Sources Sought Notice Range Cleaning

This is a SOURCES SOUGHT NOTICE (not a pre-solicitation notice pursuant to FAR Part 5) to determine the capability of potential sources and the availability of commercial sources pursuant to FAR Part 10.

This notice is issued by the Coast Guard Director of Operational Logistics Office of Procurement and Contracting Commercial Support Services Branch (DOL-931) Norfolk, VA to identify businesses capable of providing Range Cleaning Services for the U.S. Coast Guard Base Cape Cod, MA for a base period plus four option years, if exercised by the Government, with an anticipated start date of November 2021.

This Sources Sought does not constitute an Invitation for Bid or a Request for Proposals, nor should it be considered as a commitment on the part of the Government. The information received will not obligate the Government in any manner nor will the Government reimburse companies for any costs associated with submittal of this Sources Sought.

Summary of Services

The work is to provide range cleaning and maintenance of the small arms firing range located on Joint Base Cape Cod in Buzzards Bay. The following is an extract from the PWS and intended to provide a general description of this requirement.

1. Services to include, but not limited to: preventative maintenance on the Savage Range Systems Model 800W Snail Trap with Drag Conveyor and preventative maintenance of the industrial non-recirculating direct-fired heaters and associated ventilation system.

2. Provide cleaning services utilizing the most current industry standards to reduce lead (Pb) concentrations.

3. Prior to cleaning, measure and record the airflow at the firing line, in each shooting lane at a height of one (1) foot, three (3) feet and five (5) feet using a currently calibrated anemometer.

4. Utilize mops and/or rags treated with a 5% high phosphate detergent such as Tri Sodium Phosphate (TSP), equivalent, or superior lead cleaning product triple wipe, rinsing between each series of wipes as well as a rinse after the final wipe; dividers, walls, floor, booths, deflectors, trap, any non-porous surface in the range complex.

5. Provide annual inspections of bearings for wear and deterioration.

All Interested parties should provide responses to the contact representative below by email. Please provide your capability statement to include the following information: business size, name and address of company, point of contact along with phone number, and past performance. Past performance information should include recent and relevant contracts for the same or similar items and other references (including contract numbers, points of contact with telephone numbers and other relevant information). Interested parties are asked to furnish this information for at least three (3) contracts, ongoing or completed within the last three (3) years, for like or similar services, held with the USCG, other Government agencies or private industry.

All notification and information regarding this sources sought will be issued electronically only through FedBizOpps. Interested business entities should be registered on www.fedbizopps.gov. Further, business agencies must register a business profile with the System for Award Management (SAM). If you are not registered, you may request an application at (866) 606-8220 or through the SAM website at http://www.sam.gov.

Questions over the telephone will not be taken. Keep in mind, this is a sources sought to help identify if there are any potential offerors and to research the federal market to understand the competition. Interested parties are responsible for monitoring this site to ensure they have the most up-to-date information regarding this research.

The applicable North American Industrial Classification Systems (NAICS) is 562910 (Remediation Services) standard size value of $22M.

The Government will incur no obligations or liabilities to anyone for any costs or expenses incurred by the respondent in responding to this sources sought. Not responding to this request does not preclude participation in any future RFP. The information provided in this sources sought is subject to change and is not binding on the Government or the respondent. As such, to the extent that any information submitted in response to this sources sought is marked as, or construed to be proprietary or business-sensitive, respondents are hereby notified (a) about the potential that such information may be disclosed to third parties and (b) that submission of information in response to this sources sought constitutes consent to such handling and disclosure of submitted information. NO phone calls and/or request for a solicitation will be accepted or acknowledged. Company Brochures are NOT desired.
