RFP# SOL-OAA-15-000139 - AMENDMENT 001

Q1. Are continuation pages available for the USAID form AID 302-3? If offeror wishes to provide more work experience in Section B and C of the form, which only has space for 1 entry each, what is allowable? The RFP states that Resumes must be attached to the form, so is it allowable to put all relevant paid and non-paid work experience on the Resume in addition to the brief form?

A1. As per the instructions on AID 302-3, please attach additional pages. Each page should list the section in AID 302-3 to which you are responding and include your name, address and the RFP number.

Q2. Is there a page maximum for the "brief appendix or cover letter that demonstrates how prior experience and/or training address directly the evaluation criteria" (also referred to in another part of the RFP as "Supplemental document specifically addressing the Quality Ranking Factors (QRFs)")?

A2. No there is no page restriction for your cover letter or brief appendix. The only page limit is for the professional writing sample.

Q3. Since transcripts and/or certifications must be attached, do you want all transcripts for college degrees received or, in the case of a graduate degree recipient, just for the post-graduate/professional degree? Is .pdf version of unofficial transcript acceptable? Does "certification" imply .pdf version of diplomas for undergraduate and graduate degrees received is acceptable?

A3. Please attached all transcripts that support your education/experience. All documents must be in PDF format.

Q4. I am having problems with the form. The form does not allow me to type in information under Section C #9.

A4. This error on the form is in the process of being “fixed.”

For the purpose of this application, please provide the information on a separate page, clearly identifying it as response to Section C, box 9.

Q5. Can companies provide candidates for this solicitation?

A5. Companies cannot respond or supply resumes in response to this solicitation. At USAID, a personal services contractor, or PSC, is an individual who enters into a contract that generally establishes an employer-employee relationship with the Agency. The individual appears, in many respects, to be a Government employee;

however, USAID’s PSCs are legally not USG employees for the purpose of any law administered by the Office of Personnel Management.
