The Network Contracting Office (NCO) 16 is seeking preferably Service Disabled Veteran Owned Small Businesses capable of providing a Blood Gas Analyzer as per the draft Statement of Work below

The NAICS code is 339113, Medical & Surgical Instruments, Equipment, and Supplies and the Size Standard is 750 Employees. Responses must be received by no later than 12:00 p.m. Central Time, Monday, March 18, 2024. Responses shall be emailed to angela.kennedy2@va.gov Response shall contain Capabilities Statements to include Unique Entity Identification (UEI) number, and any qualifying certifications that may be required. DRAFT STATEMENT OF WORK
Scope: Medical Service/ Respiratory Therapy section is requesting to purchase three (3) arterial blood gas analyzers with three (3) UPS standard 120V backup power sources for the Biloxi campus. Installation, training, and validation is included with purchase.
Specifications/Characteristics:
· The arterial blood gas analyzers must meet the following requirements:
· Must be compatible with RapidComm data management software
· Must have Microsoft Windows 10 operating system
· Two step user authentication process
· Touch screen operation
· Results available in 60 seconds, auto print of results, auto send results to data manager
· Sample: sufficient sample as small as one microliter, universal sample port, self-cleaning sample port, hands free automatic sample aspiration
· Bar code scanner for patient data, operator identification, quality control information
· Cartridge bases system: measurement, quality control, waste
· Measurement cartridge: initialization less than 30 minutes, 28-day onboard use life
· Quality control: independent automatic quality control cartridge, ability to schedule quality control at required intervals, three levels of automatic quality controls, auto repeat if quality control failure, ability to manually que quality control sample
· Routine scheduled automatic calibrations, auto repeat if calibration failure, ability to manually que system calibrations
· Integrated automatic clot and bubble checks, integrated automatic clot clearance function
· Manual interruption of calibration to allow for STAT sample analysis
· Must, at a minimum, measure and report arterial blood gas, blood gas co-oximetry, and pleural fluid pH (must be FDA approved to report these tests)
· Allow for key entry of ventilator settings and metrics
· Automated defenses to safeguard IT security
· UPS power surge protector
· Clinical training of staff
· Installation and validation of instruments
· Telephone support: 24/7 for life of equipment
