6. Description:

This is a Sources Sought notice. This is NOT a request for quotations. The purpose of this notice is to obtain market research information regarding the availability and capability of all qualified sources that can meet a potential requirement.

This notice is issued to determine the availability of qualified companies technically capable of meeting the Government requirement, to determine the method of acquisition, and availability of domestic sources manufactured in the United States in sufficient and reasonably available commercial quantities and of a satisfactory quality. This notice is not to be construed as a commitment by the Government to issue an RFQ or ultimately award a contract. Responses will not be considered as proposals or quotes. No award will be made as a result of this notice. The Government will NOT be responsible for any costs incurred by the respondents to this notice. This notice is strictly for market research and information purposes only. Small businesses are encouraged to respond.

Responses must include the place of manufacturing (to include address, whether supply/equipment is a domestic end product, and include country of manufacture). For equipment/supply requirements, small businesses must also address the size status of the manufacturer under the applicable NAICS code (i.e. address Non-Manufacturer

Rule).

The response must also include their DUNS number, organization name, address, point of contact, and size and type of business (e.g., 8(a), HubZone, etc.,) pursuant to the applicable NAICS code and any other information that may be helpful in developing or finalizing the acquisition requirements.

Background: The National Centers for Coastal Ocean Science, Beaufort Laboratory requires a new upright compound microscope to meet the microscopy goals for ongoing HAB forecasting projects. The existing upright microscope does not provide sufficient optical resolution to complete planned microscopy data acquisition.

Purpose and Objectives: The purpose of this acquisition is to obtain a new upright compound microscope (microscope, objective lenses, optical filters) for high resolution fluorescent microscopy of HAB cells to meet HAB forecasting objectives. The upright compound microscope shall include high resolution objective lenses and shall meet the following minimum specifications:

• Microscope Upright compound microscope shall include 360-degree rotating trinocular head with light transmittance settings allowing 0%/100%, 100%/0%, and 80%/20% of the light through the eye pieces/camera port.

Shall include two locking 10x 20mm focusable eyepieces.

Shall include nosepiece having ports for at least 6 objective lenses Shall include mechanical stage with adjustable tension controls and high strength glass insert.

Shall include LED illumination with variable intensity control.

Shall include Infinity Optics with anti-mold coating.

Shall include epifluorescence attachment holding at least 6 filter positions, and with adapters/connectors to fit to a Cool LED pE-300 white Illumination System currently owned by the government.

Shall include high resolution condenser with settings for all objective lenses (see below).

Shall include Optical filter holder capacity of at least two (2) filter blocks.

• Objective Lenses: Shall include the following objective lenses optimized specifically for fluorescence microscopy.

4x lens, NA at least 0.13 10x lens, NA at least 0.30 20x lens, NA at least 0.50 40x lens, NA at least 0.75 60x lens, NA at least 0.85 100x Oil Immersion lens, NA at least 1.3

• Epifluorescence Optical Filter sets: Shall include filter cubes holding optical filters compatible with the microscope (25mm diameter excitation and emission filters, dichroic mirror). Filter cubes shall be required for the following fluorescent dyes:

o GFP/FITC filter cube: Excitation wavelength ~480 nm, Emission ~535 nm o DAPI filter cube: Excitation wavelength ~395 nm, Emission ~460 nm o TRITC filter cube: Excitation wavelength ~545 nm, Emission ~605 nm o Texas red filter cube: Excitation wavelength ~560 nm, Emission ~630 nm

Delivery Schedule: All components shall be delivered to the Beaufort Laboratory no later than 30 September, 2022.

In case domestic sources are available and capable of fulfilling the Government’s need, and a future solicitation is published, the Government will use evaluation preferences in accordance with FAR 25.

Capability statement /information sought.

Companies that believe they possess the capabilities to provide the required products should submit documentation of their ability to meet each of the project requirements to the Contracting

Officer. The capability statement must specifically address each of the project requirements.

Additionally, the capability statement should include the professional qualifications of personnel as it relates to the requirements, any contractor GSA Schedule contracts and/or other government-wide acquisition contracts (GWACs) by which all of the requirements may be met, if applicable, and any other information considered relevant. Capability statements must also include the Company Name, Unique Entity ID from SAM.gov, Physical Address, and Point of

Contact Information. The response must include the respondents’ technical and administrative points of contact, including names, titles, addresses, telephone and fax numbers, and e-mail addresses.

Capability statements in response to this market survey that do not provide sufficient information for evaluation will be considered non-responsive. When submitting this information, please reference the solicitation number.

The response must be received no later than 11:00am EST on or before August 2, 2022.

Respondents are advised that the Government is under no obligation to acknowledge receipt of the information received or provide feedback to respondents with respect to any information submitted. After a review of the responses received, a presolicitation synopsis and solicitation may be published in www.sam.gov. However, responses to this notice will not be considered adequate responses to a solicitation.
