Requirements Description:

The primary component of 57K7317 (12569910), 400 Hz Power Supply is a 400 Hertz (Hz) Power Supply Line Replaceable Module (LRM) that converts the vehicle’s prime power to an isolated and regulated alternating 26Vrms 400Hz output. The 400 Hz Power Supply that NORTH ATLANTIC INDUSTRIES, part number 57K7317 (12569910), also refer to as the POWER SUPPLY in engineering documents. The 400 Hz Power Supply is a critical item for the Abrams M1A2 SEPV3 tank program. The 400 Hz Power Supply shall meet all requirements specified in document “SC-SA20424 Product Fabrication Specification (PFS) (With Development/Qualification Requirements in Appendix A) for the 400 Hz Power Supply”. Key performance requirements found in SC- SA20424 include:

1.1. The 400 Hz Power Supply shall be fabricated in accordance with assembly drawing 12591893.

1.2. Shall not draw more than 5.5 amperes of current through pin P1, 0.1 amperes of current through pins A4, B4, C4, and 0.3 amperes of current through pin B3.

1.3. All P1 connector pins shall be isolated from the chassis ground layer, heat sink, covers so the dc resistance between them is greater than 10 Megohms (MΩ) at 30.0 Vdc ± 3.0 Vdc.

1.4. Shall provide a 400.0 ± 0.4 Hz sine wave with amplitude of 26.0 ± 0.5 Vrms across pins P6 (high) to LP2 (lo) for loads between 0 to 100% of full load.

1.5. Shall have a maximum dc component of 0.1 Vdc

1.6. Shall provide short circuit protection of the output power per the minimum output current.

1.7. Shall not be damaged by an indefinite short circuit condition.

1.8. Shall employ over voltage protection on its output.

1.9. The weight of the assembly shall not exceed 3.0 pounds (1.36 kg).

The Government does not possess the technical data package (TDP) that defines the procedures required to produce this Power Supply Additionally, these sources sought notice is not for a developmental effort, but a 5 (five) year, Indefinite Delivery, Indefinite Quantity (IDIQ) contract.

There is no build to print TDP available to support a competitive procurement.

This item is source controlled to North Atlantic Industries, CAGE: 0VGUI. This manufacturer owns the technical data and is the only approved source of supply for this item. Because a significant amount of time and money would be necessary to reverse engineer, procure and test prototypes, and release the design, the Government is not actively pursuing the development of a competitive TDP for future procurements.

Contractors interested in becoming a source for this item need to meet the requirements of the Source Approval Program. This is done at the contractor’s expense, to include vehicle level qualification testing. The TACOM Life Cycle Management Command, Competition Management Office (CMO), is the lead proponent for the Source Approval Program. Specific information and point of contact for the Source Approval Program is available at https://www.tacom.army.mil/cmo/sap.html. While interested contractors can contact the CMO for assistance with the Source Approval Program, TACOM Engineering requires successful vehicle level qualification testing to support the approval of a new component; the Government has no plans, or funding, to complete qualification testing at this time.
