SOURCES SOUGHT SYNOPSIS: Note that this is NOT a request for quotes or proposals; the 55th Contracting Squadron, Offutt Air Force Base, NE, is seeking information for market research purposes only for the following services listed below:

Documentation of technical expertise and capability must be presented in sufficient detail for the Government to determine that your company possesses the necessary functional area expertise and experience to compete for this acquisition (see Statement of Work below). It is imperative that business concerns responding to this Sources Sought articulate their capabilities clearly and adequately.

Performance Work Statement Project Title: B301 Steam and Condensate Line Replacements by AHU-14 & AHU-10 NexGen Work Task #: SR 2062475
1. Objectives:
Replace the old steam and condensate pipes and associated equipment located near AHU-14 and AHU-10 in the lower level of B301. The old pipes and equipment are old and in poor condition, many of them with existing leaks or extensive corrosion. The lines are located along the ceiling, connecting down to equipment on the floor. The scope of the work shall include replacement of all pipes, valves, fittings, instrumentation, and other equipment as indicated in the Requirements and Conditions below, and the isometric / P&ID sketches provided. The scope of work shall include all require re-insulation and mounting / support adjustments. The piping and equipment replacements shall be like-for-like or improvements upon specification and configuration.
1. Conditions:
Near AHU-14:
The existing steam line branches off the main line running north-south through the mechanical space into a central three branch configuration, mostly 3” pipe, consisting of two lines with regulators and one without. The regulators take the steam from approximately 100 psig to 30 psig before leading to the steam/hot water heat exchanger bundle and another steam supply line. The pressure regulator is sized at 2,590 lbs/hr and the other at 1,110 lbs/hr. One additional steam line branches off this configuration prior to the pressure reducers. This also connects to a condensate line via a steam trap. The main 2” condensate line collects from the main steam line, the steam bundle, and one other condensate source before routing through a collection tank to the local condensate pump station. This condensate pump station also collects from several other lines and pumps back to the main condensate return branch. There is a relief valve on the low pressure steam line rated at 35 psig leading to drain on the other side of the Air handler. There is a severe leak from the elbow of the main 2” condensate line. The other steam and condensate lines range from 3” to 1”.
This central steam line configuration, both the high and low pressure side, must be replaced, as well as the pressure regulators. The low pressure steam line shall be replaced up to the steam control valve at the heat exchanger bundle (which may be re-used), and 10 feet past the branch line to that heat exchanger bundle. The pressure relief valve must be replaced. The steam traps must be replaced. The condensate collection tank must be replaced. All fittings, valves, and instrumentation on the lines must be replaced. The condensate station must be replaced. All condensate supply and return lines must be replaced out to 10’ from the station. The main condensate line must be replaced, out to at least 30 feet east of the existing elbow leak, or further if field conditions show poor pipe conditions past that point. All new piping must be re-insulated with new material. Existing pipe hangers may be re-used if their condition is acceptable.
Near AHU-10:
The main steam line along the hallway branches into a line that passes through a main isolation valve, then branches into three smaller steam supply line, one of which passes through a regulator to be supplied as low pressure steam further out. The main isolation valve is leaking, as well as several fittings and smaller isolation valves in this configuration. The lines range from 2” to 1”.
The main isolation valve of the steam line running along the hallway must be replaced. At least 10 feet of main steam line on either side of this branch must be replaced. The three smaller steam line branches must be replaced, along with all in-line valves, fittings, and instrumentation, out to 30 feet from the main steam line or to the nearest wall penetration, whichever is shorter. All new piping must be re-insulated with new material. Existing pipe hangers may be re-used if their condition is acceptable.
1. General Requirements:
Project includes, but is not limited to, the following work elements. The contractor shall furnish all materials, labor, transportation, equipment, special tools, expertise, supervision, and services requested to fulfill the requirements of this contract. All task specifications of this Performance Work Statement (PWS) will herein be referred to as “requirements”. No alterations, additions, or deletions shall be made unless by prior approval of the government Project Manager and the government Procuring Contract Officer (PCO). The work shall conform to the most current applicable ASME, NPIC, NFPA, IMC, IPC, and AFI, ETL, UFGS, and Unified Facility Criteria Standards. Work shall be completed in a neat, substantial, and competent manner.
The contractor shall perform quality assurance activities that conform to the quality assurance processes outlined in International organization of Standards (ISO) 9001, Quality Management Systems. The Contractor shall use PWS requirements, ESE-SIT-0001, AFI 31-101, and Original Equipment manufacturer (OEM) guidelines to evaluate whether or not the equipment and systems are being installed and integrated properly.
During construction the Government will occupy the existing facilities. The contractor shall not restrict nearby pedestrian or vehicular traffic and shall coordinate with the Contracting Officer to facilitate usage. The Contracting Officer shall be notified not less than 15 calendar days in advance of any interruptions in building utilities / services, which will be described in writing.
1. Project Requirements
1. The Contractor shall attend a site visit of the work location prior to making a bid and starting work.
1. Work shall be performed in coordination with the Government to ensure needed notifications to users on heat outages.
1. The Contractor shall measure and confirm all pipe and equipment sizes and lengths infield prior to replacement. The provided as-built drawing from 1980 does not match the in-field configuration. The provided field sketch does not capture all dimensions and sizes.
1. The Contractor shall replace all piping and equipment as described in the Objectives, Conditions, Requirements, and the provided isometric & P&ID sketches.
1. The Government (shop personnel) will aid the Contractor with providing isolation and operation of the system to allow performance of the work.
1. The Contractor shall coordinate with the Government (shop personnel) for un-isolation of the piping and components, and verify proper operation of all piping and components. The Contractor shall verify a satisfactory leak check.
1. The Contractor shall clean up and dispose of all old piping and equipment from the replacements, as well as any trash generated from the work.
