This is not a request for quotes; the Government is seeking information for market research purposes only.
1. The Central Texas Veterans Health Care System VA Healthcare System (CTVHCS) has a requirement for on-demand, over-the-phone, language translation services for health care services. The telephonic translation service is to be used by federal employees, patients, and patient’s family members of the Department of Veterans Affairs, Central Texas Veterans Health Care System (CTVHCS) for the delivery of health care. The translation service must be able to enable communication between parties of various languages which patients and their representatives use and understand. Translator will perform under this agreement, as an independent contractor, and nothing contained herein must in any way be construed to imply that Translator is an agent, employee, partner, or joint venture of the CTVHCS.
2. Translators are responsible for reviewing and complying with all pertinent state and federal laws including, but not limited to, state and local taxes, the Fair Labor Standards Act, Title VI of the Civil Rights Act of 1964, the Americans with Disabilities Act and the Affordable Care Act. Translators adhere to industry quality standards established by the Association of Translation Companies to ensure that all completed work follows legal and ethical obligations.
3. Scope: Translation services will include on-demand telephonic translation for CTVHCS, interprets spoken word into one or more other languages, ensures meaning and context are maintained, works with individual staff and patient, and ensures the translated message is correctly understood. Activities include listening to one language, ascertains understanding of the meaning and context of that language and converts it into the desired language, making sure to preserve the original meaning. Translator must be able to interpret effective communication between two parties that do not speak a similar language by converting one spoken language to another. The main responsibility will consist of listening to, understanding, and translating spoken statements from one language to another.
4. Qualified Personnel: Translators must have and maintain minimum federal and state translator requirements and other requirements as stated in the statement of work.
5. Language Translator (Key Personnel): The Contractor shall provide qualified personnel to perform the requirements specified in this Statement of Work.
6. Description of Work: The Translator shall provide support and assistance in language translation services. The Translator shall possess all the demonstrated knowledge requirements delineated below.
7. Minimum Requirements for a Language Translator (Experience) The minimum requirements required are:
i. Advanced language knowledge.
ii. In-depth cultural knowledge.
iii. Best practice translation and review processes, sound translation judgement.
iv. Excellent customer service skills. Ability to establish and maintain positive working relationships.
v. Professional language affiliations American Translators Association (ATA), National Association of Judiciary Interpreters (NAJIT), etc.
vi. Be fluent in English and the desired language for that telephonic encounter.
8. Place of Performance The translation services will occur over the phone; however, the services will be used for providers and patients from the CTVHCS.

Responses to this notice shall include company/individual name, size status for the above reference NAICS code, a service capability statement, SAM Entity Unique Identifier (EUI), DUNS Number, address, point of contact, and examples of similar facilities to which similar services have been provided to. Contractors should provide information on whether they are certified SDVOSB, VOSB, Hub zone, 8(a), women-owned concern. If standard company brochures are supplied as a response to this Source Sought, ensure that additional information tailored to this notice is included.
A solicitation is not currently available. If a solicitation is issued, it will be announced on the Contract Opportunities website https://sam.gov at a later date, and all interested parties must respond to that solicitation announcement separately from the response to this announcement. Contractors must be registered in the System for Award Management (SAM); see the website https://www.sam.gov for registration information.
