This smaller signature around the aircraft will ensure other aircraft components can be accessed o No C-frame fall arrest system will be considered as their footprint is too large, the bases are too restrictive

• Two R-SRL’s (3-way SRL) must come with this equipment o Mounted at ground height o Reduce the maximum arresting distance to 24 inches o Allow rescue capability

• Height from the ground to the bottom of the mast is adjustable from 15ft to 24ft

• Must include design and installation documentation, for future maintenance requirements

• Two masts or jibs must be independent and able to swivel 90 degrees each, allowing for 180 degrees of coverage o Independent anchor points (eliminates travel interference) o Capacity of two people

300lb allowance per each anchor point or greater

• Unit must, o Be portable o Have concrete counterweight o Have single axle towable cart with 22” foam filled pneumatic wheels

Must have a Pintle tow ring (matches current NASA towing equipment) o Have outriggers with heavy duty leveling jacks o Enamel finish to protect from the harsh desert weather

• Compliant with pertinent OSHA and ANSI standards

• Must have an onsite training (at least 1 for training the trainers) jndorr Highlight
