About this file
This is a Statement of Requirements for a Laser Tracker Scanning System issued by the National Institute of Standards and Technology (NIST) Engineering Laboratory. The solicitation seeks to procure one Leica ATS600 System or equivalent laser tracker scanner for robot and robot systems research, with specific technical requirements including reflector-based and reflector-less measurement capabilities, 360-degree horizontal and ±145-degree vertical fields of view, and compatibility with Polyworks and Spatial Analyzer software.
The procurement includes a two-year factory warranty and one year of preventative maintenance and calibration services. Delivery is required within four months after receipt of order (ARO) to NIST's Shipping and Receiving in Gaithersburg, MD, with no installation service required. The solicitation will be evaluated using a Lowest Price Technically Acceptable (LPTA) methodology, with quotes due by June 17, 2025 at 11:00 AM ET. Quotations must be submitted electronically, and vendors must have an active SAM.gov registration to be considered for award.

Statement of Requirements Laser Tracker Scanning System
I. BACKGROUND
The National Institute of Standards and Technology (NIST) Engineering Laboratory performs research to inform standards development for robots and robot systems for manufacturing, emergency response, and industrial and on-road automated vehicles.
Equipment to generate ground-truth information and high-throughput three-dimensional data acquisition is required for this purpose.
II. SCOPE
The purpose of this acquisition is to procure one laser tracker scanner system for robot and robot systems research.
III. REQUIRED SPECIFICATIONS
The contractor shall provide a Leica ATS600 System OR EQUAL in accordance with the following minimum salient characteristics:
A. One (1) Laser Tracker Scanner System with the following capabilities:
• A single instrument must be able to operate both as a laser tracker
(performing reflector-based measurements) with spherically-mounted retroreflector (SMR) cooperative targets, as well as a scanner (performing reflector-less measurements) to obtain point cloud data of surfaces without the need for SMRs, and without the need for any additional accessories or attachments.
• Reflector-based Measurement Requirements:
o Capable of tracking an SMR up to 80 meters or higher and as close as
0.8 m or lower.
o Must have a maximum permissible error (MPE) for angular accuracy of
± 15 µm + 6 µm/m or lower, according to ISO 10360-10:2016.
o The MPE of length Measurement (EUni:0:LT, MPE) must be ± 100 µm, according to ISO 10360-10:2016 Chapter 6.4, Table 4, positions 1 to 35.
o A field of view of 360° in the horizontal plane.
o A field of view of ±145° or larger in the vertical plane.
• Reflector-less Measurement Requirements:
o Capable of performing automated scans based on user-selected scan settings and field-of-view around the scanner’s origin, without the need for additional automation or positioning equipment.
o Capable of obtaining scans of surfaces up to 60 meters or higher, and as close as 1.5 meters or lower.
o Range noise of 80 μm or lower (1 standard deviation from a best-fit plane) when measuring a planar target of 78% albedo (or lower), placed anywhere between 1.5 m to 30 m.
o Absolute accuracy of ±300 μm or lower of MPE of the absolute position of a planar target of 78% albedo (or lower), placed anywhere between
1.5 m to 30 m and anywhere between 0° to ±45° incidence angle.
o Conforms to the following ASTM E3125-17 specifications:
Angular performance of ±50 µm + 10 µm/m (Etwo-face,MPE) Length measurement error of ± 150 μm (Edistance,MPE, per ASTM
E3125-17 tables 2,3&4) o A field of view of 360° in the horizontal plane.
o A field of view of ±145° or larger in the vertical plane.
o A scanning rate of 1KHz or higher.
• Portable with the ability to be powered by AC mains and a hot-swappable battery.
• Built-in camera that provides a live view from the instrument to assist with the measurement operations.
• Compatible with InnovMetric’s Polyworks and Hexagon’s Spatial Analyzer software.
• Power output of lasers must not exceed that of a Class 2 Laser Product in accordance with IEC 60825-1 Second Edition (2014-05).
• Tested by an ISO 17025-compliant calibration facility, and the test results must be provided with a certificate upon delivery.
B. One Year of Preventative Maintenance and Calibration
The Contractor shall provide one year of preventative maintenance and calibration services to begin following the delivery of the system. Maintenance and calibration services shall cover maintenance, calibration, and repair work – separate from warranty – as required. This service shall include labor, parts, and hardware technical support.
IV. WARRANTY REQUIREMENTS
The Contractor shall provide a two-year factory warranty. The factory warranty shall include parts and labor costs for any repairs required due to product defect during the warranty period.
V. DELIVERY REQUIREMENTS
Delivery of the required products shall be made F.O.B Destination to the address below.
Delivery shall be completed not later than four months after contractor receipt of order
(ARO).
Delivery shall be made to the NIST Shipping and Receiving address identified below.
The delivery will then be directed to the equipment’s final destination, also identified below.
NIST Shipping & Receiving 100 Bureau Drive
Building 301 Gaithersburg, MD 20899-0001
NIST Final Equipment Destination 100 Bureau Drive, Building 202/Room 130-1 Gaithersburg, MD 20899
Installation service is not required.
VI. TRAINING REQUIREMENTS
None.
VII. INSPECTION/ACCEPTANCE
The NIST Contracting Officer’s Representative (COR), in coordination with the NIST Subject Matter Expert (SME), will inspect products and verify that all required specifications are met. Inspection will include running and testing of the equipment. The Contractor has the right to be present for inspection at its own expense. Inspection and acceptance shall take place not later than fourteen (14) days after delivery. Inspection of the service agreement will include verification that it is in effect for the period required and meeting all other requirements identified in this document.
