STATEMENT OF REQUIREMENTS
TITLE: Procurement of Melt Flow Indexer
I. SPECIFICATIONS
The Contractor shall provide one (1) Melt Flow Indexer that meets or exceeds the following requirements:
System Requirements
▪ The melt flow indexer shall be capable of measurement of melt flow rate of thermoplastics in accord with ASTM D1238 method A.
▪ The melt flow indexer shall contain a motorized weightlifting and lowering device.
▪ The transducer accuracy for the motorized weight device shall equal or exceed +/- 0.1mm.
▪ The furnace shall contain at least 3 zones for temperature control that utilize Proportional–integral– derivative control.
▪ The melt flow indexer shall possess a temperature control that exceeds +/- 0.1 °C.
▪ The melt flow indexer shall have an operating temperature up to or greater than 450 °C
▪ The melt flow indexer timer accuracy shall equal or exceed 0.001 s.
▪ The melt flow indexer shall contain a quick release die.
▪ The melt flow indexer shall utilize encoder based programmable piston displacement transducer with accuracy of 0.025 mm.
▪ The melt flow indexer shall contain a mounted mechanical fixture for specimen cutting that is operated manually (not motorized).
▪ The melt flow indexer shall contain two weights such that the mass of the weight plus piston is equal to:
1. 325 grams
2. 2160 grams
▪ The melt flow indexer shall contain a die/orifice.
▪ The melt flow indexer shall contain a stainless steel funnel.
▪ The melt flow indexer shall be calibrated with to NIST standards at temperatures of 190 °C, 230 °C and 300 °C.
▪ The melt flow indexer shall utilize 110-120V AC power.
▪ The melt flow indexer shall contain a touch-screen LCD display for setting test protocols and conducting tests, so that the unit can operate in a stand-alone fashion.
▪ The melt flow indexer shall be able to communicate with external computer via USB interface (computer not included).
Software
▪ The melt flow indexer shall contain software that allows control of melt flow indexer from a standard Windows computer (computer not included).
▪ The software shall be able to control up to 3 indexers simultaneously.
▪ The software shall contain test routine libraries and must be able to perform data acquisition and data analysis.
▪ The software shall be able to generate x-bar, R and frequency distributions on collected data.
▪ The software shall utilize an advanced database, such as SQL, and data is exportable into a .csv file.
Manual The Contractor shall provide one (1) paper copy of the operations and maintenance manual for the Melt Flow Indexer that covers safety precautions, system descriptions, standard procedures, recommended parameters, monitoring and maintenance, and troubleshooting.
Installation
The Contractor shall install the instrument at NIST, 100 Bureau Drive, Gaithersburg, MD 20899, Building 224.
Installation shall include, at a minimum, uncrating/unpacking of all equipment, set-up and hook-up of all equipment, start-up, demonstration of specifications, and removal of all trash. Instrument shall operate to manufacturer’s specifications upon installation. Installation shall take place during normal business hours, between 7:30 am and 3:00 pm Eastern Time, Monday through Friday except Federal Holidays, and shall be coordinated with the NIST Contracting Officer’s Representative (COR). Installation shall occur within 10 days after receipt of instrument.
Training The Contractor shall provide onsite training for up to two (2) NIST personnel at NIST, 100 Bureau Drive, Gaithersburg, MD 20899, Building 224. Training shall include normal operation, troubleshooting, and routine maintenance. Training shall be provided during normal business hours, between 7:30am and 3:00pm Eastern Time, Monday through Friday, except Federal Holidays, and shall be coordinated with the NIST COR to ensure maximum availability of NIST personnel. Training shall occur within 10 days of installation. The training may be completed on-site at NIST immediately after installation and demonstration of specifications.
Warranty The Contractor shall provide, at a minimum, a one-year warranty for the equipment. The warranty shall cover all parts, labor and travel. The warranty shall commence upon Government acceptance.
Acceptance The Government COR shall inspect and verify that all minimum specifications have been met for Government acceptance.

III. DELIVERABLES

IV. GENERAL INFORMATION
Safety: The Contractor employee shall be responsible for knowing and complying with commercial installation safety prevention regulations. Such regulations include, but are not limited to, general safety, fire prevention, and waste disposal.
Security: NIST is a restricted campus. An identification badge is required for access for entry into buildings and also is shown to the armed Security Police when entering the campus.
Identification Badges: Contractor employees shall comply with NIST identification and access requirements.
The Contractor shall provide the name and citizenship information of employees for on-site visits to the NIST
COR prior to arrival. The COR will submit the name(s) and citizenship information to the NIST Office of Security in order for a given Contractor employee to enter the NIST campus. The Contractor employee is responsible for absences due to missing or expired identification and access documents. Each Contractor employee shall wear a visible identification badge provided by the NIST Security Office.
Vehicle Registration: All Contractor employees must register their vehicles with the NIST Security Office to gain access to the campus. A valid driver’s license, Government-furnished civilian ID (which in most cases can be a valid driver's license), proof of insurance and current registration must be presented to the NIST Security Office.
