STATEMENT OF OBJECTIVES

For

GIANT VOICE Expansion

(“Small Voice” MNS)

At

1.0 SCOPE

This statement of objectives (SOO) defines the requirements for the contractor to Engineer, Design, Furnish, Install, and Test (EDFI&T) an expansion of the current Giant Voice (GV) System to include four (4) existing hangars by providing them with an indoor warning system (IWS), a.k.a., “small voice,” at Laughlin AFB TX. The current GV system consists of sixteen outdoor GV towers to provide emergency notifications, live, and pre-recorded announcements for the entire base populace. For this task order, Laughlin would like to include the following hangars: 50, 210, 414, and 508 in the expanded GV system to receive emergency notifications.

This project covers the following technical objectives:

1.1 The contractor shall provide a solution to provide intelligible live voice, and pre-recorded messages and announcements to four (4) existing hangars: 50, 210, 414, and 508.

1.2 The expanded GV system shall provide terrorist attack announcements, weather warnings, Force Protection, chemical spill warnings, active shooter, exercises, local accident information, and/or general announcements affecting base operations.

1.3 The Contractor shall utilize pre-proposal walk through information to analyze the project requirements, analyze sound propagation, perform engineering design tasks, and develop the data deliverables.

1.4 The contractor shall provide all personnel, equipment, installation, configuration management, labor, material, documentation, and services in support of the task order. Services include: project management and systems engineering services in support of the design, system staging, site preparation/development, equipment installation and optimization, acceptance testing, training, and 1 year warranty. The contractor shall perform all necessary efforts in the completion of this project to receive system acceptance.

2.0 REQUIREMENTS

2.1 GENERAL REQUIREMENTS. The contractor shall provide all necessary equipment, software, speakers/horns, wiring, conduits, electrical power, tools, materials, supplies, transportation, labor, supervision, management, and other incidentals necessary to EDFI&T the requirements as stated in this SOO. The contractor shall expand the current GV system, to include all required support for the existing RF communications infrastructure, central control equipment, and software. All equipment, supplies, and materials provided shall be new and not refurbished.

2.1.1 Safety Requirements

2.1.1.1 Site Coordination. The Contractor shall meet with the base safety officer immediately upon arrival on site for review of the specific safety requirements prior to installation.

2.1.1.2 Accident/Incident Reporting and Investigation. The Contractor shall record and report all available facts relating to each instance of injury to either Contractor or Government personnel to the Base Safety Office unless otherwise stated in the SOO. The Contractor shall secure the scene of any accident and wreckage until released by the accident investigative authority through the Base 47CS/SCX. If the Government elects to conduct an investigation of the incident, the

Contractor shall cooperate fully and assist the Government personnel until the investigation is completed.

2.1.1.3 Confined Space. The Contractor and their subcontractors entering confined spaces on Laughlin AFB, TX are responsible for the Safety of their personnel and for their own confined permit space program as outlined in OSHA 1910.146. All confined space operations must be coordinated with the Wing Safety office, 47CS/SCX, prior to start of work. The primary contractor is responsible for all sub-contractor confined space operations.

2.1.2 Security Requirements

2.1.2.1 Security Clearances. There may be security requirements for the performance of this Task Order. Some of this work may take place in secure areas where Contractor employees must be escorted at all times. The Contractor must coordinate access to secure areas at least fourteen

(14) calendar days ahead of time. It is the Government's responsibility to provide escorts. The primary contractor shall provide adequately cleared personnel for the performance of this task order. Contract personnel required to perform work within the Command Post doesn’t require a Secrete security clearance.

2.1.2.2 Base Access. The Contractor shall process an SFS Contractor/Vendor/DV Pass Request Spreadsheet and provide to 47CS/SCXP within 5 calendar days after contract award. This spreadsheet shall identify the names (as shown on the driver’s license), driver’s license numbers and state of issue, SSN and birth date of the personnel who will be performing work under this SOO, company name, address, phone number and contract number, start date and end date. This information is required to grant access to the base. If required by the base, the Contractor shall provide identification badges for their employees. All Contractor personnel shall wear these badges while on duty on the Government site. The badges shall identify the individual, company name, and be clearly and distinctly marked as Contractor and be in accordance with base regulations.

2.1.3 Environmental Management. The Contractor shall comply with the most stringent environmental base (Laughlin AFB) laws, local laws and regulations, and Air Force policies, instructions, and directives. The Contractor shall maintain an awareness of changing environmental regulatory requirements to avoid environmental deficiencies for activities on Laughlin AFB. The Prime Contractor shall ensure their sub-contractors comply with these specifications.

2.1.4 Permits. The Contractor shall be responsible for coordination with Base Civil Engineers (CE) on completion of AF Form 103 Digging Permits before any digging is accomplished. The form(s) shall be submitted at the minimum of 14 calendar days after award. The contractor shall complete and process all permits to 47 Communication Squadron Plans Flight (47CS/SCXP) approximately six (6) weeks before prior to work commencement.

2.1.5 Integrated Product Team (IPT). The contractor shall chair a weekly IPT meeting that includes Contractor representatives, the Government Contracting Officer (CO), 38 ES/ENII, 38 ES/ENIU, and representatives of 47CS/SCXP and all required base personnel from Laughlin AFB.

The contractor shall provide a worldwide “Meet Me” Telecon capability for the duration of the project. The purpose of this meeting is to discuss project progress, problems being encountered, and other discussions necessary/beneficial to ensure success and timely completion of the Task Order. The contractor shall be responsible for the meeting minutes. A copy of the minutes shall be provided to each attendee and disseminated via e-mail addresses. CDRL A004

2.1.6 Quality. The Contractor shall provide a Quality Control Program for the entire life of the project. The Contractor’s quality assurance evaluator shall assist the Government representative in performing random spot checks and system acceptance tests. The Contractor shall be responsible for identifying system and outside plant deficiencies and/or discrepancies throughout the life of the project. A weekly report (soft copy) shall be submitted indicating progress/status and listing any deficiencies/discrepancies found and actions to correct them (CDRL A003).

2.1.7 Contractor Personnel

2.1.7.1 Project Management. The Contractor shall provide a Project Manager (PM) and alternate(s) responsible for contract performance and continuity. The Contractor shall identify the Project Manager’s or alternate's range of authority to act for the Contractor relating to daily contract operation. The contractor’s PM shall sign Section 11A. (Installation Activity) on AFTO Form 747 Cyberspace Infrastructure System Acceptance Form which is used as a system commissioning document at the completion of the project. The form will be provided by 47CS/SCXP personnel.

2.1.7.2 Site Point of Contact (POC). The Contractor shall designate the Contractor's on-site team leader and alternate(s) as the Site POC for individual projects in their Site Visit Request Letter. The Site POC or alternate(s) shall be on site during duty hours until project completion.

The Site POC shall be the interface for all work site communications with the Government, including quality, safety, and discrepancy matters.

2.1.7.3 Personnel Requirements. The Project Manager, Site POC, and respective alternate(s) shall be able to read, write, speak, and understand English.

2.1.8 Warranty. The Contractor shall warranty the products of its manufacturer to be free from defective material and workmanship. Break-fix support for hardware, software, speakers, wiring, and any and all other unspecified components of this system related to the new GV system shall be provided for one year after the GV system acceptance date, to include all field trips, telephone support, and shipping costs.

2.1.9 Manuals and Practices. The Contractor shall provide the latest version of operation, installation, overview system schematics, maintenance manuals, and practices/users guide for each system installed as provided by the original manufacturer with all new or expanded equipment. CDRL A001

2.1.10 In-brief/Out-brief. The Contractor shall conduct an in-brief with the site 47CS/SCX POC or designated representatives prior to the implementation. The in-brief shall inform the customer of implementation plan and necessary support issues. Additionally, Contractor shall conduct an out-brief with the 47CS/SCX POC or designated representatives at the conclusion of the implementation. The implementation out-brief shall inform the customer of implementation results and necessary maintenance issues (including warranties).

2.1.11 System Award Management (SAM)

The contractor shall report ALL contractor labor hours (including subcontractor labor hours) required for performance of services provided under this contract for Installation via a secure data collection site.

The contractor is required to completely fill in all required data fields using the following web address https://www.sam.gov.

Reporting inputs will be for the labor executed during the period of performance during each Government fiscal year (FY), which runs October 1 through September 30. While inputs may be reported any time during the FY, all data shall be reported no later than October 31 of each calendar year. Contractors may direct questions to the SAM help desk.

3.0 SPECIFIC REQUIREMENTS

3.1 Outside Plant Requirements. The contractor shall EDFI&T the two-way RF, VHF communications infrastructure for the expanded GV system. The contractor shall provide as-built drawings, including the system schematics, upon project completion in PDF format along with paper copy of as-built. (CDRL A001).

3.1.1 The contractor shall ensure the appropriate voltage and current are provided to the Indoor Controller Units’ (ICU) electrical load. The contractor shall test the voltage, current, wire size, distance, transformer size, fuses, breakers, voltage, current limiting devices, and other variables to ensure they are correctly utilized to drive the new load.

3.1.2 The contractor shall coordinate with 47CS/SCX and 47 Base Civil Engineering before energizing all new power loads.

3.1.3 The contractor shall comply with all applicable standards, including (but not limited to) those in paragraph 5.2.

3.1.4 Upon project completion the contractor shall provide configuration management, and as-built drawings and documentation of the installed system, including the predicted and tested audible coverage areas. (CDRL A001)

3.1.5 The contractor shall provide and install new antennas, brackets and antenna cables, and new indoor controller units (ICU) which will be connected to new J/F-12 approved, digital Motorola APX4500 (or equivalent) VHF radios. Contractor shall install and configure the two-way communications software to include the four existing hangars into the expanded GV system.

3.1.6 The contractor shall utilize the existing antenna, mounting bracket and antenna cables at Pri CP, B344.

3.1.7 The contractor shall utilize the existing antenna, bracket and antenna cables at the Alt CP B121.

3.1.8 Each ATI indoor controller unit shall utilize new 12VDC batteries that are charged by the building’s primary power, 120VAC.

3.2 Installation Requirements.

3.2.1 Restoration. Any wall penetrations shall be restored to meet NFPA 1, NFPA 70 and NFPA 72 standards.

3.2.2 Grounding. The contractor shall ground new copper cable to the Telecommunication Main Ground Bus-Bar (TMGB), near the terminal in all utilized communication rooms.

Contractor shall properly ground electrical power installs in accordance with base, local, state and federal codes, laws and National Electric Code’s most recent edition, including (but not limited to) those in paragraph 5.2.

3.2.3 Bonding. Shield bonding connectors, bond bars, braids, ribbons, clamps, etc., shall be provided to maintain cable shield continuity at splices and at ground connections. Bonding connectors shall be provided IAW the Rural Utilities Service (RUS) Bulletin 1753F-803 (PE- 33).

Shields shall be grounded and continuous throughout the cable distribution system.

3.2.4 “Small Voice” Giant Voice (GV) System Installation. The contractor shall install an expanded GV system (to include the four existing hangars) to provide prerecorded and intelligible voice alert messages, informational messages, action to be taken, playing of taps, retreat, reveille, and active shooter announcement messages to all personnel in the event of an emergency, terrorist threats, Force Protection contingencies, and exercises. The pre-recorded messages will be provided upon contract award. The system shall comply with standards and regulations, and use the most stringent of the directives and standards in para 5.2. Refer to Table 1 for the hangars’ dimensions. Hangar floor plans (layouts) can be provided by 47CS.

3.2.4.1 The contractor shall install four (4) new indoor controller units (ICU), one at each hangar. Each ICU shall contain the required batteries and amplifiers for proper operation. The ICU shall be housed in a NEMA4 rated, weatherproof cabinet.

3.2.4.2 The contractor shall install and program four (4) new J/F12 approved digital operation Motorola APX4500 (or equivalent) VHF radios in the new indoor controller units.

3.2.4.3 The contractor shall provide and install a wall mount Local Operating Console (LOC), at each designated hangar. Contractor shall provide electrical connections, associated wiring, conduit, mounting brackets and hardware. Contractor shall install the LOC in accordance with the standards set forth in this SOO. Contractor shall also provide a certified electrician to mount the LOCs, route and connect all wiring into the required GV components. Additionally, the contractor shall program the LOCs’ notification panels. All components shall be ATI (Acoustic Technology Inc.) brand name or equally compatible components.

3.2.4.4 The contractor shall install the appropriate number and color of Strobes that will assist the hearing-impaired personnel during all emergency and live announcements, at each designated hangar.

3.2.4.5 The contractor shall install waterproof, weather-resistant, 15Watt horns at each designated hangar, at locations that will provide maximal audible coverage IAW standards and industry best practices.

3.2.4.6 The contractor shall install the proper weatherproof head and liquid tight devices, cabinet metal plugs and sealant to prevent moisture, water and insects from entering the dedicated electrical, communication systems and enclosures. The contractor shall install the 2in electrical metallic tubing conduits, couplings, straps, tape and cable ties for securing antenna cables and wires.

3.2.4.7 The contractor shall integrate the “small voice” indoor MNS with the current GV system.

The contractor shall provide the ability to deliver base-wide MNS audible messages. The contractor shall ensure the expanded GV system shall interface with the indoor “small voice” MNS and shall not affect its FM and UL listing requirements.

3.2.5 Features and Capabilities. The expanded GV System shall provide the following features and capabilities:

3.2.5.1. The Primary CP Bldg 344 and Alt CP Bldg 121 and mobile CCS Bldg 348 shall transmit emergency announcements as live voice (and/or pre-recorded) messages to alert and warn base personnel through remote siren speakers via microphone to any individual zone, group of zones, or all zone speakers, and to any of the four existing hangars in the expanded GV system.

3.2.5.2. The contractor shall install the new omni-directional antenna and ancillary equipment, i.e., mounting brackets, cables, and surge protector for each hangar. Contractor shall ensure the antenna location provides maximal line of sight with the primary Control Station, i.e., Command Post, to receive all GV messages and announcements.

3.2.5.3 The Contractor shall provide the latest software versions for the expanded GV system, which shall be compatible with the Government Furnished Equipment (GFE) AtHoc IP Integration Module 64 (IIM64). The Contractor shall integrate and test to ensure the expanded GV system is compatible, functional, and operates properly with the GFE Blackberry AtHoc IIM64. The AF EMNS PMO has the current contract to perform the integration and migration of the GFE Blackberry AtHoc IIM64 with the AtHoc net-centric Network Alerting System. The Base will coordinate with AFMC AFLCMC/HNI to request support for the IIM64 and with HQ ACC/A3O Lead Command to request support on the integration and migration schedule of the upgraded GV system with the AtHoc network alerting system.

3.2.6 Activation and control subsystems: The contractor shall use new J/F12 approved digital operation VHF radios and software for indoor “small voice” MNS communications and control. The contractor shall provide the central control activation and communication system with the FSK format.

3.2.7 Wiring and Infrastructure. The contractor shall use the existing signaling wiring to include RF, cables, and devices to provide communications and control of the expanded GV system (that includes the “small voice” MNS for the aforementioned hangars).

3.2.8 System Interface. The expanded GV System shall provide the following features:

a) Application Programming Interface (API) or a way to remotely activate audible alerts.

b) Standard TCP/IP network protocols, RS 232, RS-485 and audio-in input.

c) The API should conduct all interactions using XML messages conforming to the OASIS

Common Alerting Protocols (CAP) Standard

d) The API shall allow an external system to initiate specified pre-recorded audio alerts in the Giant Voice / “small voice” indoor system.

e) Target activation of specific sirens or speakers.

f) Request reports on the status of delivery and activation of an alert already in progress;

specifically, if the alert was delivered to all targeted speakers and these speakers are sounding the alert.

g) Terminate an alert already in progress.

h) Request reports on system health status, replying with a detailed response.

i) The Giant Voice system shall allow the activation of target siren or speaker via RF or dry-contacts or audio-in input.

3.2.9 The encoder shall be programmed to perform automatic testing of all existing speakers in the expanded GV system, weekly and/or monthly routine report, quiet testing, growl test or a full system test.

3.2.10 Preprogramming. The expanded GV system shall be pre-programmed with the following messages. The pre-recorded message will be determined at the walk-through.

3.2.10.1 Broadcasting Messages:

3.2.10.2 Broadcasting Tones:

3.2.11 The expanded GV system shall be capable of being activated, monitored, and controlled from Primary CP B344, Alternate CP B121, and/or mobile CS, B348.

3.2.11.1 Primary Control Station, CP Building 344: The contractor shall use the existing desktop controller workstation and ancillary equipment at the Command Post. Contractor shall use the latest two-way software package to operate, monitor, and control the expanded GV system that includes the addition of the four existing hangars. The contractor shall interconnect the existing REACT5000 central communications unit to the appropriate devices, patch panel into the CP communications room to allow communications to the outdoor GV towers and small voice MNS (hangars).

3.2.11.2 Alternate Control Station, Building 121: The contractor shall use the existing desktop controller workstation and ancillary equipment at the Alternate Command Post.

Contractor shall use the latest two-way software package to operate, monitor, and control the expanded GV system that includes the addition of the four existing hangars. The contractor shall interconnect the existing REACT5000 central communications unit to the appropriate devices, patch panel into the Alt CP communications room to allow communications to the outdoor GV towers and small voice MNS (hangars).

3.2.11.3 Mobile Control Station, Building 348 (47CS): The contractor shall use the existing mobile controller unit and ancillary equipment located in Bldg 348. Contractor shall use the latest two-way software package to operate, monitor, and control the expanded GV system that includes the addition of the four existing hangars. The contractor shall ensure the existing REACT5000 mobile CCU can communicate with the outdoor GV towers and small voice MNS (hangars).

3.3 The contractor shall provide all manuals, software and licenses, and as-built drawings to support this task order. CDRL A001

3.4 Zone Selectable. The new integrated GV system shall provide a speaker zone selective capability.

All zones are linked to provide simultaneous activations and selective zone ability to activate each individual zone. The GV system shall allow for the pre-configuration of at least two (2) zones, i.e., “housing” and “non-housing,” which can be selected by the operator to promptly issue an announcement to the selected area. Confirm with 47CS/SCX for further details on the zone definitions and inclusions.

3.5 Backup Power for Control Stations. The contractor use the existing backup power (UPS) to maintain operations during emergencies that could result from temporary loss of normal base utilities.

Backup power capacity for Fire Alarm systems is defined in the National Fire Alarm Code, NFPA 72 and section 4.4.1. As stated in Annex of NFPA 72, mass notification systems should have the same backup power capacity as fire alarms. NFPA 72 states that the secondary supply for the control station shall be capable of supporting alarm operation for a minimum of 4 hours.

3.6 Backup Power for Siren Speaker Locations. Each siren speaker location will use the existing battery system and solar power panels as the backup power source.

3.7 Electrical Power. Contractor shall provide 120VAC power to the new ICU equipment. The contractor shall coordinate with 47 CS/SCX and base CE on all electrical work performed.

Installations shall comply with NFPA 70 (National Electric Code, latest version), UFC 3-520-01 low voltage requirements, applicable standards, and industry best practices.

3.8 Coordination. All support shall be coordinated with 47CS/SCX and the Civil Engineering Squadron.

3.9 Onsite Training. Upon completion of the installation process, the Contractor shall provide User Training to the designated Site Staff in accordance with the customer requirements. User training shall include step-by-step instructions on the utilization of all features of the new system as well as basic system troubleshooting. The Contractor shall provide operational training to the users and system training to the Operators/Maintainers as needed. Instructional sessions shall be permitted to be videotaped for future training purposes. The Government shall retain the right to duplicate and distribute the training material for future training purposes. This training shall include setup, configuration, operations, and user diagnostic, repair and replacement. The contractor shall coordinate with 47CS/SCX to obtain a classroom for the instruction on the system, include the operational and maintenance requirements of the system for up to twenty (20) students utilizing a government approved training plan. CDRL A007

3.10 Site Restoration/Debris Removal. The contractor shall remove existing GV equipment and infrastructure (electronics, cabling, and power) which is not used in the project, to include all spares.

Coordinate with Civil Engineering Electrical Shop on power removal, modification, and/or installation feeds at each site. Installations shall comply with NFPA 70 (National Electric Code) and UFC 3-520-01 low voltage requirements. All equipment and residuals from this project including amplifiers, conduits and cabling shall be disposed of or handed over to the Defense Realization and Marketing Office (DRMO) at Laughlin AFB, as directed by the contracting officer. Prior to project completion, the contractor shall remove all debris and surplus materials from the work place. Equipment and materials required to complete the work effort may remain on site during the project as long as they are organized/stored in a manner that does not cause a safety or security hazard. The contractor shall accomplish the necessary ground clearing and install required for the new poles. The contractor shall return all disturbed areas to their original condition upon completion of the installation.

3.11 Final Acceptance. The Contractor shall schedule a final project walk-through and complete system test of all work completed prior to close out with the government representative from 47CS/SCX. This should be scheduled at least 5 calendar days prior to the acceptance. The contractor shall perform testing and inspections of the GV systems and indoor “small voice” MNS IAW the approved test plan. When any system, subsystem, component or requirement test fails to meet the requirements of the test, Government acceptance will be withheld until such time as the cause of the failure is corrected to the Government’s satisfaction. After appropriate corrective action has been taken, all tests including those previously completed related to the failed test and the corrective action shall be repeated and successfully completed prior to Government acceptance. 3.12 Service Outages. The Contractor shall be responsible for preventing any unscheduled (i.e. cutting or disabling any in-service cables or equipment.), Contractor-caused, interruptions of communications capabilities that are properly identified. The Contractor shall coordinate planned outages with 47CS/SCXP 7 days in advance of the outage if the implementation necessitates disruption of service, (e.g., communications, electrical, or other utilities).

3.13 Identification/Marking. The Contractor shall clearly mark all Contractor-Furnished Property and Equipment (CFP/CFE) with their company's name. The Contractor shall place an easily read, very visible, sign (minimum 8.5" x 11") on large containers, construction equipment, or un-manned rental vehicles while on the Government installation indicating the company name and both the Contractor and Site POC's names and local telephone numbers. The contractor shall label all equipment and cables they install in accordance with ANSI/TIA/EIA-606-A-2002.

3.14 Installation Schedules. The Contractor shall provide a complete milestone schedule that denotes project activities to include time-phased start and completion dates for the project and sub-projects associated with the installation of the components and system. CDRL A002

3.15 Weekly Status Reports. The Contractor shall prepare a Weekly Status Report and distribute IAW CDRL A003. The purpose of the report is to inform IPT members of project progress, problems being encountered, and other topics necessary/beneficial to ensure success and timely completion of the contract requirements.

3.16 Red-Line and As-Built Drawings. The contractor shall submit drawing showing the “as built” configuration in Visio format along with PDF format. The As Built Drawings shall include the locations of all existing and the expanded tower locations; the GPS coordinates of each tower location, the logical diagram of the new integrated GV system, the facility location of the integrated GV equipment, a floor plan of the room location, power sources facilities and connections, a rack elevation plan of the integrated GV equipment, and tested coverage areas for Laughlin AFB. The coverage area drawings shall be shown on a satellite image of the coverage areas with the street names, facility locations and other geo-references shown. CDRL A001

3.17 Restricted Access Areas. Laughlin AFB may have some restricted areas where access is limited and requires Government escorts. The contractor shall coordinate with the 47CS/SCXP 14 calendar days in advance for escorts and accessibility.

3.18 Test Plan. The contractor shall submit a written test plan that details how they will test the indoor “small voice” MNS integrated with the expanded GV system, all station encoders, all siren speakers arrays, and ensure compliance with Unified Facilities Criteria (UFC) 4-021-01. In addition, the contractor shall submit written instructions to system operator(s) for conducting periodic system tests.

The expanded GV system and indoor “small voice” MNS shall be tested and demonstrate to the Government that the system is fully operational and meets or exceeds the specified requirements and that the system is fully ready to be placed into service. IAW CDRL A005

3.19 Acceptance/Installation Test Report. The contractor shall furnish all test equipment and personnel required to conduct all required testing. During any testing phase, the Government reserves the right to perform any of the contractor performed inspections and tests to assure solutions conform to prescribed requirements. The contractor shall provide on-site support during the acceptance testing. The Contractor shall provide an installation test report of the results of the testing accomplished under the installation test plan. The contractor shall document all test results in a “Test Report(s)” and submit to the 47CS/SCXP within 5 calendar days of completion of each test. CDRL A006

3.20 Cutover Plan. The contractor shall provide a detailed cutover plan to delineate how the transition shall be implemented to minimize or avoid the GV system down time, especially for CP (Command Post).

This plan should outline how the system shall be placed into service and clearly specify how the newly installed system shall connect to the existing base system. CDRL A005

3.21 RF Communications Test. The contractor shall test digital two-way radio transmit and receive communications signals from the Central Control Stations and Antennas to the Remote siren controller units and antennas and indoor “small voice” MNS and antennas. Test shall be accomplished to ensure proper operation of the expanded GV and indoor “small voice” MNS system with the digital two-way radio communications signals.

4 GENERAL INFORMATION

4.1 Period of Performance. The period of performance shall be determined by the proposed project duration including installation, training, and testing & acceptance.

4.2 Place of Performance. The place of performance is Laughlin AFB TX.

4.3 Hours of Operation. The Contractor shall perform the services required under this contract during normal duty hours of the facility where work is being performed at Laughlin AFB TX.

Normal duty hours are: 0800 – 1600 local. Any other work schedule outside of normal duty hours requires 47CS/SCXP and Contracting Officer (CO) approval. The Contractor shall not perform work under this contract on US or Federal/bank holidays or site-unique down-days unless expressly authorized by the CO. Extra coordination shall be required on that work day.

Part or all of the facility may be occupied during this effort. Contractor shall accomplish the installation with minimum disruption of daily office activities. If performance of work outside normal duty hours will be required to meet the scheduled dates stated above, include desired working hours in the Proposal.

4.4 Holidays/Down Days. The Contractor shall not perform under this contract on federal holidays or site-unique down-days unless expressly authorized by the CO and coordinated with the host base 47CS/SCXP.

4.5 Base Support. The laydown and dry storage areas will be provided upon request. The contractor shall request the amount of storage in their proposal and secure this area if needed. If the base cannot provide the request area, the contractor will be required to find another area.

5 GOVERNMENT FURNISHED EQUIPMENT, STANDARDS, and DELIVERABLES

5.1 Government Furnished Equipment.

• 1 Pri CCS in B-344 (CP)

• 1 Alt CCS in B-121 (Alt CP)

• 1 mobile CCS in B-348 (47CS) power sources, circuit breakers, at each hangar one (1) GFE Blackberry AtHoc IIM
