About this file

This statement of requirements document outlines the technical specifications for a high-resolution, high-speed monochrome camera system to be purchased and installed by the Security Technologies Group at the National Institute of Standards and Technology. The camera must have a minimum 4 megapixel image sensor, be capable of 1200 frames per second at full resolution and 100,000 frames per second at reduced resolution, and include Nikon F-mount, T-mount, or C-mount lenses. Additional requirements include a global shutter, 10-bit or higher bit depth, 32GB or greater internal memory, Ethernet interface, and software compatibility with Windows 10, Matlab, and Python. The selected contractor must deliver the camera within 60 days of award and install it at NIST in Gaithersburg, Maryland within the same timeframe. A one-year warranty is required, and the camera must meet all performance specifications upon demonstration.

The related federal contract opportunity is a solicitation from the Department of Commerce National Institute of Standards and Technology seeking a high-resolution camera to meet the above stated requirements. Responses are due within 60 days of award of the requirement.

STATEMENT OF REQUIREMENTS

TITLE: Purchase of high-resolution, high-speed camera

I. BACKGROUND INFORMATION

The Security Technologies Group (STG) in the Material Measurement Science Division of the Materials Measurement Laboratory at NIST in Gaithersburg, MD develops measurements and metrologies for impact protection materials. In this work, visualizing impact events is critical to developing quantitative measurements of performance for materials and systems. Impact types range from blunt impact to ballistics to highly controllable lab-based experiments. Materials range from millimeter scale materials to meter scale systems. The STG requires a high-speed, high-resolution camera for imaging. STG has a need for a monochrome, high-speed camera with greater than 4 MPx resolution. This camera shall be capable of accepting a range of lens mounts for Nikon and C-mount type lenses. It will be used as a free-standing record of impact events and integrated into instruments.

II. SPECIFICATIONS

The Contractor shall provide one (1) camera system that meets the following minimum technical requirements. The Contractor shall deliver the instrument as described below.

System Requirements:

· Monochrome sensor

· 4 megapixel (MPx) image sensor or higher

· Minimum 1200 frames per second at full resolution

· Pixel size 20 µm or smaller

· Minimum 100,000 frames per second at reduced resolution (min (2048 x 8)). Vendor shall specify resolution (H x V) at 100,000 frame rate

· Minimum Exposure time 5 µS or better

· Minimum frame rate: 25 frames per second

· Global shutter

· Ability to use Nikon F-Type mount, T-mount, or C-mount

· Include adapters required to use F-mount, C-mount or T-mount

· Bit Depth 10-bit or better

· Minimum 32 GB internal recording memory or better Other Requirements:

· 120 VAC power, power supply included

· Operating temperature: 20 °C to 40 °C or wider

· Primary file format able export to .mp4, .avi, .tiff, .jpg format

· 10 Gigabit Ethernet Interface

· Ability to sync via a frequency input or IRIG timecode

· Programmable delay, input trigger, and image-based auto trigger

· Input/Output Signals (min 3 ports)

· Dedicated input for hardware trigger

· Software compatible with Win10 and Matlab or Python, LabView SDK drivers

· O&M manual (electronic or hardcopy), one copy

Delivery:

The Contractor shall deliver the camera to NIST Gaithersburg, MD. During normal duty hours Monday through Friday, 8:30 a.m. to 5:00 p.m. with the exception of Federal holidays. Delivery shall be within 60 days of contract award.

Installation:

Installation shall include, at a minimum, uncrating/unpacking of all equipment, set-up and hook-up of all equipment, start-up, demonstration of specifications, and removal of all trash. Instrument will operate to manufacturer’s specifications upon installation. Installation of the instrument shall be accomplished at NIST, Gaithersburg, Maryland. Installation will take place during normal business hours, between 8:30 am and 5:00 pm Eastern Time, Monday through Friday except Federal Holidays, and will be coordinated with the NIST Subject Matter Expert (SME). Installation shall occur within 60 days of award.

Warranty:

The Contractor shall provide, at a minimum, a one year warranty for the equipment. The warranty shall cover all parts, labor and travel. The warranty shall commence upon acceptance by the government.
