Pre-Engineered / Prefabricated Building

Statement of Objectives (SOO)

Purpose. This Statement of Objectives (SOO) describes the basic objectives for the completion of a pre-fabricated Building to serve as a Machine Shop. The Statement of Objectives is provided in lieu of a Government written Statement of Work (SOW). This approach provides potential offerors the flexibility to develop cost effective solutions and the opportunity to assess the offeror's understanding of all aspects of the effort to be performed by eliminating the "how to'' instructions to accomplish the required effort normally contained on the SOW the government provides to prospective offerors.

Period and Place of Performance. 60 days ARO. 500 Date Street, Boulder City, NV 89005

Background. The USGS Nevada Water Science Center is moving its existing operations from Henderson, Nevada to the US Bureau of Reclamation (USBR) campus in Boulder City, Nevada.

The USBR is providing a concrete pad and utilities for the USGS to place a portable structure to meet this need for the Machine Shop. For this reason, the size and weight of the building are non-negotiable.

Basis of proposal: Proposal is based on the statement of objectives and Technical Requirements, attached herein. It is the intent of this document to outline the requirements for a prefabricated building to be factory manufactured off-site and delivered to a specified location. Contractor will design the pre-fabricated building. This design will be reviewed and updated as needed and approved prior to manufactured.

Transportation permits: Transportation permits are the responsibility of the contractor.

Wage rates: Davis Bacon and prevailing wage rates and certified payroll excluded for manufacture, delivery and incidental work relating to installation. Davis Bacon and prevailing wage rates and certified payroll applies to only non-incidental work performed on site.

Performance Objectives. Under this effort the contractor is responsible for providing all personnel, supplies, and logistics for the completion of this project. The contractor performs the required work in accordance with all industry standards and regulations.

Constraints. Contractor shall work normal hours of 7:00 am to 4:30 pm Monday through Friday.

Work outside these hours must be approved in advance. Roads and parking areas must be kept operational except for short durations and then only one lane closure is acceptable. Any damage to the Govt is the responsibility of the contractor to repair including the grounds, roadways, curbs and sidewalks. Contractor must comply with safety and construction policies and with all state and federal safety requirements.

Protection of Existing improvements. Pavement, buildings, landscaping and other improvements shall be protected by the Contractor. The Contractor shall be responsible for repairing any damage to improvements.

Quality Assurance. The government shall inspect all work performed by the Contractor. Work performance shall be deemed satisfactory and acceptable to the government when the Government representative declares the project satisfactory.

Close-out documents: Standard Operating & Maintenance manuals including warranty information provided at the completion of the project.

Additional: The building must be engineered to withstand weather and seismic conditions in Boulder City, Nevada.

Delivery: Delivery and installation to 500 Date Street, Boulder City, NV, no later than September 1, 2021.

Technical Requirements

INTRODUCTION

The Nevada Water Science Center (NVWSC) Henderson Field Station is relocating from Henderson, NV to Boulder City, NV in the fall of 2021. NVWSC has a requirement for a mobile Machine Shop Lab to be located near our warehouse on the campus of the Bureau of Reclamation Lower Colorado (LCRO) Basin in Boulder City, NV.

2.0 BACKGROUND

The LCRO campus is located in Boulder City, Nevada near the Lake Mead National Recreation Area and adjacent to US 93 which connects to the I-515/215 beltway corridor from Boulder City to Henderson and Las Vegas. The lab will be placed on an existing concrete pad and hooked up to electrical. Exact placement will be determined at a later date prior to delivery.

3.0 SCOPE

A commitment to sustainable design is a priority for this project. Federal law and Executive Orders require the USGS to apply good, sound Green Building Principles for construction, environmental management, operation, and maintenance of federally funded buildings.

Government agencies are called upon to promote energy efficiency, water conservation, and the use of renewable energy sources.

Machine Laboratory Needs: Approximately 576 sq. ft. (24’ x 24’ preferred due to placement).

The Machine Lab shall contain a minimum of counter space, an exhaust vent for storage of sealed lead acid batteries, an exhaust vent for a soldering station, space for shelving for data logger storage, lumber, and galvanized pipe, and cabinets for storage of general equipment and tools. The lab must have open work space either in the middle or on one of the ends of the lab of at least 12 ft by 12 ft to allow for free movement of galvanized pipe and lumber. Shall conform to the following:

• Install a minimum of 20 linear feet of countertop on one wall with standard electrical outlets spaced at minimum of 2 ft (Minimum of 6 standard 120V outlets along the open countertop)

• Base cabinets and shelving where feasible, counter space with open area underneath for knee space

• AC unit needed to withstand Nevada desert temperatures

• Minimum of two doors. One door must be a roll-up service door with a manual chain hoist roll-up, minimum 6 ft by 7 ft. The other door should be a 3 ft by 7 ft man door.

• Landing gear for long-term use at a single location

• Earthquake tie-downs

• Install two (2) exhaust vents (vented to exterior).

• Minimum of one (1) 3´ x 9´ window and one (1) 3´ x 11´ window. Must be dual pane

• Minimum of one (1) exterior single-phase load center and breakers

Electrical:

• Dedicated circuit sufficient to accommodate all electrical power needs

• Electrical quick-connect plugs

• Minimum of twelve (12) duplex outlets

Lighting:

• Minimum of four (4) 8´ Interior LED lights

• Minimum of three (3) emergency ballasts

• Minimum of two (2) light switches

• Minimum of one (1) Exterior light
