About this file

This statement of need document outlines requirements for five SonTek CastAway CTDs, part number CA-CTD, to support NOAA's National Ocean Service Center for Operational Oceanographic Products and Services. The SonTek CastAway CTD is the standard portable profiling sensor used by CO-OPS for reconnaissance, installation, and maintenance of environmental monitoring stations which provide critical data for marine transportation. Significant prior testing has been done to verify the accuracy and specifications of this unit for CO-OPS applications. Procuring alternative equipment would require extensive additional testing, training, and purchase of support equipment as well as delaying important station work. The related federal contract opportunity is solicitation number NC-NT1000-23-01118 for the SonTek CastAway CTD sensors, issued by the Department of Commerce National Oceanic and Atmospheric Administration.

NOAA National Ocean Service Center for Operational Oceanographic products and Services Systems Support and Engineering Branch

NC-NT1000-23-01118

Statement of Need

NOAA’s National Ocean Service (NOS) Center for Operational Oceanographic Products and Services (CO-OPS) requires five (5) SonTek CastAway CTDs, Part Number: CA-CTD to support reconnaissance, installation, and maintenance efforts at environmental monitoring stations included in the National Water Level Observation Network (NWLON), Physical Oceanographic Real Time System (PORTS), National Current observation Program (NCOP), Texas Coastal Ocean Observation Network (TCOON), hydrography, photogrammetry, VDatum and other special projects.

The SonTek CastAway CTD, Part Number: CA-CTD is CO-OPS’ standard portable CTD profiling sensor used for the reconnaissance, installation, and maintenance of environmental monitoring stations. The observations from CO-OPS’ environmental monitoring stations are a critical component of the Nation’s marine transportation system, and the CastAway sensors are required to make precise scientific measurements to help ensure the proper installation and operation of these observatory systems. The required SonTek CastAway sensors are the only CO-OPS approved portable and ruggedized CTD for use in this application. Significant engineering effort was utilized to thoroughly test the unit, verify accuracy specifications, and write operating procedures for the use of this unit in CO-OPS applications. Implementing a different sensor in place of the current unit will result in additional cost and resources. Also, there will be resulting delay for testing, training, and purchase of support equipment.

Procurement of different equipment will require extensive testing including bench testing using controlled conditions and physical measurement, controlled environmental testing to check reliability under different conditions, and long-term comparison testing with accepted equipment at multiple real-world locations. These tests and the analysis of the resulting data take a large amount of time, money, and resources to conduct. If different equipment is procured additional resources will also be required for training personnel on the use and maintenance of the new equipment.
