PALLET REQUIREMENT
Contractors (drivers) delivering material to the Norfolk Naval Shipyard must come with two forms of Identification, one being a driver license or picture ID card issued by a State. The other form required is a SSN card, birth certificate issued by a state, Native American document or US citizen card. Driver(s) will not be escorted unless they have to go into the CIA.
All items/boxes over 40 lbs under this solicitation and/or contract is required to be palletized. Delivery will not be accepted to any material that IS NOT palletized. The shipment will not be offloaded and will be returned.
Material sourced or otherwise procured from NUFLO, Inc. (Cage Code: 3BZG7) and/or Synergy Flow Systems (Cage Code: 4GP29) are prohibited to be offered, sold, exchanged, or delivered to Norfolk Naval Shipyard.
Contract Number MUST be noticeable on the outside of the package and on the packing documents. All shipments must have the Contact Number or the Lead JML number labeled on the outside of all boxes. If not labeled the Warehouse may at the time of delivery turn the material away at the company's cost for not being able to identify the material.

STATEMENT OF WORK
STATEMENT OF WORK - Procurement of 1 Spare Volvo with maintenance modifications
1. SCOPE
1.1 This Statement of Work (SOW) requires a contract to purchase and modify a New Volvo Penta Volvo TWD1673GE Engine (1800 RPM) Tier 4 Final generator set. The sole intent of this requirement is to service as back up to all Norfolk Naval Shipyard (NNSY) portal cranes in the event (NNSY) experiences a catastrophic failed in one of (NNSY) existing portal crane engines. The Contractor shall make all modifications, options, and accessories listed in section (3) of this (SOW). The Contractor shall provide engine, modifications, options, and accessories in accordance with references listed in section (2) and section (3).

3. REQUIREMENTS
3.1 Safety and Personnel Protective Equipment (PPE)
3.1.1 Personal Protective Equipment (PPE). The Contractor is responsible for providing all their employees PPE and ensuring they utilize PPE while on NNSY property. All personnel will follow site requirements for always wearing PPE while in a posted area. Mandatory PPE includes a hard hat that shall be identified with the name of the respective Contractor, safety glasses with side shields, steel-toed safety shoes, and hearing protection on their person in case it is needed. In addition, all personnel shall wear any additional PPE as appropriate to control hazards of the work being performed (examples: life vests, personal fall arrest systems).
3.1.2 Fall Protection. The Contractor shall provide and utilize proper guarding around every open-sided platform and work surface edge or shall use other means of fall protection to include a fall protection safety harness and lanyard, fall restraint system, safety nets, or other appropriate protection against fall hazards meeting the requirements of 29 CFR 1910, 29 CFR 1915, and 29 CFR 1926.
3.1.3 Non-Hazardous Streets and Pedestrian Walkways. Streets and marked pedestrian walkway/aisles within the CIA do not normally require the use of mandatory PPE.
Employees using these areas for passage only are encouraged to use PPE as specified in this chapter, but its use is not mandatory. Due to the dynamic nature of industrial operations in the CIA, hazardous operations may occur intermittently in these exempted areas. Personnel present in these areas, whether equipped with PPE or not, should remain alert at all times for operations which might create a hazard which exposure would be reduced by the proper use of PPE. In these cases, personnel should immediately leave the area of the hazard. Where the hazard cannot be avoided due to the nature of the employee's work assignment, the employee should immediately obtain and use the necessary PPE before returning to the area. This exemption does not apply on piers, dry docks, and in areas around or between dry docks.
3.1.4 Spill Contingency and Control. The Contractor shall notify Fire Division 757-396-3333 immediately upon discovery of any spill discharge, regardless if Contractor generated or by another source. Notification shall identify when spills/discharges are Contractor caused. The Contractor shall cleanup all Contractor-generated spills/discharges. The Contractor shall maintain cleanup capability commensurate with the spill potential of its work operations. A “clean-as-you-go” work methodology for Contractor work shall be used to maintain a level of cleanliness that will not or cause a work environment that may be unsafe.
3.1.5 Restricted items. Contractors are prohibited from bringing onto federal property the following items:
All forms of alcohol and illegal drugs.
Shotguns, handguns, machineguns, firearm silencers, ammunition of any type, blasting caps or similar items of explosive material (i.e. fireworks), starter or flare pistols, pellet or BB guns, dynamite, teargas and their dispensing devices, and other similar devices.
Construction tools that require use of explosive materials are authorized if they are required to perform approved duties. Contractors who require one of the prohibited items listed above may bring the item onto the installation in performance of the contract (i.e., bird control, wild life management, etc.), but only when specified in the contract.
Any blades in excess of four inches, switch blade knives, underwater spear guns, bows and arrows, crossbows, slingshots and blowguns, throw blade knives, blackjacks, nightsticks, clubs, brass knuckles, tomahawks, swords, bolas, fighting sticks, throwing discs, chains, and other similar items that can be used as a weapon.
Cameras, camcorders, cell phones with cameras, computers or tablets with cameras, etc.
Smoking is only permitted in designated areas.
3.1.6 Shipyard Contractor Entry. Commander, Navy Installations Command (CNIC), has established the Defense Biometric Identification System, (DBIDS), a standardized process for granting unescorted access privileges to vendors, Contractors, suppliers and service providers not otherwise entitled to the issuance of a Common Access Card (CAC) who seek access to and can provide justification to enter Navy installations and facilities. The Contractor shall obtain and maintain DBIDS access for NNSY for all of its personnel for the duration of this Contract. For the requirements herein, participation in the DBIDS is mandatory. The Government will not be responsible for any cost or lost time associated with obtaining daily passes or added vehicle inspections incurred by non-participants in the DBIDS. The Contractor and sub-Contractors shall obtain and maintain long-term credentials through enrollment, registration, background vetting, screening, issuance of credentials, and electronic validation of credentials. 3.1.7 Security requirements for one day or less entry. Contractors delivering
Government purchased items needing access for the sole purpose of delivery of the Government purchased item, and only needing one day or less to complete the delivery, may request a Government escort in lieu of entry requirements in section 3.1.6. The Contractor must notify the Government representatives (via email and/or telephone) listed in section 6.3 for entry and escort requirements to NNSY no earlier than 10 working days prior to NNSY entry. The Government will provide an escort for each day the Contractor is required to be at NNSY.
3.1.8 Contractor Vehicle Entry. All vehicles entering any naval activity are required to obtain a permit in accordance with facility regulations. The vehicle permits can be obtained from the Pass and I.D. Office. Vehicles will be required to have a company logo or identification visible on both sides. All Contractor vehicles and equipment, when not in use, shall be locked or removed from the facility or otherwise disabled or secured preventing unauthorized operation. All Contractor vehicles entering NNSY for Contractor work shall bring the following credentials to the Shipyard Pass and ID Office:
Current unexpired company vehicle registration Current proof of state inspection (if required by the state the vehicle is registered in) Current proof of insurance Current driver’s license of the Contractor person driving the company vehicle
3.2 Engine Requirement.
3.2.1 The engine shall be one (1) Volvo Penta TWD1673GE Engine (1800 RPM) Tier
4 Final generator set.
3.2.1 Contractor workmanship shall provide a standard of quality consistent with that of OEM specifications. Contractor shall ensure that all personnel assigned to this contract possess suitable professional skills, qualifications, and certifications to accomplish the modification made to the Volvo Penta TWD1673GE Engine.
3.2.2 The Volvo Penta TWD1673GE Engine shall be modified within all specifications of the OEM and the requirements of this SOW. The Contractor shall be responsible for following all OEM specifications using OEM drawings, documents, and service publications.
3.2.3 All components and parts to be replaced or added shall be approved OEM parts. Where the OEM has substituted parts or components with a newer model or identification number, a record of superseded model numbers and designations shall be provided to the Government for its records. For OEM components or parts not available, an equivalent component or part shall be provided. Components or parts not sourced through the OEM require submittals to be submitted to contract representative (COR) listed in section (7.2) for concurrence.
3.2.4 Confirmation of compatibility to OEM component specifications and/or system design parameters. Location of the component or part on the set, including reference in the DC-39 DG set parts manual.
3.2.5 The Volvo Penta TWD1673GE Engine (1800 RPM) Tier 4 Final generator set shall be equipped with quick connecting and disconnecting fuel connections to mate up with portable fuel cell requirements listed in section (3.4).
3.2.6 The Volvo Penta TWD1673GE Engine (1800 RPM) Tier 4 Final generator set Shall be equipped with quick connecting and disconnecting cables and fittings for all functions needed to run and control load bank in accordance with section (3.3)
3.2.7 The Volvo Penta TWD1673GE Engine (1800 RPM) Tier 4 Final generator set shall have quick connect caped ends with lanyards attached to all temporary connecting were the load bank and fuel cell connect.
3.3 Load Bank Requirements.
3.3.1 Load bank shall be able to apply a full load to (1) Volvo Penta TWD1673GE Engine (1800 RPM) Tier 4 Final generator set.
3.3.2 Load bank Shall include all quick connecting and disconnecting cablings and fittings for all functions needed to run and control load bank to one (1) Volvo Penta TWD1673GE Engine (1800 RPM) Tier 4 Final generator set listed as a requirement in the
(SOW).
3.3.3 All Load bank leads and or cabling necessary to control load bank with in conjunction to one (1) Volvo Penta TWD1673GE Engine (1800 RPM) Tier 4 Final generator set shall be cut to no less than 25’ in length.
3.4 Fuel Cell Requirements
3.4.1 Fuel hoses shall include the return and supply with connections listed in this
SOW.
3.4.2 Fuel Cell hoses return, and supply shall have quick connecting / disconnecting low spill valves at each end of the hose.
3.4.3 The Fuel Cell hose shall have one valve located at the one end of the hose tee ’ed into the side of the hose for draining remainder fuel out of hose once hose is not use.
3.4.4 The fuel cell shall have a fuel capacity of no less than 50 gallons.
3.4.5 The fuel cell shall be mounted with locking wheels mounted on all four loaded points were by design the fuel cell makes contact with the ground.
3.4.6 The fuel cell shall have all safety standards that comply with OSHA portable fuel tank regulations.
3.4.7 The fuel connections shall have quick connecting lanyard caps attached while fuel cell are not in use.
3.4.8 The fuel hose shall be no less than 25’ in length for the return and supply.
4. TRAINING REQUIREMENTS.
4.1.1 Contractor shall provide a onetime training session to demonstrate how to connect load bank and fuel cell work as a unit.
4.1.2 Contractor shall provide in the onetime training and live demonstration session to the Government how to load the Volvo Penta TWD1673GE Engine (1800 RPM) Tier 4 Final generator set with loads at 25%, 50%, 75% and 100% loaded capability.
4.1.3 The Government will provide no more than 15 students to the one time demonstration.
5. DELIVERABLES.
5.1 Engine Deliverables.
5.1.1 Manufacturer’s part names and full part numbers to be listed and identified for all parts for the Volvo Penta TWD1673GE Engine provided to the Government in accordance with (3.2).
5.1.2 Provide updated one (1) set of hard copy OEM manual(s) for engine and power supply alternator. One (1) OEM manual on CD/DVD of the engine and power supply alternator.
5.2 Load Bank Deliverables

6. QUALITY ASSURANCE
6.1 The Government reserves the right to perform quality inspections of the work performed, the work process, and the work progress. The Contractor performing the modification to the Volvo Penta TWD1673GE Engine (1800 RPM) Tier 4 Final generator shall make available their work site for Government personnel to perform visual inspections of the Volvo Penta TWD1673GE Engine (1800 RPM) Tier 4 Final generator set modification.
7. SCHEDULE
7.1 Transportation.
7.1.2 Contractor shall be required to ship the Volvo Penta TWD1673GE Engine
(1800 RPM) Tier 4 Final generator set to include but not limited to fuel cell, and load bank system to Norfolk Naval Shipyard. All shipping cost shall be included in quote provided to the Government.
8. NOTES
8.1 Delivery
8.1.1 Within 90 days of contract award, the Contractor shall deliver the quantity of one (1)

(a) Definitions. As used in this provision--
Commercial and Government Entity (CAGE) code means—
(1) An identifier assigned to entities located in the United States or its outlying areas by the Defense Logistics Agency (DLA) Commercial and Government Entity (CAGE) Branch to identify a commercial or government entity by unique location; or

52.212-2 EVALUATION--COMMERCIAL PRODUCTS AND COMMERCIAL SERVICES (NOV 2021)
(a) The Government will award a contract resulting from this solicitation to the responsible offeror whose offer conforming to the solicitation will be most advantageous to the Government, price and other factors considered. The following factors shall be used to evaluate offers:
i. Technical capability of the item offered meets the Government requirement
ii. Price
iii. Supplier Performance Risk System (SPRS) and Federal Awardee Performance.
The relative order of importance of the evaluation factors are in descending order of importance.
(b) Options. The Government will evaluate offers for award purposes by adding the total price for all options to the total price for the basic requirement. The Government may determine that an offer is unacceptable if the option prices are significantly unbalanced. Evaluation of options shall not obligate the Government to exercise the option(s).
(c) A written notice of award or acceptance of an offer, mailed or otherwise furnished to the successful offeror within the time for acceptance specified in the offer, shall result in a binding contract without further action by either party. Before the offer's specified expiration time, the Government may accept an offer (or part of an offer), whether or not there are negotiations after its receipt, unless a written notice of withdrawal is received before award.
52.212-3 OFFEROR REPRESENTATIONS AND CERTIFICATIONS--COMMERCIAL PRODUCTS AND

The Offeror shall complete only paragraph (b) of this provision if the Offeror has completed the annual representations and certification electronically in the System for Award Management (SAM) accessed through https://www.sam.gov. If the Offeror has not completed the annual representations and certifications electronically, the Offeror shall complete only paragraphs (c) through (v) of this provision.
(a) Definitions. As used in this provision --
"Covered telecommunications equipment or services" has the meaning provided in the clause 52.204-25, Prohibition on Contracting for Certain Telecommunications and Video Surveillance Services or Equipment.

"Place of manufacture" means the place where an end product is assembled out of components, or otherwise made or processed from raw materials into the finished product that is to be provided to the Government. If a product is disassembled and reassembled, the place of reassembly is not the place of manufacture.
"Predecessor" means an entity that is replaced by a successor and includes any predecessors of the predecessor.
"Reasonable inquiry" has the meaning provided in the clause 52.204-25, Prohibition on Contracting for Certain Telecommunications and Video Surveillance Services or Equipment.
"Restricted business operations" means business operations in Sudan that include power production activities, mineral extraction activities, oil-related activities, or the production of military equipment, as those terms are defined in the Sudan Accountability and Divestment Act of 2007 (Pub. L. 110-174). Restricted business operations do not include business operations that the person (as that term is defined in Section 2 of the Sudan Accountability and Divestment Act of 2007) conducting the business can demonstrate--

(2) Does not include information or informational materials the export of which the President does not have the authority to regulate or prohibit pursuant to section 203(b)(3) of the International Emergency Economic Powers Act (50 U.S.C. 1702(b)(3)).
"Service-disabled veteran-owned small business (SDVOSB) concern" means a small business concern--
(1)(i) Not less than 51 percent of which is owned and controlled by one or more service-disabled veterans or, in the case of any publicly owned business, not less than 51 percent of the stock of which is owned by one or more service-disabled veterans; and
(ii) The management and daily business operations of which are controlled by one or more service-disabled veterans or, in the case of a service-disabled veteran with permanent and severe disability, the spouse or permanent caregiver of such veteran; or

"Small business concern"--
