INFORMATION AND PLANNING PURPOSES ONLY! THIS IS NOT A REQUEST FOR

PROPOSAL, QUOTATION OR BID, NOR A SYNOPSIS OF A PROPOSED CONTRACT ACTION

UNDER FAR SUBPART 5.2. This notice does not constitute a commitment by the Government. All information submitted in response to this announcement is voluntary, and the Government will not pay for information requested nor will it compensate any respondent for any cost incurred in developing information provided to the Government.

Responses to this Sources Sought will help to identify capable sources and develop acquisition strategy for the upcoming acquisition. Additionally, this Sources Sought is being issued to establish if this requirement can be set-aside for small business or other socioeconomic programs to include: Small Business, 8(a) firms, Historically Underutilized Business Zones (HUBZone), Women-Owned Small Business (WOSB), Economically Disadvantaged Women-Owned Small Business (EDWOSB) and Service-Disabled Veteran Owned Small Business (SDVOSB). Businesses that identify with the aforementioned socioeconomic programs are highly encouraged to respond.

The synopsis and solicitation, if issued, will be made available on SAM.gov. It is the potential offeror’s responsibility to monitor SAM.gov Contract Opportunities Reports for issuance of any future solicitation that may result from this Sources Sought.

Contract Type: Firm Fixed Price NAICS Code: 238220 –Plumbing, Heating, and Air-Conditioning Contractors Small Business Size Standard: $16.5M Product and Service Code (PSC): S202 – Housekeeping - Fire Protection

GENERAL INFORMATION:

Fort Stanwix National Monument, in Rome, NY, is seeking to purchase the following:

5-year inspection services per code at the Willett Center and Fort Stanwix National Monument.

Additionally, this project will require the following repairs:

Fort Stanwix system:

1. Replace all (approximately six (6)) gauges that are 5 years old or older

2. Perform a hydro test the Fire Department Connection and associated piping

3. Perform internal inspection of the Fire Department connection check valve

4. Perform a 3 year “Air Leakage Test” on the two dry systems per code

5. Remove “ball valve from the Fire Department connection check valve and install an “automatic ball drip”

6. Install a 1 ¼’’ ball valve in the bathroom dry valve drip cup piping

Willett Center System:

1. Replace all (approximately five (5)) gauges that are 5 years old or older

2. Perform a hydro test the Fire Department Connection and associated piping

3. Perform a hydro test of the Fire Department Connection and associated piping

4. Perform an internal system pipe inspection on the wet and the Pro Action systems

5. Perform internal inspection of the Fire Department Connection check valve

6. Perform a 3 year “air leakage” test of the Pre action system per code

7. Remove (4) “Dry Pendent” heads 10 years and older, and send them out for sample testing

Delivery Location: Fort Stanwix National Monument, in Rome, NY, 13440.

The proposed period of performance is 60 days from notice to proceed. Exact delivery date to be determined at time of award.

EXPERIENCE AND CAPABILITIES:

Provide experience in the form of a table showing relevant work completed or currently being performed in similar scope and magnitude. Include contract numbers, project title, project value, points of contact name, phone numbers and email addresses. If the contract is physically complete, include the completion date.

Please note: All contractors doing business with the Federal Government must be registered in the System for Award Management (SAM) database.

Submit your responses via an Adobe PDF file or an MS Office electronic format. Text should be no smaller than 12-point font. Pages will be single spaced. Elaborate photos or graphic designs are not desired. E-mail submissions should not exceed 2 Megabyte in size and only include non-executable attachments such as .doc or .pdf files. It is the submitter's responsibility to verify that e-files are accurately received.

INSTRUCTIONS TO RESPOND TO SOURCES SOUGHT:

Prior Government contract work is not required for submitting a response to this synopsis.

Firm’s responses to this notice shall be limited to two (2) pages, shall include the following information:

1. Name and address

2. Point of contact name, phone number and email address

3. CAGE Code and Unique Entity ID

4. Interest in working as a prime contractor, subcontractor or other (please explain)

5. Capabilities: Firms shall demonstrate their ability to meet the requirements in the section titled

‘EXPERIENCE AND CAPABILITIES.’

6. Business size based on the listed NAICS Code, as well as any socioeconomic categories (Small Business, 8(a), HUBZone, WOSB, EDWOSB and SDVOSB)
