334519. Responses to this Sources Sought will be used by the Government to make appropriate acquisition decisions and after review of the responses to this Sources

Sought, a solicitation announcement may be published. Responses to this Sources

Sought are not considered adequate responses for a solicitation announcement.

The information identified below is intended to be descriptive, not restrictive, and to indicate the quality of the supplies that will be satisfactory. It is the responsibility of the interested source to demonstrate to the Government that the interested parties can provide the supplies that fulfill the required specifications and/or the authority from the manufacturer to distribute the supplies.

If you are interested and are capable of providing the sought-out supplies, please provide the requested information indicated below in #1 thru 6. Response to this

The Department of Veterans Affairs (VA), VISN 15 Network Contracting Office, is seeking sources that can provide the following:

Statement of Work

SCOPE OF WORK: Update Arc Flash Survey and One-line Diagrams

1. Background: The Kansas City VA Medical Center (KCVA) campus has outdated Arc flash survey and One-Line diagrams. Arc flash survey should be conducted every 5 years per regulation. The last survey was conducted in 2016. It was also noticed that the last few One-line diagrams were conducted starting from the most recent but, there has not been a complete whole hospital assessment conducted since the 1990s.

2. General Statement: Contractor shall provide all labor, materials, equipment, tools, supervision, and oversight of the overall project as necessary to accomplish the electrical survey as detailed.

3. Construction Services:

• The contractor shall make sure that the construction/installation activities generate the most efficient path forward and the least disruption to the KCVA and its service lines.

• Contractor will conduct work in off-duty hours and weekends.

➢ Hours of operation should be 1630 – 2400 hours.

• Contractor must provide one (1) work week notice to modify any openings in the framing or drywall (wallboard) for conduit or pass through.

• The contractor shall provide labor to perform data collection for existing electrical equipment and added electrical equipment.

• Contractor shall walk the entire site and accurately document on floor plans (provided by FMS/Projects section) all electrical equipment that will be included in the Arc Flash study/One Line Drawings.

• Contractor shall collect all data needed for Single-line Diagram, Short Circuit Analysis, Device Coordination Analysis, provide up to date One-Line CAD drawings, Arc Flash Analysis, create arc flash incident energy labels and label affixation.

• The Contractor shall provide NFPA 70 Training for FMS/Electrical Section staff (not to exceed 20).

4. Deliverables include:

a) One Line Drawing- A one-line diagram in AutoCAD of the portion of the power distribution system considered in the study, based on the study model.

b) Data Collection-Contractor engineers shall collect all information needed to make a complete model of the site electrical system.

I. Cable lengths, type, and sizes, overcurrent protective device types and settings, transformer impedance, motor data under 50hp. Also include conduit types and sizes.

II. Gathering all data shall be complete by contractor engineers and will be done so per NFPA 70E regulations, Schneider, and VA safety policies.

c) Coordination Analysis Results- Provide evaluation of conductor and equipment protection per National Electrical Code (NEC), time current coordination curves based on the recommended settings, device settings table that documents both the existing and recommended settings, and device settings will be based on a compromise and balance system protection, reliability, and arc flash exposure levels.

d) Short Circuit Study Results- Provide all input and output data, an equipment comparison table (compares the calculated short circuit values to the equipment rating.

• Contractor shall report any found deficiencies along with a proposed solution to correct the deficiency.

e) Arc Flash Analysis Results- Provide arc flash exposure values and flash protection boundary in a tabular format.

• Arc flash analysis will be performed per the NFPA 70E standard requirements, arc flash exposure values and flash protection boundary will be calculated per IEEE 1584 methodology to determine PPE requirements, and the adjustment of protection device settings.

f) Arc Flash Incident Energy Labels- Display results of the arc flash analysis. Labels shall include

Incident Energy Value, Hazard Risk Category, Flash Protection Boundaries, Shock Hazard Boundaries, date of survey, and immediate upstream disconnecting device which may be non-fused disconnect. This will satisfy UL 969, NFPA 70E, ANSI Z535.4, and the NEC (Article 110.16). If needed, busway equipment receives large 11”x16” double-sided one on each and one at the center of the busway. All other Arc Flash Labels will be printed per Electrical Certification Arc Flash Specifications.

g) Arc Flash Incident Energy Label Affixation- Contractor will conduct label affixation for all devices that pose an arc flash hazard including all devices surveyed with correct placement per NFPA 70E, for the life of the study.

h) Contractor shall note and notify the Contracting Officer and Contracting Officer Representative (CO/COR) of any issues that may arise upon installation.

i) The material deliveries, sequencing, and phases (if needed) shall be communicated and agreed upon by the COR to ensure successful pursuit and completion of the work must be coordinated in conjunction with the KCVA Electrical Department.

j) Contractor responsible for total completion of project to include testing/troubleshooting of the electrical system in this area.

k) Contractor shall coordinate shutdown and final connections with KCVA Electricians.
