C-130 Foreign Military Sales C-130 Contractor Aircrew Support
SOURCES SOUGHT NOTICE OVERVIEW (INFORMATIONAL/PLANNING
PURPOSES ONLY):
The United States Government (USG) is conducting market research to meet the requirements to provide qualified C-130, all models (B/E/H/J), aircrew to perform ferry flights to/from any location worldwide, e.g., commercial airports, military bases, repair stations, etc. as determined by the USG. Aircrew composition includes appropriately manned and qualified personnel adapted to the specific C-130 model being ferried. At the initiation of a ferry flight and during inclusive dates the Contractor shall provide on-call support on a 24 hour/7 day week basis to facilitate rapid communication of maintenance issues. In the event of an aircraft malfunction, as needed, the Contractor will deploy a Maintenance Response Team (MRT) to accomplish work involving Organizational and Intermediate level activities at any world-wide location. The mission of the MRT will be to bring the non-operational aircraft to a condition that allows it to make a one-time flight to a repair facility designated on a case-by-case basis, or to perform other field support tasks as directed. The Contractor will be responsible for liability insurance, all flight planning to include Diplomatic clearances for necessary travel to and from any or all destinations, and possibly aircraft fuel to execute ferry flight. If traveling to a Central Command (CENTCOM) Area of Responsibility (AOR), aircrew will not be required to carry weapons.
The purpose of this survey is to determine commercial capabilities that have past performance in providing: C-130 qualified aircrews for ferrying USG & foreign-owned aircraft over international airspace. C-130 on-call maintenance support for facilitating maintenance issues en-route and deploying MRT as needed.
Contractors/Institutions responding to this Sources Sought Notice are placed on notice that participation in this survey may not ensure participation in future solicitations or contract awards.
The government will not reimburse participants for any expenses associated with their participation in this survey. In accordance with FAR 52.215-3:
(a) The USG does not intend to award a contract on the basis of this solicitation or to otherwise pay for the information solicited except as an allowable cost under other contracts as provided in subsection 31.205-18, Bid and proposal costs, of the Federal Acquisition Regulation.
(b) Although “proposal” and “offeror” are used in this Sources Sought Notice, your response will be treated as information only. It shall not be used as a proposal.
(c) This solicitation is issued for the purpose of information and market research only.
INSTRUCTIONS:
1. Below is a document containing a description of required services and a Contractor Capability Survey, which allows you to describe your company capabilities in detail.
2. If, after reviewing these documents, you desire to participate in the Sources Sought Notice, you should provide documentation that supports your company’s capability in meeting these requirements. Failure to provide documentation may result in the USG being unable to adequately assess your capabilities. If you lack sufficient experience in a particular area, please provide details explaining how you would overcome the lack of experience/capabilities in order to perform that portion of the requirement (i.e., teaming, subcontracting, etc.)
a. Identify any areas of work that your organization believes should be broken out exclusively for Small Business.
3. Both large and small businesses are encouraged to participate in this Sources Sought
Notice. Joint ventures or teaming arrangements are also encouraged.
4. Please note that funding is not available for this effort and your interest in this effort is entirely at your discretion. A response by 17 December 2020 is greatly appreciated.

Performance Requirements
• Provide qualified C-130 aircrew to meet any or all C-130 configurations.
o EXAMPLE for a C-130H-1:
i. C-130 Pilot (1 each) ,
ii. C-130 Co-pilot (1 each)
iii. C-130 Flight Engineer (1 each)
iv. C-130 Navigator (1 each) with APN-59/APN-241 radar experience
v. C-130 Loadmaster (1 each)
vi. C-130 Crew Chief (1 each), A&P License or United States Air Force 5 Level or higher certification required.
Contractor should note aircrew composition may vary depending on aircraft model and configuration (e.g. APN-241 or APN-59 radar experience).
• Provide on-call maintenance support to include:
o Call center to be manned continuously from ferry flight initiation until conclusion o Worldwide deployable MRT to facilitate repairs required to bring aircraft to one-time flight condition
• Provide all clearances to obtain fuel, other lubricant products necessary, and landing fees for flight at all intermediate waylay stops
• Provide all flight planning and other necessary actions to obtain Diplomatic clearances to/from any worldwide destination, to include required stops
• Provide liability insurance for aircraft damage, loss, disaster response for potential downed aircraft due to Contractor negligence
• Provide employees Defense Base Act (DBA) insurance as applicable
• Provide all services in accordance with the Defense Contract Management Agency
(DCMA) Ground Flight Risk Clause

Part II. Capability Survey Questions
A. General/ Service Capability Questions:
1. Describe your company's capabilities and experience ferrying aircraft. Identify past experience in providing complete aircrews to ferry:
a. C-130 any model aircraft
b. Aircraft owned by a foreign nation
c. Aircraft from OCONUS to OCONUS locations
d. Aircraft from OCONUS to CONUS locations
e. Aircraft from CONUS to OCONUS locations
2. Describe your company’s capabilities and experience in performing C-130 maintenance actions:
a. Organizational, Intermediate, and Depot level
b. Deploying/providing MRT (i.e. Contractor Field Team) to facilitate repairs
3. Describe your company's capabilities and experience in the following:
a. Performing all required paperwork to obtain authorized access to CENTCOM AOR locations
b. Providing all clearances to obtain fuel, other lubricant products necessary, and landing fees for flight at all intermediate waylay stops CONUS/OCONUS
c. Providing all flight planning and other necessary actions to obtain Diplomatic clearances from Afghanistan, required stops, to repair locations
CONUS/OCONUS
