3. PROJECT DESCRIPTION
The Department of Interior, National Park Service, Washington Contracting Office, is considering a nationwide TREE SERVICES, CLEARING AND OTHER RELATED TYPE
SERVICES.

2. TREE MASTICATION Fuel reduction treatment method used in forestry management to reduce wildfire risk, to reduce fuel loadings by returning the forest to natural conditions.
Masticating fuels, or mulching the forest, involves the reduction of vegetation into small chunks and is one of the many ways overstocked forest stands are thinned.

REMOVAL
Immediate removal of trees.
Clearing and removal of a tree, through either direct or indirect actions. It excludes emergency tree removal that can be requested by calling 311 or submitting a service request online.

4. FOREST THINNING The selective removal of trees or parts of trees to improve the growth rate, health, or quality of the remaining trees. Thinning can be done for timber purposes, to regulate the number and distribution of the crop trees, or for ecological purposes, to create a more diverse woodland structure and reduce the competitive stress among trees.

12. LOGGING The process of cutting, processing, and moving trees to a location for transport. It may include skidding, on-site processing, and loading of trees or logs onto trucks or skeleton cars. In forestry, the term logging is sometimes used narrowly to describe the logistics of moving wood from the stump to somewhere outside the forest, usually a sawmill or a lumber yard.

17. TREE-CLIMBER Functional activity consisting of ascending and moving around in the crowns of trees, which requires safety equipment, such as a rope, helmet, and harness. Other equipment can also be used, depending on the project, experience, and skill of the tree climber.

18. STUMP REMOVAL The process of getting rid of the remaining part of the tree after it has been cut down.
4. GENERAL INFORMATION/REQUIREMENTS
4.1. This is a sources sought and request for information announcement only.
The purpose of this notice is to conduct market research, develop a list of interested parties, and obtain industry’s input concerning which service types are typically performed by the subject industry and/or company. No solicitation is being issued at this time. This notice shall not be construed as a commitment by the Government to ultimately award a contract, nor does it restrict the Government to a particular acquisition approach. Other follow-on notices may be issued after analyzing information from the industry and this sources sought.
4.1.1. Your responses will be due by Friday, October 27, 2023, 12:30 PM (EST) to the point of contact listed below. All information submitted in response to this announcement is voluntary; the Government will not pay for information requested nor will it compensate any respondent for any cost incurred in developing information provided to the Government.
4.1.2. The appropriate and primary NAICS for this planned project is 115310, Support
Activities for Forestry, with a small business size standard of $11.5M.
4.1.3. As a reminder, in accordance with FAR 4.12, the prospective contractors shall complete electronic annual representations and certifications in conjunction with FAR
