MEMORANDUM FOR RECORD

SUBJECT: Statement of Need for BAFB Ordnance Deformer

1. Purpose: The DoD and Defense Logistics Agency (DLA) have been at an impasse for 3-

4 years to sell expended ordnance that bases generate. Due to this impasse, BAFB has a stockpile of 50+ drums (aprox. 16.25 tons) of expended brass that it has to store. We still could send it to DLA but we would not get reimbursed for our expended ordnance.

Purchasing this Ordnance Deformer, Stationary Electric Model#18850 would enable us to deform our own expended ordnance brass, per DoD direction, and we would have the ability to sell the deformed ordnance through the Qualified Recycling Program (QRP).

We could also assist other bases locally with the deformation of their expended ordnance and perhaps receive a portion of their expended ordnance for our program.

2. Requirements: DoDI 4715.23, 4.5.c. Exceptions. (1) Expended Small Arms Cartridge

Case (ESACC). ESACCs (.50 caliber (12.7 mm) and smaller) are Material Potentially

Presenting An Explosive Hazard (MPPEH) in accordance with DoDI 4140.62. Once this material is certified as Material Documented As Safe (MDAS), it can be transferred to a

QRP. All other expended casings larger than .50 caliber (12.7 mm), even if certified safe, must be turned in to DLA Disposition Services. For MDAS transferred to the QRP, two sales options are available: direct QRP commodity sales and DLA Disposition Services sales. (a) When conducting direct commodity sales through the QRP, in accordance with

DoD 4160.28-M: 1. ESACCs must be properly crushed, shredded, granulated, or deformed using an ordnance deformer, hammer mill shredder, rotary blade granulator, or other approved methods.

3. Delivery Date: Upon approval of this Unfunded Request, BAFB would place the order for this piece of equipment and Bouldin & Lawson, LLC would have 120 days to manufacturer this piece of equipment. BAFB would also have to prepare a location (pour a concrete slab) for the placement and the electrical hook-up of this piece of equipment.
