Sources Sought Questions
• Does your company have personnel and corporate experience in social behavioral sciences related Risk Crisis Communications, specifically experience evaluating socio-behavioral response to warning messages?
• Provide examples of experience applying research and analysis of effectively communicating urgent emergency information to the public using short text messages. For example, how message format such as order of information in the message and word selection effect the interpretation and perception of persons receiving the message.
• How do you propose to use your company resources to support FEMA in developing a methodology for assisting authorities to quickly write effective emergency alert and warning messages that can be sent via IPAWS channels to the public that will result in the public taking the intended and appropriate actions as soon as the message is received; and produce and provide guidance materials and training tools for FEMA to educate authorities and officials that are responsible to send emergency warnings to the public. (IPAWS public warning channels include 90- and 360-character text messages to mobile phones and 2 minute long emergency audio broadcasts to radio and television sets).
