Sources Sought Notice
In collaboration with the Government of Tanzania, the United States Agency for International Development (USAID)/Tanzania is conducting analysis to identify potential local partners that will have capability to implement anticipated Global Health Security (GHS) activity. It is anticipated that the activity will support the Government of Tanzania to improve their health system to prevent, detect and respond to emerging infectious diseases. USAID GHS programs will support the Government of Tanzania to develop and/or maintain:
1. A functional system in place for the national response to combat antimicrobial resistance (AMR) with a One Health approach;
2. A functional multisectoral, multidisciplinary mechanisms, policies, systems and practices are in place to minimize the transmission of zoonotic diseases from animals to human populations;
3. A whole-of-government multisectoral national biosafety and biosecurity system;
4. A national laboratory system, including all relevant sectors, particularly human and animal health, and effective modern point-of-care and laboratory-based diagnostics;
5. An early warning surveillance systems that are able to (1) detect events of significance for public health and health security; (2) improve communication and collaboration across sectors and between national, intermediate and primary public health response levels of authority regarding surveillance of events of public health significance; and (3) improve national and intermediate level capacity to analyze data.
6. An effective infection prevention and control (IPC) program that enables safe health care and essential services delivery and prevention and control of health care acquired infections (HCAIs).
This call is exclusively for local Tanzanian partners, defined as organizations which:
1. is legally organized under the laws of Tanzania;
2. has as its principal place of business or operations in Tanzania; and
3. is (A) majority owned by individuals who are citizens or lawful permanent residents of
Tanzania; and (B) managed by a governing body the majority of who are citizens or lawful permanent residents of Tanzania.
Submit a document of up to 5 pages (inclusive of annexes) that describes:
1. Your experience working on any of the below GHS activities:
● Antimicrobial Resistance
● Zoonotic Diseases
● Biosecurity and Biosafety
● National Laboratory Systems
● Surveillance
● Infection and Prevention Control
2. Your experience providing technical assistance and capacity building to the Government of Tanzania entities on one of the aforementioned GHS activities.
