Statement of Work (SOW)
1. Overview: Combat Aviation Advisor (CAA) Survival, Evasion, Resistance, and Escape (SERE) Specialist’s must remain relevant and highly specialized in any tactics, techniques, or procedures (TTPs) that will attribute to successful survival, evasion, and escape situations in a deployed environment. CAAs deploy all over the globe in austere environments and are exposed to non-traditional methods for travel, housing, and potentially captivity.
2. Vendor Qualification: The vendor shall provide Subject Matter Expert instruction to trainees focused and specialized in areas that will greatly increase the CAAs ability to successfully survive, evade, and escape a perilous situation and return with honor. Vendor shall provide information, tools, and devices that are common to all Geographic Combatant Command (GCC) locations. The vendor shall provide a training facility that exposes trainees to environments found within all GCCs. The vendor’s facility shall be reconfigurable and multifaceted to provide realistic environments found in all GCCs. The vendor’s facility shall at a minimum, provide scenarios that mirror realistic situations.
3. Deliverables: The vendor shall instruct up to 16 CAAs (2 courses, 8 CAAs each course) on identifying and defeating padlocks, door hardware, common locks, and the foreign version of each. This will culminate with a hardware defeat exercise incorporating the techniques learned.
The vendor shall also instruct on vehicle acquisition operations to include vehicle entry, small boat, aircraft, trucks, and heavy equipment to include hot wiring, device construction, domestic and foreign variants, cache operations and vehicle escape. The vendor shall instruct on foreign restraints found in all GCCs. The vendor shall create a realistic environment for up to 16 CAAs (2 courses, 8 CAAs each course) to plan for and conduct a vendor facilitated tactical evasion and recovery exercise that allows trainees to practice all techniques learned throughout the course.
The exercise shall span over at least one day and one night. Training shall be conducted at the vendors’ facility. The following is a list of minimally required training:

Hot Wiring Techniques and Device Construction J. Domestic Auto Overview and Ignition Lock Defeat K. Foreign Auto Overview and Ignition Lock Defeat L. Cache Operations M. Vehicle Trunk Escape N. Advanced Physical Restraint Escape Techniques -Foreign Restraints O. Scenario Update and Mission Brief for E & R Exercise P. Team Planning for Evasion & Recovery Operations Q. Evasion & Recovery Team Tactical Exercise (2-man lanes, drop off early afternoon, extends into evening - teams must success fully escape and navigate on foot and execute multiple tasks. i.e. evade, locate and recover a prepositioned cache. enter a secured building, acquire multiple vehicles and boats. move to a recovery site. mark a Landing Zone (LZ), conduct linkup with asset. etc.)
