SOURCES SOUGHT NOTICE

1. Solicitation Number: 75N95022Q00488

2. Title: Multimodal microplate reader with plate stacker (brand-name Biotek Synergy Neo2 or equal)

3. NAICS Code: 334516 - Analytical Laboratory Instrument Manufacturing

4. Size Standard: 1000 employees

This is a Sources Sought notice. This is NOT a solicitation for proposals, proposal abstracts, or quotations. The purpose of this notice is to obtain information regarding the availability and capability of all qualified sources to perform a potential requirement.

This notice is issued to help determine the availability of qualified companies technically capable of meeting the Government requirement, to determine the method of acquisition, and availability of domestic sources manufactured in the United States in sufficient and reasonably available commercial quantities and of a satisfactory quality. It is not to be construed as a commitment by the Government to issue a solicitation or ultimately award a contract. Responses will not be considered as proposals or quotes. No award will be made as a result of this notice. The Government will NOT be responsible for any costs incurred by the respondents to this notice. This notice is strictly for research and information purposes only. Small businesses are encouraged to respond.

Responses must include the place of manufacturing (i.e. address if supply/equipment is a domestic end product and include country of manufacture). For equipment/supply requirements, small businesses must also address the size status of the manufacturer under the applicable NAICS code (i.e. address Non-Manufacturer Rule).

Background: The NIDA IRP Mission is to conduct state-of-the-art basic, preclinical and clinical research on mechanisms that underlie substance use disorders, addiction and relapse. Molecular Mechanisms of Cellular Stress and Inflammation (MMCSI) was established for the purpose of studying the role of endoplasmic reticulum stress and inflammation in neuronal dysfunction caused by substance abuse or neurodegenerative diseases. To precisely collect data from in vitro and in vivo chemiluminescent and fluorescent-based experiments, a multimodal plate reader is required to analyze wells proficiently. MMCSI is in need of Synergy Neo2 reader (brand-name or equal) to replace an existing Synergy plate reader that has been used over the years. By obtaining the same brand and similar model to replace the lowly functioning unit, MMCSI will be able to conduct experiments with approved protocols for integrity of data.

Purpose and Objectives: The NIDA IRP Molecular Mechanisms of Cellular Stress and Inflammation is looking to procure a multimodal microplate reader (Synergy Neo2 or equal) with plate stacker to analyze in vitro and in vivo cell-based experiments in various conditions. MMCSI was established for the purpose of studying the role of endoplasmic reticulum (ER) stress and inflammation in neuronal dysfunction caused by substance abuse or neurodegenerative diseases. A multimodal microplate reader with plate stacker is required to efficiently analyze various chemiluminescent and fluoresecent based assays and RNA concentrations at a high volume.

Project requirements: This is a requirement for Synergy Neo2 with BioStack (brand-name or equal) that can meet the following characteristics:

General Characteristics – Mulitmodal Plate Reader

-Must have hybrid optical system combining an independent monochromator fluorescence optical system with an independent filter-based fluorescence optical system in the same instrument.
-Must have multiple parallel detectors for ultra-fast simultaneous measurements.
-Must have quadruple scientific grating optical design
-Must have continuously variable bandwidth monochromators for fluorescence measurements in 1 nm increments.
-Must be capable of performing fluorescence and absorbance spectral scans.
-Must be upgradable to laser-based excitation source for Alpha assays.
-Must have 337 nm laser for TRF assays.
-Must have fiber-free filter-based optics for increased optical efficiency.
-Must have maximum read speed of 6 seconds for 96-well plates and 11 seconds for 384-well plates, including for dual measurement fluorescence polarization assays.
-Must have stacker option, with plate exchange speeds of 6 seconds.
-Must have image-based 1D and 2D barcode scanner option.
-Must be able to automatically dispense reagents in all detection modes.
-Must be compatible with 2 μL low volume microplate accessory with 16 or 48 sample microspots for direct nucleic acid quantification as well as fluorescence and luminescence measurements.
-Must be able to control temperature to 65 °C with a 4-zone temperature control system, with the ability to set a temperature gradient to prevent condensation on plate lids.
-Must have top/bottom automatic focus adjustment to automatically accommodate for various microplate heights and fluid levels.
-Must have automatic individual well-by-well absorbance path length correction to automatically calculate 1 cm path length corrected results and compensate for pipetting errors in microplates.

General Characteristics – Microplate Stacker

-Must handle 96-, 384- and 1536-well microplates.
-Must have a plate transfer time of less than 10 seconds.
-Must have a power-on self-test.
-Must be able to be computer controlled or directly controlled through integrated instrument keypad.
-Must have a rotating gripper for ergonomic positioning with the integrated instrument.
-Must hold gripper arm aloft in event of a power failure.
-Must have stack capacity options of 10, 30 or 50 plates.
-Must have a compact footprint to fit on benchtop or laboratory hood.
-Must have a barcode scanner option.
-Must be easily installed and easily moved from one instrument to another if necessary.
