PERFORMANCE WORK STATEMENT

BACKGROUND

The LRD-405 is an office barge assigned to the Huntington District Regional Rivers Repair Fleet, Light Capacity Fleet. The vessel is used throughout the Great Lakes and Ohio Rivers Division to perform major maintenance and repair activities. LRD-405 was built in 1974 and requires dry-docking to perform hull maintenance and equipment repairs to ensure the barge will meet USCG regulatory standards. These specifications cover the requirements for dry dock and repair to the Government owned office barge “LRD-405”.

The following definitions are applicable to phrases and acronyms used throughout this scope of work:

ABS – American Bureau of Shipping

Contract Drawings/Photos – drawings/photos that, along with any specifications, define the performance work statement using a high level of detail.

COR - Contracting Officer’s Representative - a member of the contract management and quality assurance team authorized by the Contracting Officer (KO) to perform certain administrative and managerial duties. A copy of the COR’s authority letter is furnished to the contractor.

K.O. - Contracting Officer - A person with the authority to enter into, administer and/or terminate contracts and make related determinations and findings.

USACE – Acronym for United States Army Corps of Engineers As a minimum, all maintenance, repairs, physical alterations, and testing shall be in accordance with the rules, regulations, and standards of the following regulatory agencies and organizations:

American Bureau of Shipping (ABS) “Rules for Building and Classing Steel Barges.”

American Bureau of Shipping (ABS) “Guide for Shipbuilding and Repair Quality Standard for Hull Structure during Construction”

American Bureau of Shipping (ABS) “Guide for the Class Notation Underwater Inspection In Lieu of Drydocking

(UWILD)”

For the rules, regulations, and standards listed above, the contractor shall use the most recent revision in effect on the date of the contract award. If the contractor should find any discrepancies between the standards, the contractor shall notify the COR.

SW-1 Dry-Docking

1.1 Vessel shall be dry-docked at the site where repairs are to be performed prior to any and all maintenance and/or repair work specified in this Contract. The Contractor shall be responsible for positioning and aligning the supporting blocks in such a manner which will prevent vessel damage. The supporting blocks shall be located in such a manner that load bearing weight of the barge is on the frames and/or bulkheads of the hull, and shall be supported so that the bottom of the hull is elevated at a height above the floor which will allow all work to be accomplished. Prior to any dry docking, the contractor shall prepare a proposed blocking plan and submit the blocking plan to the COR for approval. The dry-dock and/or other facilities where work under this contract is being performed shall be kept clean and free of expended blasting abrasives, scrap metal, water, scrap lumber, and other debris. All air hoses, water hoses, and electrical extension cables on or about the vessel shall be kept arranged in a neat, orderly, and professional fashion.

1.2 The Contractor shall remove and relocate dry docking blocks and/or supports, or refloat and re-dry-dock the vessel as needed at no additional cost to the Government in order to ensure complete coverage of cleaning, painting, welding, and prep work for any and all work as specified herein. Prior to doing so, the Contractor shall notify the Government of its plan to relocate the blocks to adequately support the vessel and will provide a new proposed blocking plan and submit to the COR for approval.

1.3 Shore Power and Access. As part of the dry-docking barge set-up, shore power shall be provided to the barge for the duration of the contract period. Minimum shore power requirements provided shall be; 208-480 volts AC, 3 Phase, 60-amp service. A hard wired or plug and receptacle shore power connection shall be made by qualified shipyard personnel in consultation with members of the Light Capacity Repair fleet crew to ensure the correct phasing is achieved when energized. Once the barge is dry-docked and secured, the contractor will provide access using conventional stairs secured at the main deck of the vessel.

SW-2 Abrasive Blasting – Pressure Washing

2.0 Contractor shall perform media blasting, washing, cleaning and preparation to all areas listed below.

2.1 Exterior Hull – the entire exterior of the hull down from the main deck edge to include all exterior surfaces below.

2.2 Exterior Decks Surface Preparation - both main and upper exterior decks from port to starboard side and from forward to aft.

2.3 Main Deck - Cleats, Fairleads, Kevels, Bitts and Vents.

2.4 Media blasting, cleaning, pressure washing and preparation of all areas listed above in 2.1, 2.2, and 2.3, shall include removal of rust, oxidation, dirt, oil, and grease, and shall be in accordance with Steel Structures Painting Council Standards, SSPC-SP 10 (Near White Blast). After wet or dry blasting, the surface profile shall be jagged, with a profile depth between 1 and 2 mils as measured by ASTM D4417, Method C. Appropriate abrasive blast media shall be used to produce the desired surface profile and to give an angular anchor tooth pattern. If recycled blast media is used, an appropriate particle size distribution shall be maintained so that the specified profile is consistently achieved. Steel shot or other abrasives that do not produce an angular profile shall not be used.

Surfaces shall be dry at the time of blasting.

2.5 In preparation of and prior to any abrasive blasting any item that is NOT to be blasted, shall be adequately covered and protected (such as windows, doors, vents, lighting, air conditioning unit) to prevent damage.

2.6 Sheet Metal siding on the main deck shall be pressure washed AFTER the remainder of the vessel has been blasted and painted. This sheet metal siding around the cabin on the main deck is NOT to be abrasive media blasted. All pressure washing will use fresh water and completed in accordance with Steel Structures Painting Council Standards SSPC-SP12-High Pressure Water Cleaning (HP WC – 5,000 to 10,000 psig).

SW-3 Audio Gauge

Audio – Gauge Requirements. The Contractor shall acquire the services of a marine surveyor to audio-gauge various locations throughout the vessel in accordance with 7-3-2/5 ABS Steel Vessel Rules for Special Periodical Survey No. 4 and Subsequent Special Periodical Surveys (Age > 15 Years). The Contractor is responsible for any and all coordination to ensure that the marine surveyor and their equipment are acceptable to ABS and USCG requirements prior to the start of any audio-gauging work. The minimum requirements for thickness measurement at Special Periodical Surveys is as followed:

Three (3) transverse sections within the amidships 0.5L, (in way of cargo spaces, if applicable), avoiding those spaces previously gauged.

Internals of the hull both forward and aft.

Wind-and-water strakes, port and starboard, full length.

Flat keel plating full length. Also, additional bottom plates in way of cofferdams and aft ends of tanks.

Plating of sea chests. Shell plating in way of overboard discharges as considered necessary by the attending

Surveyor.

3.1 The Contractor shall be responsible for having the marine surveyor provide a detailed report of the Audio-gauge readings. As part of this work, the Contractor shall be responsible for providing all labor and equipment for removal of paint which allows for readings and therefore paint repairs, including non-skid surfaces where applicable.

The Contractor shall submit the report within 10 days after the barge has been delivered to the Contractors facility and shall include a proposal for any repairs necessary to maintain the structural integrity of the barge. The Government will determine if a contract modification is required based on the condition report provided, physical inspection results, and reasonability of the proposal subject to available funding.

3.2 The Contractor shall inspect all hull compartments and document the interior condition of the barge and provide photographs of any paint failure and/or existing corrosion. The Contractor shall inspect all interior compartments of the vessel and document the condition. The Contractor shall submit a detailed report including location and photographs of each notable breach in the interior paint coating, structural damage and excessive corrosion points.

The Contractor shall submit the condition report within 10 days after the vessel has been delivered to the Contractors facility and shall include a proposal for any repairs necessary to maintain the structural integrity of the vessel. The Government will determine if a contract modification shall be pursued based on the condition report provided, physical inspection results and reasonableness of the proposal subject to the availability of funding.

SW-4 Welding

4.1 Corrosion Pitting Repair. Upon Inspection, the Contractor shall repair rust pitting in scattered locations on the hull. Weld fill all pits having a depth of 3/16” and greater. Since the scope of the pit repairs cannot be determined until after the vessel is dry-docked, offerors shall quote a unit price per pit. Estimate up to 2000 pits maximum to be welded per welding procedures listed in this scope of work. Once the rust pits are filled with weld, they shall be ground smooth to be flush to the base metal exterior of the hull.

4.2 Hull Weld Seam and Crack Repair. The Contractor shall weld any cracks found in seams in scattered locations on the hull. The Contractor shall vee-out (using a grinder) existing welds prior to welding seams and cracks. Since the scope of the weld seam repair, if any, cannot be determined until after the vessel is dry-docked, offerors shall quote a unit price per linear foot of seam. A quantity of 50 linear feet maximum will be used for comparison of quote. For purposes of this provision a seam will be considered any line contact between two or more members. Payment for welding any seam will be on a linear foot of seam basis regardless of the number of members forming the seam or the number of passes or their locations required, as long as all welding passes affect substantially the same heat-affected zone. Lapped seams between parallel plates shall be considered two seams if each edge of each plate is welded.

4.3 All welding under this contract shall be performed only by welders who have successfully passed qualification tests accepted by the American Bureau of Shipping or other regulatory agency acceptable to ABS. The contractor shall bear the expense of conducting these tests and shall certify, by name to the Contracting Officer, welders who have successfully passed the prescribed tests and hold current, valid certifications. The contractor shall require any welder to repeat these tests when in the opinion of the Contracting Officer’s Representative, the work of the welder indicates a reasonable doubt of his proficiency. In such cases the welder shall be re-certified as above if he/she successfully passed the retest; otherwise, he/she shall be disqualified until he/she has successfully passed the retest.

4.4 The contractor shall maintain records of the individual welder’s certification during the course of the contract.

The records are to be available for examination upon request of the Contracting Officer or his representative. The electrodes used throughout the work shall be suitable for use with the parent metal at each weld. Electrodes shall be received on the job in unbroken packages bearing the manufacturer’s label or be otherwise marked. Electrodes shall be stored in accordance with the manufacturer’s recommendations. Electrodes shall meet all applicable American Welding Society (AWS) specifications for the type of electrode being supplied.

4.5 Assembly of all welded joints before welding shall be such as to secure proper gaps in butt welds and proper metal contact in fillet welds. Welding shall not be used to close openings larger than stipulated for each plate thickness by ABS. All watertight seal welds shall be of "bead" type; no "weave" or "stitch" welding will be permitted. Welding procedures, as to direction, length, numbers and sequence of beads, shall be carefully planned to minimize lock-up stresses. Care shall be exercised to produce smooth even beads, especially on all exposed plating and fittings. Beads shall be ground where directed by the Contracting Officer or their authorized representative.

4.6 A detailed description of all welding procedures being employed during repairs shall be available to the KO or their authorized representative.

4.7 Non-Destructive Examination. The Contracting Officer may require non-destructive testing of Contractor welds. If Contractor welds are to be non-destructively tested as required by the Contracting Officer, the Contractor shall make the necessary arrangements for the non-destructive testing by a recognized testing agency. If the welds are found to be satisfactory, the Government will pay the costs of the non-destructive testing. If the welds are found to be defective, the Contractor will be required to bear both the costs of the non-destructive testing and of the required re-welding.

4.8 The Contractor shall maintain an approved weld inspection system and perform required inspections to assure compliance with contract requirements. Welding shall be subject to inspection by the Contracting Officer or his authorized representative to determine conformance with the requirements of AWS D1.1, the approved welding procedures and provisions stated in other sections of these specifications. The Contractor shall clean the welds of scale, slag, weld spatter, etc., in preparation for inspection. The Contractor shall ascertain that all welding conforms with the requirements of AWS D1.1 and/or these specifications as to size, length, location, and positioning of members prior to welding, particularly members that are to be positioned into close contact for welding. The Contractor shall carefully examine each weld for surface defects, undercutting, lack of fusion, insufficient penetration, porosity, craters, cracks, gas pockets, etc., in the weld or base metal.

4.9 Preheating shall be performed as required by AWS D1.1, Sections 4.2 and 4.3 except that the temperature of the base metal shall be at least 70 degrees F. The weldments to be preheated shall be slowly and uniformly heated by approved means to the prescribed temperature, held at that temperature until the welding is completed, and then permitted to cool slowly in still air.

4.10 The electrode, electrode-flux combination and grade of weld metal shall conform to the appropriate AWS specification for the base metal and welding process being used. The AWS designation of the electrodes to be used shall be included in the schedule of welding procedures. A controlled temperature storage oven shall be used at the job site as prescribed by AWS D1.1, Section 4.45 to maintain low moisture of low hydrogen electrodes.

4.11 All completed welds shall be cleaned and carefully examined for insufficient throat or leg sizes, cracks, undercutting, overlap, excessive convexity or reinforcement, and other surface defects to ensure compliance with the requirements of AWS D1.1. The cost to repair defective welds and retesting shall be borne by the Contractor.

4.12 Contractor is required to maintain a continuous fire watch and/or fire prevention measures at all times during welding operations which will include at a minimum, a compatible fire extinguisher physically located at each welding operation. Whenever the reverse side of a weld cannot be seen, a fire-watch person shall be placed at the reverse side if feasible.

4.13 Welding leads and ground wires shall be arranged to prevent grounding through bearings in machinery on the vessel.

4.14 The contractor shall be responsible for all damages caused by his employees and subcontractors while performing all welding work required in this specifications. The contractor shall repair and/or replace all damaged equipment, parts, or structures without any cost or charge to the Government.

SW-5 Deck, Hull and Superstructure Painting All grease fittings shall be masked to prevent contamination with paint chips, dirt, etc. All lenses of the navigation lights must be cleaned and masked as soon as possible, before any cleaning, blasting, or painting takes place elsewhere. After all painting and cleaning work is completed, remove masking tape. Lenses should be cleaned with mild soapy water only. All masking must be removed as soon as possible after all cleaning and painting is completed. All tape, glue, overspray, and drippings must be completely removed.

5.1 Exterior Painting. The hull, push knees, all exterior decks, all deck fittings, all hatch covers, both ladders, all handrails of the LRD- 405 shall be a painted subsequent to surface preparation. Once the hull has been sand blasted and repaired as needed, and after ALL new apparatus’s/components and/or parts installed/located within or on the vessel, the hull and new hull plating has been welded, tested and approved, it shall be painted. The hull shall be painted with a minimum of 10-14 mils (254 — 356 microns) of underwater primer and then top-coated. Once the top-coat is dried and cured, the contractor will apply 8 mils (203 microns) of antifouling.

5.2 Paints listed below are acceptable under these specifications. The Contractor shall submit a Paint Schedule to include a list of paints, types and brands, a list and/or locations of paint indicating paint color indicating applied tolerances (thickness) for each paint in which it will be applied in accordance with the specs of the contract to the Contracting Officer for approval prior to the start of painting. Color references below, (such as “red” or “black”) in these specifications refer to the color definitions below. All paint tolerances and thicknesses will be measured at dry film thicknesses (DFT) once dried and cured.

1. First Coat: all areas red epoxy anti-corrosive, (1) coat with a minimum 10 mils (254 microns) DFT

2. Second Coat: Finish below water line: Underwater black epoxy anti-corrosive, (2) coats @ 6 mils (152 microns) DFT.

3. The Main and Upper Deck walking/working surfaces shall be painted with non-skid Anticorrosive, (Federal Color 16473)

4. The Main Deck House Exterior Structure exterior surface shall be painted with non-skid Anticorrosive

(Federal Color 10076)

5. The Main deck housing and underside of upper deck overhang shall be painted with (Federal Color

17855).

6. Six inch (6”) red stripe on upper deck house perimeter, red (11136) – exact location and dimensions to be agreed upon between the Chief, Light Capacity Fleet and contractor.

7. All main deck cleats, bits, bollards and fairleads shall be painted with Yellow (Federal Color 13655)

8. All handrails, stairs and runners shall be painted with black (Federal Color 17038)

9. All hatch covers on main deck, yellow (13655), non-skid Anticorrosive, epoxy or enamel.

10. Main Deck House Exterior Structure, white (Federal Color 17855) (Corps’ Old Ivory color)

11. Hull Exterior & Toe Knees, Black (Federal Color Code 17038)

12. Deck Fittings and steps on (2) exterior stairs, yellow (Federal Color Code 13655) (epoxy or enamel)

13. Draft Marks and Corps Markings on hull, white, (Federal Color Code 27880) (epoxy or enamel)

* Non-skid additive shall be added to the last coat on all deck areas.

* Deck fittings and lettering or numerals shall be over-coated (over the barrier coat) with a top coat of at least 4 mils.

* The following areas shall not be painted:

Galvanized surfaces Internal surfaces of piping Stainless Steel Electrical cables/conduit/housings or cabinets Rubber Hoses Chrome Surfaces Brass/Bronze Surfaces Varnished Wood

5.3 All paint specified to be applied under this Contract, shall be furnished by the Contractor unless otherwise stated. Any materials not specified, shall be of the best quality and suitable for marine application and subject to the approval of the COR.

5.4 Surface preparation, painting, staining and varnishing of new and old construction, shall be in compliance with “Painting: New Construction and Maintenance”, EM 1110-2-3400, 30 April 1995. All paint used shall be thoroughly mixed at frequent intervals.

5.5 Paint shall not be applied when atmospheric conditions will affect its application, sustainability or durability.

5.6 Each coat of paint should adhere firmly and uniformly to the surface which it is being applied to. Sufficient drying time shall be allowed between coat applications.

5.7 In general, if paint is sprayed, each coat of paint shall consist of a double spray coat in which the surface or section of a surface to be coated, is sprayed in a series of half-lapped passes over the surface or section of the surface, and then sprayed again at right angles to the first spraying direction in half-lapped passes.

5.8 Ferrous metal Primer shall be a single component surface tolerant zinc and micaceous iron oxide filled primer, moisture-cure urethane, or other approved moisture-cure zinc filled primer of equal properties. The primer shall be lead and chromate free.

5.9 Top coat or finish coat, shall be painted using the following Federal Color Standard 595a(3):-

5.10 The contractor shall procure the services of the paint manufacturer’s representative to oversee the surface preparation and painting. Any structure, apparatus or equipment that is over-sprayed during the painting process, shall be cleaned up and returned to original or newly proposed color scheme as set forth in this Scope of Work.

5.11 Final Inspection of Painting - Prior to re-floating the barge, all surfaces (interior and exterior) painted, shall be thoroughly inspected. To allow inspection by the Government, the contractor shall give notice to the COR 7 calendar days in advance of undocking the barge from the dry dock. In addition, the contractor shall give notice to the COR 7 calendar days prior to shifting the barge while on dry dock for complete hull coating coverage.

If there are any defects or damage to the coating of the vessel, the contractor shall repair the coating to restore the integrity of the paint system, and to meet the requirements of this specification. All damage shall be cleaned to bare metal, spot blasted to restore profile, and re-coated with the entire paint system schedule.

The vessel shall not be re-floated until:

The painting documentation as required in paragraph H below has been provided to the COR. The documentation must show compliance with this specification in all areas, and all readings taken.

The painting has been inspected by a Government representative and approved by the COR. The contractor shall provide documentation for the painting prior to the inspection by the Government.

Any additional painting required as a result of the final inspection shall be done as required which meets the requirements of this contract at no additional cost to the Government.

SW-6 Potable Water System

6.1 Existing potable water tank, all associated piping and pump is to be removed and discarded by the Contractor.

6.2. The Contractor is required to furnish and install 1 new water filtration kit, before water tank, in the lower void, on potable water tank fill pipe, within the lower hold below the main deck. Assembly should be equipped with a 1” NPT inlet/outlet connections which provide unrestricted flow rates of up to a minimum of 45 gallons per minute (gpm)/170.3 liters per minute (lpm). Head assembly should be designed with 2 high housing design which allows for replacement cartridges and cartridge change out and replacement. Water filtration kit will be located in such a manner which allows access for maintenance, replacement, and change out of filters.

6.3 Furnish and install, in the lower void space on the starboard aft side, 2 new poly potable water tanks with a 2,500 gallon capacity per each tank, with all new associated piping and valves between both tanks.

6.4 Furnish and install new 1 ½” schedule 40 copper pipe connecting from new potable water tank to the new pre-pressurized water tank.

6.5 Furnish and install within the lower void space, on the port aft quarter, 1 new, heady duty, corrosion resistant, pre-pressurized 86 gallon water tank with 1 ¼” NPTF connections, with 125 max psi and 100psi max relief pressure.

6.6 Furnish and install in the lower hold, close to the contractor installed pressure tank and potable water tanks, 1 each, new, 1HP Convertible type Jet Pump, 115/230 Volts, 1 (single) Phase, 1" FNPT Discharge, Cast Iron Body, including new pressure gauges and new plugs. Wiring from this pump is to be routed up to the mechanical room on the main deck using watertight bulkhead fittings.

6.7 Furnish and install within the lower hold, close by the pre-pressurized water tank in, 1 each, new 4500 watt, water heater, with a 50-gallon (nominal) tank, outfitted with a coregard type sacrificial anode or similar in design and function. Connect supply lines to and from this heater and the water service line(s) from down inside the same lower void space.

6.8 Furnish and install in the mechanical room on the main deck, 1 new wall mounted electrical shut-off switch for new water heater. Furnish and install within the breaker panel, (1) new 220v breaker and associated wiring for the new water heater installation.

6.9 Furnish and install 1 new brass “in” check valve between newly installed potable water tank and pump.

6.10 Furnish and install 1 new brass “out” check valve after the pre-pressurized water tank.

SW-7 Sewage System

7.1 The Contractor is required to furnish and install, within the lower hold below the main deck; on the port side aft end of barge, 1 each, new Marine Sanitation Device (MSD), with a182 gallon minimum capacity, Sewage Treatment System, with a minimum of 8 person capacity, with all attached pump, piping, regenerative blower and electrical supply box with alarm system. Contract will submit MSD spec sheet and bill of material for to Contracting officer for review and acceptance prior to installation.

7.2 Route and connect electrical supply to vessel’s main distribution supply within the mechanical room, to a designated breaker labeled “MSD”, for the Marine Sanitation Device.

7.3 Route and connect all new black water system schedule 80 CPVC piping to the new MSD, from all toilets on main deck.

7.4 Furnish and install 1 new compatible valve on wastewater piping prior to entry into the MSD so as to shut-off supply to the tank for routine maintenance.

7.5 Furnish and install new schedule 80 CPVC piping for the MSD to include a compatible valve so treated waste water can be pumped overboard or into newly installed waste holding tank (SW-7.6).

7.6 Furnish and install, within the lower hold below the main deck; aft end port side and forward of the newly installed pre-pressurized 86 gallon water tank, (1) new 2,500 gallon capacity, poly, black waste water holding tank, with all new associated schedule 80 CPVC piping and valves from MSD.

7.7 Furnish and install (1) new pump-out discharge pipe with 1 ½ inch chemlock fitting and cap, connecting the newly installed black water tank and an outlet pipe on the main deck.

7.8 Furnish and install (1) label/sign, on the bulkhead above the outlet pump out pipe on deck, denoting “Holding Tank Pump Out” using 1” lettering to be either a painted stencil or permanently affixed decal.

7.9 Furnish and supply chlorination tablets (1each 5 gallon bucket full) for use with the MSD.

SW-8 Gray Water Holding Tank

8.1 Furnish and install (1) new 2,500 gallon capacity, poly, gray water holding tank, below the main deck in the aft void in the center compartment, with all required piping and valves and pump out discharge pipe and cap on the main deck to ensure completed system.

8.2 All the vessels bathroom sinks, newly installed galley sink and the (2) shower drains are to be plumbed so as to empty into this new gray water holding tank.

SW-9 Rubber Fendering

9.1 Furnish and install timco type (4 each) Push knee weld on bumpers on forward push knees (2 pieces on each knee) to measure 48”x7” on ½” plate

9.2 Furnish and install timco type (8 each) Push knee weld on bumpers across bow (1 row) to measure 10”x7”x48” on ½” plate

9.3 Furnish and install timco type (8 each) Push knee weld on bumpers across stern (1 row) to measure 10”x7”x48” on ½” plate

9.4 Furnish and install timco type (4 each) Push knee weld on bumpers (1) on each corner forward and aft to measure 18 ¼” on ½” plate

SW-10 Exterior Spud Bracket Removal

10.1 Remove the bracket assembly from the aft end of the barge on the outside hull along with all associated welds so as to make all steel across the stern end of the vessel flush and even with the stern log.

10.2 Remove all 4 (2 on the port side, 2 on the starboard side) spud brackets from the exterior hull and all associated welds so as to make all steel on both sides of the vessel flush and even.

SW-11 Hand Rails, Deck Fittings and Hatch Covers

11.1 Hatch Covers. The Contractor shall remove, clean, prep and paint all main deck hatches and hatch openings.

Remove existing deck hatch cover gaskets/seals, clean and prep deck hatch gasket/seals surfaces, and furnish and install all new main deck hatch cover gaskets/seals. Ensure watertight integrity and operation of all hatch covers. All hatch covers surfaces shall be prepped and painted using Federal Color Yellow, (13655) (marine grade epoxy or enamel).

11.2 The upper deck and main deck hand rail vertical stanchions and gate access’s shall remain in place, but shall be abrasive blasted, primed and painted using Federal Color Black, (17038) (marine grade epoxy or enamel).

11.3 The upper deck and main deck upper runs of handrail shall remain in place, but shall be sand-blasted, and painted

Black, Federal Color, Black (17038) (Marine Grade).

11.4 Between each stanchion on both the upper and main decks, shall be installed at 9 inches above the deck level, schedule 40, 1” (1 inch) pipe and welded to each and every stanchion either side of gate accesses.

11.5 Between each stanchion on both the upper and main decks, shall be installed at 24 inches above the deck level, schedule 40, 1” (1 inch) pipe and welded to each and every stanchion either side of gate accesses.

11.6 The newly installed lower and mid handrails shall be primed and painted black, Federal Color, Black (17038)

(Marine Grade).

The amount of total 1” (1 inch) schedule 40 pipe needed is 1,150 ft. which gives 2 runs at the mid and lower level between already installed stanchions and gates. This also includes the gates. Currently everything is chain link fenced in and we are removing this so as to accommodate railings.

Breakdown is as follows:-

Main deck port and stbd. 154' x 2 runs x 2 sides (port and Stbd.) = 616' Aft main deck, 28' x 2 runs = 56' Fwd. end main deck 25' x 2 runs = 50' Upper deck port and stbd. 82' x 2 runs x 2 sides = 328' Upper deck aft end 33' x 2 runs = 66'

Fwd. end of upper deck 17' x 2 runs = 34'

All these measurements include the gates on each side

11.7 TOTAL schedule 40 1” (1 inch) pipe required to be installed = 1,150 feet

SW-12 Anodes It is undetermined if any anodes are present on this vessel’s hull. If anodes are present, the contractor shall remove these and replace with new. If anodes are not present, upon dry-docking, then the contractor shall furnish and install (12) each magnesium anodes distributed evenly throughout the exterior of the hull’s underside. Anodes shall be 10lb Magnesium Anodes with Plasticol Coating or approved equivalent coatings.

SW-13 Pre-Offer Inspection All potential offerors are encouraged to attend a pre-offer vessel inspection prior to submitting a quote. The pre offer inspection will be conducted on the vessel at the US Army Corps of Engineers Barkley Lock, 758 Barkley Dam Road, Grand Rivers, KY 42045-9802 on Monday, June 29th 2020 at 9:00 am CST. All interested offerors are urged and expected to inspect the barge to satisfy themselves regarding all general and local conditions that may affect the cost of contract performance, to the extent that the information is reasonably obtainable. In no event shall failure to inspect the barge constitute grounds for a claim after contract award. Representatives of prospective offerors wishing to attend shall provide Driver’s license information (name as it is on the license, state of issue, and driver’s license number). U.S. citizens shall submit this information at least 7 calendar days prior to the visit. Foreign nationals shall submit the necessary information at least 14 calendar days prior to the visit.

All offerors and or their representatives who attend the inspection are required to bring the following safety equipment with them:

* Hard Hat

* Safety Toe Footwear

* Safety Glasses

* Hearing Protection During the pre-offer vessel inspection, offerors will be allowed, with escort, unencumbered access throughout the barge in areas related to the work in this solicitation, with the exception of entry into any voids or tanks. Representatives of the Government will be available, but only to the extent necessary to escort offerors and assist with access. Government Representatives on the barge will not discuss the performance work statement or make any technical clarifications or interpretations. Any questions of this nature should be submitted in writing to the designated Government representative for response. In all cases, a copy of both questions and answers will be posted on the FBO.gov with the solicitation but questions and answers will not be part of the contract.

SW-14 Contractor Requirements The contractor shall furnish all plant, labor, materials and equipment to perform all operations required to make repairs and install equipment on the vessel as specified in this contract and to fulfill all requirements stated in SW-1 through

SW-12

SW-15 Contract Duration The Contractor will commence work on an agreed upon date between USACE Chief and contractor dependent on Light Capacity Fleet schedule after contract award date. The Contract duration shall be 120 days from the date the vessel arrives at the contractor’s location.

SPECIAL CONDITIONS

SC-1 Delivery, Commencement, Completion of Work and Return of Plant

a. The Government will deliver and pick up the vessel to the contractors location

b. Upon arrival of the LRD 405 at the contractor’s facility, the contractor shall take full possession and care of the vessel

c. The contractor shall provide all mooring lines and fenders sufficient in strength, quantity, location and quality to prevent damage to the vessel and the dock.

d. The contractor shall provide all necessary labor, material, services and equipment as required to safely move the barge while it is at the contractor's facility.

e. When all described work has been completed as per SW-1 thru 14, the Contractor shall schedule the

Government representative to conduct an inspection of all items stated in this contract for the purpose of acceptance.

f. The Government will accept return of plant at the contractor’s location.

SC-2 Safety and Health Requirements The Contractor shall perform all work in accordance with the US Army Corps of Engineers Health and Safety Manual, EM 385-1-1. The Contractor shall conform to the U.S. Coast Guard (USGC) and U.S. Occupational Safety and Health Requirements Standards (OSHA) regarding shipyard employees. The Contractor shall provide suitable ladders, gangways, and scaffolds for access to the job. Such equipment considered unsafe or inadequate by the Contracting Officer's Representative shall be removed and replaced by the Contractor with equipment that conforms to the above requirements.

SC-3 Performance of Work by the Government The Government reserves the right to perform work on the vessel while the Contractor is performing this work.

Government personnel, as well as materials, equipment and tools, shall be permitted to access the vessel while the Contractor is performing this work.

SC-4 Quality Control and Workmanship

General All labor shall be especially skilled for the type of work they are performing. Work shall be thorough and complete, and shall be performed under competent direction. Where work of one trade joins, passes through, or is integral with other work, there shall be no discrepancy or misfit when completed. When engaging one kind of work with another, marring or damage of previously acceptable construction shall be cause for rejection.

In engaging one kind of work with another, marring or damaging of previously acceptable construction shall be cause of the Contractor’s replacement at no additional cost to the Government.

a. Standard Parts

1. All articles, fittings, equipment, machinery and supplies used in the work covered by these specifications shall, as far as possible, be the manufacturer’s standard articles, of reliable make, the manufacturer’s current product, for which replacements are readily available.

2. All materials, machinery or other equipment installed in or delivered with the vessel shall be new and of the quality specified herein.

SC-5 Miscellaneous

5.1 All equipment, machinery or other equipment installed, repaired or worked on by the Contractor, shall be tested upon completion of all work to demonstrate proper installation and operation to the COR. This shall include all removals for access and/or interference).

5.2 Rework on any such equipment to demonstrate proper installation and operation shall be performed at the expense of the Contractor.

SECURITY REQUIREMENTS

All Contractors and subcontractor employee(s) working on any contract who require access in and/or around any Huntington District facilities, projects, owned or leased facility/space shall receive authorization to be on site at these areas based upon a favorable background investigation in accordance with “Homeland Security Presidential Directive 12: Policy for a Common Identification Standard for Federal Employees and Contractors” (HSPD 12).

The Huntington District Security Management Office shall submit contractor(s) personal information to complete the basic background investigation in order to make a recommendation to the Contracting Office of an employee’s suitability for work on Government property. The Procuring Contracting Officer (PCO) has the right to deny any contractor or subcontractor employee from working on any contract based upon the results of the background investigation provided by the Huntington District Security Management Office. The Government, Contractor, and subcontractors shall not permit any employee(s) access to drawings, blueprints, records, photos, sites, or projects until the Huntington District Security Management Office has completed an Operations Security (OPSEC) review of such items and determined they can be released.

FOR ALL CONTRACTS 1-YEAR AND SUBSEQUENT OPTION YEARS:

Contractors shall submit a complete investigation packet for each contractor and subcontractor employee to the Huntington District Security Management office within 10 working days after award of any contract, or prior to the individual being permitted unescorted access in or on District facilities.

The Contractor must also provide the following: (1) Name of the Contract Specialist with whom he/she is working,

(2) Project Name, (3) Contract Number (4) Task Order Number when applicable, and (5) Security Information Sheet on each employee working on site must be submitted directly to the Huntington District Security Management Office.

The Contractor must provide a full legal name, complete SSN#, Date of Birth, Place of Birth (City and State) and Driver’s license number if available. It is the Contractor’s responsibility to ensure the above information is accurate and legible, otherwise delays may occur.

Contractors shall have background checks completed for their employees annually in the case of Contracts with option periods. For instance, if the employee was cleared in May of 2018, they shall be cleared again in May of 2019. It is the Contractor’s responsibility to ensure that each employee’s security is up to date. Failure to comply may lead to possible removal from the project/jobsite.

The Contractor must ensure if new employees are brought in to work on an existing Contract with the U.S. Army Corps of Engineers (USACE), they must process the employee through the Huntington District USACE Security Management Office for background purposes.

FOR CONTRACTORS REQUIRING DOD COMMON ACCESS CARDS (CAC)

The documents listed below are required:

SF 85, Questionnaire for Non-Sensitive Positions (see http://www.opm.gov/forms/ to print form). FD 258, Contractor Fingerprint Card (one card for digital prints, two for ink prints) (NOTE: a trained/qualified individual must take prints, ORI block on the FD 258 must be USOPM000Z) (Contractor Fingerprint Cards (FD-258) may be obtained by Contracting Division by contacting the Huntington District Security Management Office).

Contractor shall report any changes in personnel, or at any time conditions change at least 5 working days prior to individual(s) need to have access to the site. The Contractor shall provide the same information as listed above for all new employees.

Following submission of paperwork, the Huntington District Security Management Office will conduct an initial criminal check based upon the information provided. If there are no issues, the Huntington District Security Management Office will make recommendations to the PCO or their Designated Representative. The Huntington District Security Management Office cannot give approval due to unfavorable report(s). The Huntington District Security Management Office shall coordinate with Office of Counsel and will jointly make recommendations to the PCO and/or the Designated Representative should a background investigation come back with derogatory information. The PCO will make the determination whether to allow the Contractor personnel to work on the site based on Security and Office of Counsel recommendations, and the PCO will advise the Contractor of the decision.

PRE-BID MEETINGS

Any Contractor or sub contractor who plans to attend a pre-bid site visit to any Huntington District facilities, projects, owned or leased facility/spaces must be vetted by having a background investigation conducted by the Security Management Office prior to the site visit. Information for the background investigation must contain the following: a full legal name, complete SSN#, Date of Birth, Place of Birth (City and State). It is the Contractor’s responsibility to ensure the above information is accurate and legible, otherwise delays may occur.

FOREIGN NATIONALS

The Contractor shall provide the package listed above, as well as additional materials noted below for all Foreign Nationals.
