STATEMENTS OF OBJECTIVES (SOO)
6th COMMUNICATIONS SQUADRON (6 CS)
CYBER MARKETING CAMPAIGN
31 MARCH 2023
1. INTRODUCTION/BACKGROUND
The 6 CS needs to educate the 6 Air Refueling Wing (ARW) and its tenant units on their IT support roles and Cybersecurity responsibilities when using the Air Force Network (AFNet). Currently, digital and/or printed materials are not readily available, nor are training programs centrally located to provide the 6 ARW and its tenant units references to obtain IT support at the lowest level. 6 CS needs a marketing campaign to highlight and advertise the various services provided by 6 CS to all supported units/individuals and explain how they can utilize them (e.g., disposition of classified materials and hard drives, obtaining classified accounts, and cybersecurity awareness training and protective measures). All users must know the IT/Cybersecurity policies and where to find them, as well as how to report violations. 6 CS will provide printed materials at the monthly base newcomers' briefings for new community users to inform them of who to contact before support is needed and explain their own IT/Cybersecurity awareness responsibilities. Additionally, 6CS needs to identify opportunities on how to educate the user community at large on the above issues, then measure and track the change in the collective understanding over time.
The vendor will need to develop IT/Cybersecurity related content for printed materials (i.e., trifolds, stickers, and magnets, etc. that clarify roles, responsibilities and services provided by 6 CS (which will be provided to the vendor by a 6 CS subject matter expert). Materials will be printed internally through the Defense Logistics Agency and the 6th Force Support Squadron’s Marketing Flight.
Printed products will include training materials for Cyber Liaisons (CLs). A list of CLs will be provided to the vendor. Printed materials will explain how to contact assigned CLs for each organization and explain how to submit through a CL any IT/Cybersecurity requests. All printed products will provide contact information for the 6 CS help desk for questions on services provided.
The vendor will track and evaluate progress that this marketing campaign has on the user communities’ understanding of IT/Cybersecurity information. The breakdown of needs:

2. REQUIREMENT
a. Identify what the 6 ARW tenant units’ AFNet community currently knows about the services 6 CS provides and its existing cybersecurity policies via interviews, surveys, or other means either virtual or in person, dependent on either party’s preference.
b. Identify AFNet IT/Cybersecurity support problems from the user community’s perspective to prioritize solutions.
c. Identify types of training needed to provide squadron CLs so they can triage users' issues and determine resolve at the lowest level.
d. Identify best method to effectively train CLs on their responsibilities and training materials needed to be successful.
e. Provide a rewards and recognition program to encourage users to adopt safe cyber practices and recognize units and members who have significantly contributed to the organization's IT/Cybersecurity efforts based on tracked data.
f. Provide data showing reduced trouble tickets entered in the system due to increased training and education, and the dissemination of detailed, easy-to-read user guides on current AFNet end-user toolkits (e.g., such as vESD, OneDrive, CIPS and Remedy)
g. Provide a series of email marketing material, in coordination with Public Affairs, to all users highlighting different aspects of Cybersecurity (i.e., dangers of phishing scams and importance of strong passwords).
h. Provide social media campaign messages for the organization's social media channels to spread awareness about IT/Cybersecurity and encourage employees to share tips and best practices.
i. Provide objective measurements of how effective/successful the campaign to definitively demonstrate the campaign worked/met goals to increase awareness.
i. Track employee participation in IT/Cybersecurity training and awareness activities.
ii. Monitor employee engagement with printed materials and social media campaigns.
iii. Measure the effectiveness of the overall campaign through surveys, user feedback, and monitoring the organization's cybersecurity incidents.
j. Produce a documented 12-month campaign plan based on lessons learned from this 9-month effort, detailing tools, products, measurements, and training needed to sustain an effective annual IT support and Cybersecurity Awareness campaign.
GENERAL CONSIDERATIONS
a. Contractor Responsibilities: The Contractor shall provide a primary point of contact for all aspects of the required work. This person will also be a prime provider of the necessary technical services. Travel, as required to meet the requirements of this SOO, will be taken at the Contractor's expense. The Contractor may work remotely.
Additionally, the Contractor may utilize their facilities when executing work associated with this project.
b. Government Furnished Equipment/Facilities/Data: Access to Government program-specific/relevant data, facilities, and equipment may be provided, if deemed necessary by the government.
c. Estimated Duration: The Period of Performance is expected to last nine months from the task order award date.
