Statement of Need For
Fabrication Flight, Perfect Point E-Drill "or equal to"
3 May 2023
Vendor must supply a product that meets or exceeds the following:
1.0 Solution to fill need for an E-Drill
The Structural Maintenance and Metals Technology shops has a need for a Perfect Point’s, E-Drill "or equal to" and accessories that will help alleviate the time spent manually scribing around fasteners heads to remove paint, drilling out fasteners and punching them out with a hammer and punch sets. The reason why this need exist for two shops is because there both shops have the capability to remove various fasteners. The S-Blaster "or equal to" which is an accessory to the E-Drill will be used to remove a perfect circle of paint around fastener heads while the E-Drill and pneumatic accessory kit will be used to electronically charge the fasteners and punch the fasteners out. This allows for a clean and quick removal process with one strike preventing less foreign object damage and clean up. The lack of an E- Drill will limit our efficiency, speed, create unnecessary foreign object damage (FOD) and continue to lead to various health issues while removing multiple different fasteners on Aircrafts, Engines and Aerospace Ground Equipment
(AGE).

1-year limited warranty on part/Labor (See Warranty Statement for Details)
4.0 Justification:
The Structural Maintenance Shop is tasked with removing hard metal (Titanium, Inconel, Monel, CRES, Steel) fasteners of various sizes during repairs on Airframes, Engines, and AGE. Currently the E-Drill is the only equipment on the market with this revolutionary design that incorporates electrical charge to weaken hard fasteners without causing damage to the surface or subsurface structure. Acquiring the E- Drill will alleviate thousands of fasteners that the Structural Maintenance and Metals Technology shop consumes annually and reduce the time spent removing those fasteners manually by 10 minutes on average to include cleanup. Another area where the E-Drill performs outstanding when compared to our current process is in the precision and accuracy of the fastener removal without any defects while creating less FOD (2 pieces head and shank) cleanup. This will ensure that the holes aren’t damaged or elongated during the removal process and negates cleaning up thousands of metal shavings along with a shank and a

Furthermore, in terms of health concerns due to conventional fastener removal methods, some of the leading side effects in both career fields are hearing loss (drill/rivet gun 100-130 decibels), carpal tunnels, tremors and arthritis due to the vibration and noise levels. The E-Drill’s quite operation of 75 decibels, alleviates the requirement for hearing protection.
Also, the vibration is significantly reduced compared to conventional methods. The Lack of an E-Drill will limit our capabilities and continue to add more constraints as our aircrafts continue to age. This constraint will heighten when we acquire the KC-46 and begin removing fasteners that we do not currently have all the necessary equipment to replace. However, with the E-Drill our capabilities are exponential, and we will be well will within the 21st century in terms of forward progression in the both the Structural Maintenance and Metals technology career fields.
5.0 Date Needed:
This request for the E-Drill "or equal to" and accessories is required to be in place by June 1st, 2023.
6.0 Place of Delivery
The E-Drill will be delivered to 6 MXS Fabrication Flight 7719 Hangar Loop Dr, MacDill AFB FL, 33621, Hangar 3.
