This is a Sources Sought notice only. This is not a request for quotes and no contract will be awarded from this announcement. The Government will not provide any reimbursement for responses submitted in response to this Source Sought notice. Respondents will not be notified of the results of the evaluation.
If a solicitation is issued it shall be announced later, and all interest parties must response to that solicitation announcement separately. Responses to this notice are not a request to be added to a prospective bidders list or to receive a copy of the solicitation.
The purpose of this announcement is to perform market research to gain knowledge of potential qualified sources and their size classification relative to NAICS 238220, (Plumbing, Heating, and Air Conditioning Contractors) with a size standard 19 million. The Department of Veterans Affairs (VA), Network Contracting Office 1 (NCO 1) is seeking to identify any vendor capable of providing HVAC installation for the fire alarm room at the Manchester NH VAMC per the Statement of Work (SOW).
This Sources Sought notice provides an opportunity for respondents to submit their capability and availability to provide the requirement described below. Vendors are encouraged to submit information relative to their capabilities to fulfill this requirement, in the form of a statement that addresses the specific requirement identified in this Sources Sought. Information received from this Sources Sought shall be utilized to facilitate the Contracting Officer’s review of the market base, for acquisition planning, size determination, and procurement strategy.
Submission Instructions: Interested parties who consider themselves qualified to perform the services are invited to submit a response to this Sources Sought Notice by June 11, 2024 3:00 PM EST. All responses under this Sources Sought Notice must be emailed to david.valenzuela2@va.gov with RFQ #36C24124Q0589 in the subject line. Telephone inquiries will not be accepted or acknowledged, and no feedback or evaluations will be provided to companies regarding their submissions.
Interested parties should complete the attached Sources Sought Worksheet. Parties may submit additional information related to their capabilities, provided it contains all the requirements contained in the Sources Sought Worksheet. Responses to this Sources Sought shall not exceed 8 pages. In addition, all submissions should be provided electronically in a Microsoft Word or Adobe PDF format.

CAPABILITY STATEMENT:
Provide a brief capability and interest in providing the service as listed in Attachment 2 SOW with enough information to determine if your company can meet the requirement. The capabilities statement for this Sources Sought is not a Request for Quotation, Request for Proposal, or Invitation for Bid, nor does it restrict the Government to an ultimate acquisition approach, but rather the Government is requesting a short statement regarding the company’s ability to provide the services outlined in the SOW. Any commercial brochures or currently existing marketing material may also be submitted with the capabilities statement. This synopsis is for information and planning purposes only and is not to be construed as a commitment by the Government. The Government will not pay for information solicited. Respondents will not be notified of the results of the evaluation.

STATEMENT OF WORK
Air Conditioning Repairs
718 Smyth Road, Manchester, NH
1.0 INTRODUCTION
This project will be addressing Air Conditioning Issues in the fire alarm room (W100) and in N102 Police Station.
2.0 LIST of TASKS
Repair and replace W100 Alarm room air conditioning system.
· Work with VA staff to properly Lock out and tag out Existing air conditioning equipment.
· Disconnect piping and electrical connections on existing Air conditioning system.
· Remove existing air conditioning unit.
· Replace air conditioning unit and all piping, valves, and gauges connected to the air conditioning system.
· Install a GFCI protected 125 Volt 15- or 20-amp receptacle within 25’ of the outdoor unit.
· Reconnect piping and electrical connections.
· Insulate all piping associated with the air conditioning system.
· Cover refrigerant lines with brown line set covers.
· Work with VA staff to properly remove LOTO.
· Leak test piping, valves, and gauges.
· Seal penetrations with fire stop
· Perform start up after all work has been completed.
Install heat pump mini split air conditioning system in N102 police station.
· Work with VA staff to lock out and tag out any necessary equipment.
· Install all electrical components needed to run a mini split air conditioner following NEC and NFPA code requirements.
· Install a GFCI protected 125 Volt 15- or 20-amp receptacle within 25’ of the outdoor unit.
· Install new heat pump mini split air conditioner.
· Minisplit head must have its own shut off switch.
· Insulate all piping associated with the air conditioning system.
· Cover refrigerant lines with brown line set covers.
· Leak test piping, valves, and gauges.
· Seal penetration with fire stop.
· Perform start up after all work has been completed.
DELIVERABLES The Contractor will submit to the contracting officer and COR for approval:
Provide for review and approval:
a) lock out/ tag out program and training records for workers performing work on site.
b) electrical safety program and training records for workers performing work on site.
Provide Operations and Maintenance (O&M) information for all equipment provided under this contract. The O&M shall include manuals for maintenance, installation, and repair of the equipment.
Cut sheets for all materials used on the project.
Provide all equipment, tools, labor, and support services to replace the existing equipment, correct any issues with the piping and /or any update to be code compliant.
The New piping is to be reinsulated.
· Startup will be witnessed by the COR.
· All startup paperwork from the manufacture will be filled out and submitted to the COR.
All start-up paperwork is completed and submit at the end of the project.
3.0 PERFORMANCE REQUIREMENTS
Work impacting life safety or utility shutdowns shall be scheduled a minimum of two weeks in advance. This includes, but is not limited to, any work requiring a shutdown of the fire alarm or sprinkler system, any work that will leave a clear path less than four feet wide in a corridor, and any work that will close a building exit.
All work will be performed between the hours of 7:00am to 4:30 pm Monday thru Friday, excluding holidays. Off hours and weekend work may be requested of the COR with a 48-hour request notice. Note: This is not a guarantee.
Daily progress reports will be provided to the COR no later than by the end of that work week.
The provisions of all applicable NFPA, OSHA, EPA, TIL, VA codes, Federal, State, and local regulations shall be followed throughout the course of this project. Applicable VA publications and design manuals are available to the successful offeror at www.va.gov/facmgt. VA TIL Management System
Allow one week for the review of submittals when planning schedules.
All Safety Data Sheets (SDS’s) for materials and chemicals must be submitted for approval prior to the start of their use on station. Allow one week for review.
All safety plans and documentation of personnel training on those plans shall be submitted for review and acceptance one week prior to the start of work on site. Refer to section 01 35 26 for additional safety requirements.
All debris shall be transported from the work site in covered containers. Dumpsters/roll off containers must be covered at the end of every workday. Containers must be labeled with contractor company name.
Any work impacting life safety shall be scheduled a minimum of three (3) weeks in advance. This includes, but is not limited to, any work involving lifting (crane) operations, and any work that will close a building exit.
Construction activities are not to interfere with patient care or the operation of this facility.
End of day cleanup of the work area(s) is mandatory. There will be no exception to the daily clean up requirement. Construction waste will be appropriately stored. Storing construction waste near a storage trailer is not permitted.
Hot Work Permits (for welding, brazing, soldering, torch cutting, etc.) are to be applied for through the COR. Penetration permits for any wall or slab penetrations shall also be required.
If the work plan includes requirements for respirators, fall prevention, hazardous materials, then the Contractors written safety programs must be included in the safety submittal documents.
All hazardous material SDS information must be submitted for review and approval by the Medical Center before they can be brought on site. It is anticipated that the least hazardous materials necessary will be used. Allow three (3) weeks for the review process.
There is no internal bulk storage on VA property. However, there is some space for parking storage trailers, permission for which must be applied for through the COR. The contractor must furnish their own storage trailers.
Contractor vehicles, including those of their employees, are to be parked in back of Lot “E”. This parking lot is located by the salt shed at the north end of campus.
Protection of existing vegetation, structures, equipment, utilities, and improvements:
· The Contractor shall preserve and protect all structures, equipment, and vegetation (such as trees, shrubs, and grass) on or adjacent to the work site, which is not to be removed, and which do not unreasonably interfere with the work required under this contract
· The Contractor shall protect from damage all existing improvements and utilities at or near the work. The Contractor shall repair any damage to those facilities, including those that are the property of a third party, resulting from failure to comply with the requirements of this contract or failure to exercise reasonable care in performing the work. If the Contractor fails or refuses to repair the damage promptly, the CO may have the necessary work performed and charge the cost to the Contractor.
Restoration:
· Remove, cut, alter, replace, patch and repair existing work as necessary to install new work. Except as otherwise shown or specified, do not cut, alter or remove any structural work, and do not disturb any ducts, plumbing, steam, gas, or electric work without approval of the COR. Existing work to be altered or extended and that is found to be defective in any way, shall be reported to the COR before it is disturbed. Materials and workmanship used in restoring work, shall conform in type and quality to that of original existing construction, except as otherwise shown or specified.
· Upon completion of contract, deliver work complete and undamaged. Existing work (walls, ceilings, partitions, roofs, mechanical and electrical work, lawns, paving, roads, walks, etc.) disturbed or removed as a result of performing required new work, shall be patched, repaired, reinstalled, or replaced with new work, and refinished and left in as good condition as existed before commencing work.
· At Contractor's own expense, Contractor shall immediately restore to service and repair any damage caused by Contractor's workmen to the existing piping and conduits, wires, cables, etc., of utility services or of fire protection systems and communications systems (including telephone) which are indicated on drawings, and which are not scheduled for discontinuance or abandonment.
4.0 DELIVERABLES
The VA shall be considered the Architect of record and all RFI’s and submittals shall be sent to them for resolution through the Contracting Officer (CO).
Company Safety Plan Policy
Proposed schedule for the start and completion of work.
Cut sheets and other manufacturers’ information for the entire roofing system proposed for installation submitted as a single submittal document for the entire proposed roof system.
Provide for review and approval:
· fall protection program and training records for workers performing work on site.
· OSHA 10-hour safety training for all workers performing work on site.
· OSHA 30-hour safety training records for site superintendent.
· For crane activities; prior to crane arrival the company crane insurance certificate and current yearly crane inspection certificate will be required. The daily inspection record will be collected the morning of crane work to begin.
NOTE:
All review periods are weekdays only. i.e., Allow three (3) weeks for the review of submittals when planning schedules. This requires 15 business days for review period.
