SOURCES SOUGHT TECHNICAL DESCRIPTION FOR SHUTTLE BUS SERVICES
INTRODUCTION
The 409th Contract Support Brigade is issuing this sources sought synopsis as a means of conducting market research to identify parties having an interest in and the resources to support the requirement shuttle bus transportation services for the military communities in Germany, Belgium and Italy . The intention is to procure these services on a competitive basis

PROGRAM BACKGROUND
The US Army Europe-Africa (USAREUR-AF) G4 has a requirement for shuttle bus transportation services for the military communities in Germany, Belgium and Italy. In accordance with these assignments, USAREUR-AF G4 provides the following:
Italy Italy Shuttle Service Daily Commute (DC) Services
Belgium Benelux Daily Commute (DC) Services
Germany Rheinland-Pfalz Shuttle Services encompasses two Kaiserslautern Military Community Daily Commute (DC); Baumholder Military Community Daily Commute (DC).
Vilseck/Grafenwoehr Military Community Daily Commute (DC) Services Stuttgart Daily Commute (DC) Services Wiesbaden Daily Commute (DC) Services Ansbach Daily Commute (DC) Services Hohenfels Daily Commute (DC) Services
Individual location and requirements:
Italy has three dedicated shuttle bus routes with a total of 5 buses to support this mission.
Vicenza Del Din Shuttle: This route primarily runs between Caserma Ederle and Caserma Del Din. The total route has 6 stops, is 11 miles in length, and estimated round trip time is 40 minutes. Route is serviced by two buses, wait time at each stop is 1 minute.
Vicenza Mass Trans Shuttle: This route primarily runs to/from the Central Issue Facility (CIF) in Lerino. It travels to the Vehicle Processing Center (VPC) and vehicle registration offices in Torri di Quartersolo. It stops at the Villaggio Housing Area. The total route has 4 stops, is 14 miles in length, and estimated round trip time is 40 minutes. Route is serviced by one bus, wait time at each stop is 1 minute.
DMC Mensa Shuttle: This route primarily the outreaches of Leghorn Army Depot and Camp Darby from/to Italian mensa (cafeteria) located on Leghorn AD. The total route has 8 stops, is 6 miles in length, and estimated round trip time is 30 minutes. Route is serviced by two busses, wait time at each stop is 1 minute.
Benelux has one dedicated shuttle bus routes with a total of 3 busses to support this mission. This route services the USAG Benelux Single Soldier Barracks, CAB Lodging, Central Issue Facility, SHAPE Centralized Headquarters drop off and Transportation PPPO and Drivers Training and Testing. The total route has 7 stops, is 16 miles in length, and estimated round trip time is 1 Hour. Route is serviced by three buses using the same route, reducing wait time at each stop to 2 minutes.
Germany has six separate locations with dedicated shuttle bus routes with a total of 66 busses to support these the geographical locations.
Grafenwoehr Shuttle Service has four distinct shuttle bus routes:
Route R 1A is the direct connection between Tower Barracks and Rose Barracks originating in Rose Barracks. It has 9 stops, round trip is approximately 60 km in length and takes approximately 1.5 hours.
Route R 1B is the direct connection between Tower Barracks and Rose Barracks originating in Tower Barracks. It has 9 stops, round trip is approximately 60 km in length and takes approximately 1.5 hours.
Route R 3 is the route between Netzaberg Housing Area and Tower Barracks. It has 7 different stops, round trip is 16 km in length and takes approximately 40 minutes.
Route R 5 is in support of rotational forces in Tower Barracks Field Camps. It has 7 different stops, round trip is approximately 20 km in length and takes approximately 30 minutes.
Stuttgart Shuttle Service has four distinct shuttle bus routes:
SPECIAL PM: Robinson Barracks-Kelley Barracks-Stuttgart Army Airfield- This express route runs on workdays from 1641 to 1821.
BLUE BUS Route 1-This route runs on from 0600 to 1900. The bus starts and ends the route at the TMP which is located at Stuttgart Army Airfield.
Kelley AFRICOM #2, Kelley AFRICOM #1, Patch Washington Square, Patch DISA, Patch Montana Street, Panzer MARFOR, Panzer Garrison, Patch Washington Square, Patch DISA, Patch Montana Street Kelley Gym (Drop Off Only), Kelley AFRICOM #2
BLUE ROUTE 1 (WEEKEND & US HOLIDAYS): Kelley Barracks-Patch Barracks-Panzer Kaserne-Patch Barracks-Kelley Barracks. This route runs on from 0915 to 1656. The bus starts and ends the route at the TMP which is located at Stuttgart Army Airfield.
RED BUS Route 2-This route runs from 0600 to 1935. The route starts and ends at Robinson Barracks.
RB Elementary School, RB Cmty Club, RB Grenadier, RB GYM BLDG# 150, Patch Washington Square, Patch DISA, Patch Montana Street, Panzer MARFOR (Drop only), Panzer Garrison (Drop only), Panzer MARFOR (Pickup only), Panzer Garrison (Pickup only), Patch Wash Square, Patch DISA, Patch Montana Street, RB Cmty Club, RB Grenadier, RB Elementary School.
RED ROUTE 2 (WEEKEND & US HOLIDAYS): Robinson Barracks-Patch Barracks-Robinson Barracks. This route runs from 0905 to 1812. The primary purpose is transporting personnel to and from various activities and quarters during the weekend and on U.S. Holidays. The route starts and ends at Robinson Barracks.
Ansbach Shuttle Service has two distinct shuttle bus routes:
Location: USAG Ansbach is located in northern Bavaria, Germany approximately 40 kilometers (circa 26 miles), southwest of Nurnberg. The garrison is spread across three major U.S. installations among the cities of Ansbach, Katterbach and Illesheim.
Shuttle bus service- Ansbach AM Run is the direct connection between Barton Barracks and return. It has 14 stops, round trip is approximately 60 km in length and takes approximately 1 hour. Ansbach AM Run is the direct connection between Barton Barracks and return. It has 14 stops, round trip is approximately 60 km in length and takes approximately 1 hour.
Ansbach Illesheim run is the route between Illesheim DFAC BLDG 6631 and Urlas. It has 5 different stops, round trip is 80 km in length and takes approximately 1 hour and 40 minutes.
Wiesbaden Shuttle Service has two distinct shuttle bus routes, northbound and southbound rotes.
There are approximately 7 trips each way daily and the buses operate between 0500-1930 hours, and unless specifically announced, buses operate on all American and German holidays. The garrison shuttle bus consist of 3 buses and these the buses operate on the five different installations (Clay Kaserne, Mainz- Kastel, Hainerberg, Crestview and Aukamm Housing) in Wiesbaden. The northbound route has 14 stops is approx 30kms in length, and estimated round trip time is 75 minutes. The southbound route has 15 stops is approximately 30kms in length, and estimated round trip time is 90 minutes.
Hohenfels Shuttle Service has three distinct shuttle bus routes with a total of 9 busses for this location.
Hohenfels main post route services ¼ JMRC Headquarters, In- and Out processing center, Health and Dental Clinic, Bank, PX and Commissary. The total route has 17 stops, is 11 km in length, and estimated round trip time is 30 minutes. Route is serviced in two shifts between 08:00 – 18:00. During meal serving times of the Dining Facility the route is operated as express route with increased frequency and only from 527th Barracks Area, Main Post to DFAC. DFAC is about 3 km one way away from Main Post.
Hohenfels Laaber/Beratzhausen Route services the Housing/Lodging areas in Grossbissendorf, Buchhausen, Beratzhausen (Jurastrasse, Michael Wiendl Str.) and Laaber. Due to the isolated location and the fact that there is no public commercial transportation to the Hohenfels The total route has 9 stops, is 59 km in length, and estimated round trip time is 1 hours 15 minutes. Route is serviced by one bus with a frequency of 3 runs during the normal business hours.
Hohenfels Parsberg/Velburg Route services the Housing/Lodging areas in Hoermannsdorf, Rudolfshoehe, Lupburg, Parsberg (Am Spitzberg, Commercial Train Station, Schauweckerplatz), Velburg (Am Hohen Kreuz, Bus Stop St. Anna, Veldorfer Str. Lutzmannsteiner Str.) and Deusmauer. Due to the isolated location and the fact that there is no public commercial transportation to the Hohenfels Training Area this is the only mode of transportation that DOD personnel and dependents gets access to life support (medical, commissary and religious) which directly affects health, morale and welfare of the soldiers and the family . The total route has 12 stops, is 71 km in length, and estimated round trip time is 1 hours 30 minutes. Route is serviced by one bus with a frequency of 3 runs during the normal business hours.
Rheinland-Pfalz Shuttle Services has two distinct shuttle bus routes:
Baumholder (Smith Barracks:) The route is currently serviced by one bus, this route services the Baumholder Military Community. It provides stops at all two locations in the footprint. The total route has 13 stops, is 10 miles in length, and estimated round trip time is 50 minutes.
Kaiserslautern Troop Shuttle: The route is currently serviced by one bus, this route serves the Kaiserslautern Military Community. It provides stops at the Kaiserslautern-East locations (Daenner, Kleber & Panzer), at Kaiserslautern-West (Rhine Ordnance Bks.) and at Sembach Heuberg Kaserne. Kaiserslautern-East locations are within a radius of 1.2 miles. The distance to Rhine Ordnance Bks is 7 miles, the distance to Sembach is 8.5 miles.
REQUIRED CAPABILITIES
The Contractor shall provide all personnel (management, drivers), supervision, services, vehicles, adaptive seat devices, and equipment necessary to transport authorized individuals safely to and from their designated pick-up and drop-off locations. Contracted services shall comply with all Host Nation requirements for transportation of personnel in support of the areas specified in Program Background (above).
If your organization has the potential capacity to perform these contract services, please provide the following information: 1) Organization name, address, email address, Web site address, telephone number, and size and type of ownership for the organization; and 2) Tailored capability statements addressing the particulars of this effort, with appropriate documentation supporting claims of organizational and staff capability. If significant subcontracting or teaming is anticipated in order to deliver technical capability, organizations should address the administrative and management structure of such arrangements.
The Government will evaluate market information to ascertain potential market capacity to: 1) provide services consistent, in scope and scale, with those described in this notice and otherwise anticipated; 2) secure and apply the full range of corporate financial, human capital, and technical resources required to successfully perform similar requirements; 3) implement a successful project management plan that includes: compliance with tight program schedules; cost containment; meeting and tracking performance; hiring and retention of key personnel and risk mitigation; and 4) provide services under a performance based service acquisition contract.
ELIGIBILITY
The applicable NAICS code for this requirement is 485510 - Charter Bus Industry. The Product Service Code is V222 - TRANSPORTATION/TRAVEL/RELOCATION- TRAVEL/LODGING/RECRUITMENT: PASSENGER MOTOR CHARTER. Businesses of all sizes are encouraged to respond; however, each respondent must clearly identify their business size in their capabilities statement.
Interested parties are requested to submit a capabilities statement of no more than three (3) pages in length in Times New Roman font of not less than 10 pitch. The deadline for response to this request is no later than 2 pm, CET, 03 June 2024. All responses under this Sources Sought Notice must be e-mailed to erin.k.malinski-civ@army.mil. This documentation must address at a minimum the following items:
1.) What type of work has your company performed in the past in support of the same or similar requirement?
2.) Can or has your company managed a task of this nature? If so, please provide details.
3.) Can or has your company managed a team of subcontractors before? If so, provide details.
4.) What specific technical skills does your company possess which ensure capability to perform the tasks?
6.) Provide a statement including current small/large business status and company profile to include number of employees, annual revenue history, office locations, DUNs number, etc.
9.) Are you more likely to make an offer to the Government to perform this service if portions of it where broken up? In other words, are you more likely to bid on this contract if the Government had made the requirement separate for each country or each location?
The estimated period of performance consists of a 12-month base year plus 4 option years with performance commencing TBD. Specifics regarding the number of option periods will be provided in the solicitation.
The contract type is anticipated to be FFP.
Your response to this Sources Sought, including any capabilities statement, shall be electronically submitted to the Contract Specialist, Jane Doe, in either Microsoft Word or Portable Document Format (PDF), via email erin.k.malinski-civ@army.mil. All data received in response to this Sources Sought that is marked or designated as corporate or proprietary will be fully protected from any release outside the Government.
No phone calls will be accepted.
All questions must be submitted to the contract specialist identified above. The Government is not committed nor obligated to pay for the information provided, and no basis for claims against the Government shall arise as a result of a response to this Sources Sought.
