SOURCES SOUGHT NOTICE
Fire Alarm System Maintenance and Services
USCG Coast Guard Academy, New London, CT
70Z08420QAA153500
This is a SOURCES SOUGHT NOTICE; not a pre-solicitation notice or solicitation for proposals/ quotations. Pursuant to FAR Part 10 (Market Research), the purpose of this notice is to: (1) determine if sources capable of satisfying the agency's requirements exists, (2) determine if commercial items suitable to meet the agency's needs are available or could be modified to meet the agency's requirements, and (3) determine the commercial practices of company's engaged in providing the needed service or supply. Pursuant to FAR Part 6 and FAR Part 19, competition and set-aside decisions may be based on the results of this market research. This notice in no way obligates the Government to any further action.
REQUIREMENT: This notice is issued by the U.S. Coast Guard, Shore Infrastructure Logistics Center (SILC), Norfolk, VA to identify sources capable of providing the following:
SUMMARY OF SERVICE: (Subject to change at the discretion of the Government). Contractor shall provide inspection, troubleshooting, maintenance and upgrade of Fire Alarm (FA), Auto Call FA systems and Mass Notification Systems (MNS) in both non-emergency and emergency situations at the U.S. Coast Guard Academy, New London, CT for a Base Period plus four (4) Option Periods.
SCOPE OF WORK: The below was taken from the PWS and intended to provide a general description of this requirement.
1. Inspect, test and maintain all installed FA Systems in accordance with (IAW) applicable NFPA Codes and Manufacturer’s instructions.
2. Contractor shall be knowledgeable of FA Notifier System.
3. Contractor shall perform all required annual, semi-annual and quarterly inspections, tests, and maintenance IAW NFPA requirements and manufacturer’s specifications.
4. NFPA required inspection and maintenance forms shall be utilized.
5. Once contacted by the Contracting Officer Representative (COR), the Contractor shall provide emergency services within four (4) hours or when the system or its components, become undependable or inoperative.
6. Contractor shall perform Scheduled Maintenance Work as required..
7. Provide smoke detector cleaning services to help minimize false alarms and shall be cleaned using manufacturer’s recommended procedures at a rate of 100% annually.
8. Provide smoke detector sensitivity testing at a rate of 100% bi-annually.
ANTICIPATED PERIOD OF PERFORMANCE: The period of performance is anticipated to be for the Base Period plus four (4) Option Periods: November 01, 2020 thru October 31, 2025 (Subject to change at the discretion of the Government).
ANTICIPATED NAICS CODE/SIZE STANDARD: The applicable NAICS Code is 561621, Security Systems Services (except locksmiths) and the size standard is $22.0 million.

Past Performance: Past performance information should include recent and relevant contracts for like or similar items and other references including contract numbers, points of contact with telephone numbers and other relevant information. Interested parties are asked to furnish this information for at least three (3) contracts, ongoing or completed within the last three (3) years, for like or similar services, held with the USCG, other Government agencies or private industry.
