Replacement of door handle/locksets, Re-keying of Facility locksets, Replacement of entrance door, Installation of stainless steel armor door protection plates and Install of lab door window.
USDA Agriculture Research Service National Small Grains Germplasm Research Facility 1691 South 2700 West Aberdeen, ID. 83210
1. Scope of Service:
The Contractor shall provide all professional services necessary and such required services shall be in accordance with the requirements as described herein and on all attached contract documents. All bids shall include Davis Bacon prevailing wages for Bingham County. The Contractor shall provide a technical and cost proposal to complete the project as per project requirements.
A SITE VISIT IS REQUIRED.
Project # 1 Consists of removing 15 entrance door locksets as identified on attachment (A).
· Install 15 New Corbin Russwin High Security CL3100 Series Grade 1 Locksets as identified on attachment (A).
· All entrance door cylinders are to be keyed with High Security Keying Cores and keyed the same, with Master Keying. Duplicate keys to be made as requested.
Project # 2 Consists of removing 9 Deadlock Cylinders as identified on attachment (B).
· Install New Corbin Russwin High Security Cylinder “Grade 1” that can be keyed the same as entrance doors referenced in Project # 1 above, with master. Duplicate keys to be made as requested.
Project #3 Consists of removal 0f 79 interior door handle/locksets as identified on attachment (C).
· Install New Corbin Russwin CL3800 series locksets/handles as identified on attachment(C).
· All locksets to be keyed to the master key program with a master. Duplicate keys to be made as requested. NOTE: 2 of these will be changed to push/pull handles – Trimco 1500 Series.
Project # 4 consists of removing Metal Entrance Door Located at Loading Dock of the Facility.
· Install New Metal Door with Window that meets same quality and building code standards as old door. Should be similar to the other doors located at facility.
· Door to be painted to match color of old door.
· New High Security Corbin Russwin CL3155 lockset/handle to be installed and keyed to match other entrance doors listed in schedule(A).
· Aluminum door protection plate to be installed on inside of door.
· Contractor will be required to remove security magnet bar and associated wiring from old door and install on new door and ensure that it functions properly.
· Install new door closure assembly.
Project # 5 Consists of Re-Keying all locksets as listed in attachment (D), to the master key plan.
· All Re-keying of locksets to have the same master as locksets listed in attachment (A).
· Duplicate keys to be made as requested.
Project # 6 Consists of installing (52) stainless steel door protection plates as identified on attachment (E).
· The minimum height on all plates is to be 36 inches.
· The width will have to be identified on each door.
· Various door sizes. Contractor responsible for measuring and installing correct size for each door.
Project # 7 Consists of installing new glass window with frame into wood lab door of lab # 110.
· Window to be the same type and size as other lab door windows in adjacent labs.
· Window frame to be painted to match other windows.
- The Contractor shall replace all door strikes associated with new lockset installs.
- The Contractor shall repair and adjust as necessary any door frame/assembly to ensure that all door handle/locksets installed will function properly. Two doors are currently identified.
- The Contractor will save any of the new style handle/locksets that are being replaced and returned to the COR to be used as spares.
- The Contractor MUST attend the required site visit so they may properly identify all the correct sizes of doors, door swing direction, thickness of doors, and offsets. Measurements for door protectors for each door listed is required. This information is critical to properly submitting cost proposal.
2. Project Requirements:
The Contractor shall be responsible for verifying site conditions, obtaining accurate measurement of existing conditions, and performing any act or operation which may be necessary to properly bid the work and complete the same as depicted and specified. Failure to verify the existing site conditions shall not relieve the Contractor of the responsibility to complete the work as required.
A. The Contractor shall coordinate the site investigation with the COR or the location Technical Representative.
B. Work will be performed in an active working environment which will require flexibility and coordination while working in these areas. Contractor must schedule work in each area in advance with local personnel.
C. The Contractor shall adjust, repair or replace all ancillary equipment to have a complete working system at the end of the project.
D. During the site investigation if any of the styles or configurations of new locksets or deadlocks or any other items to be installed are discovered to not be a suitable replacement. An alternative can be agreed on and updated on the Statement of work for all involved.
3. General Requirements:
A. Permits: Where governing regulations and imposed codes and standards require notice, permits, licenses, inspections, tests and similar items or actions in order to lawfully proceed with the required, Contractor shall obtain items and take those actions in accordance with the regulations of the governing authority. The cost of such permits, licenses, and inspection are the obligation of the Contractor.
B. Installation: It shall be the responsibility of the Contractor to complete work in accordance with the manufacturer’s recommendations and industry standards. Additional procedures and materials may be required than is indicated herein. If any item specified herein conflicts with applicable codes and recommendations, the contractor shall bring it to the attention of the contracting officer for immediate resolution.
C. Submittals: Manufacture’s descriptive literature/shop drawing for all materials shall be submitted to the Engineering Project Manager (EPM) for review. The descriptive literature/catalogue cuts shall be annotated/highlighted with sufficient clarity to identify the products proposed for this project and show its conformance with contract requirements. Also submit:
· Contractor’s construction schedule.
· List of subcontractors, if any.
· Shop drawings, product data, samples, highlighting specific part numbers proposed, along with all selected options.
D. Quality Control: The work performed under this contract shall be subject to continuous audit by the COR. Quality control is the exclusive responsibility of the Contractor.
E. Protection of Work and Property/Safety Requirements:
· The Contractor shall protect the work, the site, and all existing property and structures within the limit of construction activities or that may be affected thereby until acceptance of the work. Any damage to property shall be repaired at the Contractor’s expense, to pre-damaged condition to the satisfaction of the COR.
· Safety and health matters, as they relate to the work, are the exclusive responsibility of the Contractor. The Contractor shall furnish, erect, and maintain barricades, warning lights, signs, guards, or take other precautions as may be required by law or local authorities for protection and security.
F. Temporary Facilities:
· Temporary utilities (water and electricity) may be furnished to the Contractor by the Government, if available and, if requested. Contractor shall maintain and protect all such utilities during construction and shall replace any items damaged through their own neglect.
· Should the Contractor require any power or utility shutdown during construction, approval shall be required for such shutdown from the COR two working days prior to this need.
G. Materials and Equipment:
· The material and equipment to be furnished under these contract documents shall be the standard products of manufacturers regularly engaged in the production of such materials and equipment and equipment shall be the manufacture’s latest design.
· All materials and equipment to be incorporated in the work shall be handled and stored by the manufacture, fabricator, supplier and Contractor before, during and after shipment in a manner to prevent warping, twisting, breaking, chipping, rusting and any injury, theft or damage of any kind whatsoever to the materials and equipment. All materials and equipment furnished by the Contractor shall be subject to inspection and approval by the EPM/COR.
H. Cleanup: The Construction site shall be kept clean and free of debris at all times. Upon completion of project, and prior to final inspection, the Contractor shall remove from the premises all unused material, trash, and debris resulting from the work to the satisfaction of the COR.
· Contractor shall dispose or recycle all trash and excess materials in a manner conforming to local laws and EPA regulations.
I. Warranty: Submit data concerning the standard one-year warranty for workmanship, including the warranty period (dates), and warranty contacts with names, addresses, and telephone numbers.
· Extended Equipment/Product Warranties: Obtain and furnish to the COR all written warranties for equipment/products that have extended warranties (warranty periods exceeding the standard one-year warranty) furnished under the contract. The warranty period shall begin on the same date as project acceptance and continue for the full/product warranty period. The warranties shall be fully executed and delivered to the COR prior to final acceptance of the facility.
J. Final Payment/Contract Closeout: The following submittals are REQUIRED PRIOR TO FINAL PAYMENT.
· General and Subcontractor’s one- year warranty on work.
· All warrantees from manufactures covering equipment.
· O & M manuals for any equipment.
4. Project Schedule:
· 180 days from Notice to Proceed.
· This project has the potential of impacting research, therefore coordination of outages (if any), work within the offices and work areas is essential.
· In case of conflict with research, Contractor shall reschedule.
