Access Control Point West Pennsylvania Army National Guard

Construct Access Control Point (ACP) West and related facilities
Primary NAICS Code: 237310, Highway, Street, and Bridge Construction, size standard of $39.5 M.
Provide an Access Control Point, referred to as the West ACP or Main Gate, and perimeter fencing around approximately 25 percent of the base. Gate structures include canopies, a Visitor Control Center (VCC), POV and COV Inspection, Gatehouse, and ID Check Stations. Active and passive protection systems combined with roadway layouts will provide the base with threat control and necessary infrastructure to properly calm traffic and inspect incoming commercial and personal vehicles. Adequate space and design layout are required for the guardhouses and visitor centers to accommodate security forces personnel and supply 360-degree visibility. Ballistic protection, security cameras, speed detectors, remote controlled barriers, signaling and communications equipment is also required.

By responding to the Sources Sought Notice, I confirm that my firm is registered in the System for Award Management (SAM) https://www.sam.gov/ with the socio‐economic status identified above and the NAICS code specified in the sources sought notice; or that my firm qualifies and registration under the applicable NAICS code is in the process.
2. Bonding Capability.
By responding to this Sources Sought Notice, I confirm that my firm, individually or through association with joint ventures or teaming partners, has bonding capability of at least $15M for individual construction projects. Responders’ shall provide a letter from their bonding company stating these bonding capabilities.
3. Project History.
By responding to the Sources Sought Notice, I confirm that my firm, has previously and satisfactory completed projects under the above mentioned North American Industry Classification System (NAICS)
Please provide THREE project references with a contract value of at least $1,000,000.00 each. (Performed under the above mentioned NAICS) and please answer, at a minimum, the following questions:

4. Self-Performed Work.
Please provide a narrative / list of work items your firm typically self-performs or completes ‘in-house’. (Work you do NOT typically subcontract.)
** Please review the following clause as it may be included within the solicitation / award.
Performance of Work by the Contractor (52.236-1) The Contractor shall perform on the site, and with its own organization, work equivalent to at least 15% of the total amount of work to be performed under the contract.
This percentage may be reduced by a supplemental agreement to this contract if, during performing the work, the Contractor requests a reduction and the Contracting Officer determines that the reduction would be to the advantage of the Government.
** Please review the following clause as it may be included within the solicitation / award, as it pertains to Small Business.
Limitations on Subcontracting (52.219-14) (DEVIATION 2019-O0003) General Contractor (Prime), it will not pay more than 85 percent of the amount paid by the Government for contract performance, excluding the cost of materials, to subcontractors that are not similarly situated entities. Any work that a similarly situated entity further subcontracts will count towards the 85% subcontract amount that cannot be exceeded. (for example; if the solicitation is set-aside for small business, then the 85% of the General subcontractor’s will need to be of an equal “set-aside.
Construction by special trade contractors (NAICS Subsector 238), it will not pay more than 75 percent of the amount paid by the Government for contract performance, excluding the cost of materials, to subcontractors that are not similarly situated entities. Any work that a similarly situated entity further subcontracts will count toward the 75 percent subcontract amount that cannot be exceeded.
