This is a Sources Sought Synopsis for the purpose of conducting market research in order to identify potential sources. As a disclaimer this is for informational purposes only and is not a solicitation for pricing and/or offers.

The Government has a requirement for one Relief Pilot in support of the National Park Service (NPS) Everglades mission. Services include point to point transportation, reconnaissance, low level (less than 500 feet above ground level) and Air Attack using a Cessna 206H/G1000 on amphibious floats. The intended contract will be for 1 base year, with 4 option years that may be exercised at the Government’s discretion.

Location of Performance: Homestead, FL

Pilots are required to respond within 24-hours of notice from the Government.

Capability statements from interested parties shall include the DUNS number, Small Business status, and brief description of qualifications.

Technical Requirements

FAA commercial pilot certificate or higher with airplane category, single engine land and sea classes and instrument-airplane rating.

FAA 2nd class medical certificate or greater.

Be a U.S. Citizen.

Minimum Pilot-in-Command time accumulated as follows

(a) 1,500 hours total pilot time.

(b) 1,200 hours PIC in airplanes.

(c) 75 hours night.

(d) 25 hours PIC in make and model.

(e) 25 hours PIC single engine sea.

(f) 10 hours PIC amphibious airplane with at least 10 transitions (switch from land to sea or vice versa) take offs and landings.

(g) 100 hours total flight time within the preceding 12 months.

(h) 50 hours PIC within the preceding 12 months.

(i) 24 hours PIC airplane within the preceding 12 months, including six hours in last six months in category.

(j) 200 hours PIC Low Level (less than 500 feet AGL) or 10 hours airplane low level flight instruction.
