This is a source(s) sought notice for information purposes only and it is not a solicitation announcement or an obligation or commitment by the Government. This notice is intended strictly for market research. The purpose of this sources sought notice is to gain knowledge of qualified potential contractors and their socio-economic size classification in accordance with NAICS code 624221 – Temporary Shelters with a small business size standard of $13.5M. The requirement is for Emergency Management Services (EMS) Equipment for Drive-thru Medical Unit. The responses received from interested contractors will assist the Government in determining the appropriate acquisition method.
The Department of Veterans Affairs (VA), Network Contracting Office (NCO) 17, El Paso Veterans Health Care System Emergency Management Services (EMS) requires a brand name or equal Deployed Logix X-24 / X-HUB, Mission Ready Package System drive-thru medical unit consisting of two (2) - side connect mission ready - tent systems, one (1) Hub, two (2) drive through end walls, one(1) ISO container, and one (1) cargo trailer to quickly establish a drive through medical unit in support of our veterans in case of an emergency. See Draft SOW.
Potential candidates having the capabilities necessary to provide the stated supplies and services at a fair and reasonable price are invited to respond to this Sources Sought Notice via email to Contract Specialist Shannon Robinson at shannon.robinson3@va.gov and Contracting Officer Shannon Hodgson at shannon.hodgson@va.gov no later than April 19, 2023, 4PM CST. No telephone inquiries will be accepted.
Responses should include the following information:
1. Company name, address, SAM UEI number, point of contact name, phone number and email address
2. Business size and representation(s) of the company (i.e., Service-Disabled Veteran Owned Small Business (SDVOSB), Veteran Owned Small Business (VOSB), Hubzone, Woman Owned Small Business (WOSB), Large Business, etc.)
3. If SD/VOSB state whether the company can certify performance of services in accordance with VAAR 852.219-76 – VA Notice of Limitations on Subcontracting – Certificate of Compliance for Supplies and Products.
4. Is company considered a small business under the NAICS code 624221 identified under this sources sought?
5. Capability statement
6. Does the company manufacture the referenced items or products being offered? If not, what is the business size of the manufacture of the items being offered? What is the manufacturing country of origin of the items?
7. Does the company alter, assemble, modify the lease items and/or products being offered in any way? If so, state how and what is altered, assembled, and modified.
8. Does the company have a current federal contract (i.e., GSA, NAC, SAC, NASA SEWP etc.)? If so, provide the contract type, number, and expiration date.
9. If the company has a current federal contract, are the leased items and/or products being offered that fulfill the requirement available on the contract?
In addition to the information above and demonstration to the government that the interested party can fulfill the requirements stated in the draft SOW, please provide any concerns/questions in regard to the SOW.
