PURCHASE ORDER FOR THE PURCHASE, INSTALLATION, MAINTENANCE, TRAINING
AND TECHNICAL SUPPORT REQUIRED FOR CESIUM BLOOD IRRADIATOR
REPLACEMENT
THIS IS A SOURCES SOUGHT NOTICE ONLY FOR VA CONNECTICUT HEALTHCARE
SYSTEM PURCHASE REQUISITION: 689-20-3-7821-0173: This announcement is seeking information from the industry, which will be used for preliminary planning purposes for an open market procurement. No proposals are being requested or accepted with this synopsis. THIS IS NOT A
SOLICITATION FOR PROPOSALS AND NO CONTRACT SHALL BE AWARDED FROM THIS
SYNOPSIS. THIS IS STRICTLY MARKET RESEARCH.
The purpose of this synopsis is to gain knowledge of interest, capabilities and qualifications of various members of industry, who have the capability to supply in aggregate, a blood irradiator equipment and maintenance request. The VA Connecticut Healthcare System, West Haven Campus Pathology & Laboratory Medicine Service (PLMS) has a requirement for a Contractor to furnish all requirements for the procurement, installation, support, and training for a Cesium Blood Irradiator replacement.
This acquisition is planned to be on a brand name or equal basis. Fulfillment includes: blood irradiator unit, barcode reader system, syringe holder with dosimetry services, uninterruptable power supply, shipping and installation, 3-year full service contract, training of operators, operator manual, and warranty for not less than 1 year for the blood irradiator as listed on the SOW (Salient Characteristics) listed below:
VA Connecticut Healthcare System: Cesium Blood Irradiator Replacement VA Connecticut PLMS is pursuing the purchase of an x-ray blood component irradiator for the Transfusion Medicine service. Irradiation of cellular blood components is essential to prevent the highly fatal adverse event known as transfusion-associated graft-versus-host disease. The work shall include product delivery, installation, and any affiliates training as listed in the SOW. The standard warranty will be provided at no additional cost. The vendor must also demonstrate they are competent and certified by the OEM to work on the listed equipment. All technical support and services shall be conducted onsite.
The contractor will be required to work directly with Clinical Engineering and equipment shall always be 100% operational unless otherwise specified. All equipment must be free of debris, clean, and safe to operate.
All contractors with interest meeting the requirements identified in this notice should submit the attached area of consideration with their response: For the applicable NAICS and FSC an NMR waiver has been published by SBA. The eventual vendor must satisfy the following criteria: delivery on or during the week of July 31, 2020, the technical requirement of supplying the brand name equipment or equivalent as specified and providing a quote at a fair and reasonable price, that also affords best value. Prior Government contracts are not required to submit a response under this Sources Sought synopsis.
The intent of the Sources Sought is to identify vendors on the open market that can fulfill the requirements as stated in the SOW included below.

Warranty: Equipment warranty covering defective parts and labor to replace such parts for one year following installation or fifteen (15) months from shipment whichever period is shorter. 1
All work for the resulting contract shall be completed by the selected vendor for each requirement in accordance to the SOW. This notice is published to conduct market research to determine if there is a sufficient number of vendors in the open market who can supply this order in aggregate, while affording competition to the fullest extent possible.
All interested firms must be registered in SAM (System for Award Management) to be eligible for award of Government contracts. Interested parties responding to this sources sought request shall submit the following information at a minimum: (1) company name and address, point of contact with phone number, and DUNS number; (2) documentation relating to capability of performance for servicing the equipment listed to include references with current point of contact and phone number); (3) socio-economic status to identify business class as being a large business, SDVOSB, VOSB, small business, Woman Owned, etc.
(5) completed “Area of Consideration” form; and (5) any other pertinent company documentation, prior to submission of offers to a solicitation. Any SD/VOSB firms responding to this Sources Sought Notice must also provide proof of registration in the VA VetBiz, prior to submission of offers to a solicitation.

This market research is for informational and planning purposes. This is not a solicitation and does not obligate the Government to issue a solicitation. Please be advised the Government will not pay any costs for responses and information submitted. All submissions are acceptable via john.harris405@va.gov.
RESULTS INFORMATION: Respondents will not be notified of the results and it is at the discretion of the government to utilize results. Firms responding to this Sources Sought announcement, who fail to provide ALL of the required information requested, will not be used to help the Government make the acquisition decision, which is the intent of this sources sought announcement.

2. GENERAL DESCRIPTION:

3. BACKGROUND
MK1 XRAY blood irradiator is compact and can be placed on a cart or countertop.
PLMS blood bank has space limitations and compactness and mobility are essential.
Performance in terms of quality of product and provision of customer service for ongoing technical needs and maintenance. Per requirements of the organizations that accredit our blood bank, annual preventative maintenance as well as ‘dose mapping’ is required to ensure that appropriate radiation doses are being delivered to our blood components.
4. SCOPE:
The purchase of one best Theratronics Raycell MK1 X-Ray Blood Irradiator device (Brand name or Equal) for delivery to Pathology and Laboratory Medicine Service at VA Connecticut West Haven Campus. Purchase should include Barcode Reader system, 60 mL MK1 Raycell syringe holder with dosimetry services, 6 KVA uninterruptable power supply, shipping and installation, 3-year full-service contract, on-site installation and training of operators, operator manual, service manual and a one year warranty.
