The contractor shall not direct charge to the contract for such time off, but shall follow parent company policies regarding taking leave (administrative or other). Non-essential contractor personnel, who are not required to remain at or report to the facility, shall follow their parent company policy regarding whether they should go/stay home or report to another company facility. Subsequent to an early dismissal, delayed opening, or during periods of inclement weather, onsite contractors should monitor the OPM website as well as radio and television announcements before departing for work to determine if the facility is closed or operating on a delayed arrival basis.

1. PURPOSE

This document contains information necessary to deliver Lyondell-Basell Propylene Glycol USP (PGUSP) grade product code 499204 to the Naval Surface Warfare Center, Indian Head Explosive Ordnance Disposal Technology Division (NSWC IHD), Indian Head MD 20640- 5035.

Vendors must have the ability and quality consistency to deliver a minimum of 45,000 lbs. up to a maximum of 135,000 lbs. of PGUSP as specified here-in (quantity based on a minimum of one

(1) to a maximum of three (3) truckloads; each truckload containing nominally 45,000 lbs. of

PGUSP).

2. RAW MATERIAL REQUIREMENTS

The chemical and physical properties of the PGUSP shall meet the requirements of Military Specification MIL-DTL-82671A Table 1. Vendors must deliver Lyondell-Basell Propylene Glycol pharmaceutical (USP) grade according to the following specifications.

Test Description Min Max Unit of Measure

* These parameters shall be tested during a Trial Nitration Test to be performed at and by NSWC

IHD.

3. MATERIAL REQUIREMENTS

PGUSP IN TANKER TRUCK

Each shipment shall consist of one tanker truck filled with nominally 45,000 lbs. of

Lyondell-Basell USP grade propylene glycol from a single homogeneous lot.

The tanker truck will proceed to BLDG. 3773 for unloading.

4. SHIPMENT

Except for transportation from the certified distributor to NSWC IHD, there shall be no third party handling of the PGUSP. All shipments shall be prepared and packaged by certified distributors for Lyondell-Basell Propylene Glycol pharmaceutical (USP) grade material.

The vendor shall provide a shipping manifest that includes a statement that the material is Lyondell-Basell Propylene Glycol pharmaceutical (USP) grade material, the contract number, Lyondell lot number, and propylene glycol weight delivered. The vendor shall provide a copy of the original manufacturer Certificate of Analysis (COA) with Lyondell-Basell lot number using the Lyondell lot numbering system. The vendor shall provide a Safety Data Sheet (SDS).

Transportation shall comply with Department of Transportation regulations. The vendor is responsible for any hazardous material spills that may occur during transport of the propylene glycol.

5. QUALIFIED VENDORS

When acquiring Lyondell-Basell USP grade PG from an outside source, it shall be from a Lyondell-Basell certified distributer who is able to acquire PGUSP grade material. This is a list of known sources supplied by Lyondell-Basell:

(1) Brenntag, POC is Katie George – Katie.George@brenntag.com

(2) Tilley Chemical Company, POC is Shannon Lewin – orders@tilleychem.com

(3) UNIVAR, POC is Chris Lowney - Christopher.Lowney@univarusa.com

The certified distributors shall follow all standard practices and protocols for testing and handling of PGUSP.

6. DEMURRAGE CHARGE

The delivery of material may incur delays once arriving at NSWC IHD due to inclement weather, equipment problems, etc. NSWC IHD will endeavor to minimize delay. A minimum of 5 hours are necessary to sample, analyze and perform initial acceptance of the Propylene Glycol, cost for this demurrage time shall be included in the propylene glycol quote.

7. QUALITY ASSURANCE

The vendor shall provide the original Certificate of Analysis (COA) from Lyondell-Basell. The material must be manufactured in the USA and it must conform to Military specification MIL‐ DTL‐82671A Table 1 and the Trial Nitration Test (this is a special test only performed by NSWC IHD). For more information about the Trial Nitration Test contact NSWC IHD.

Raw material received by NSWC IHD shall have proper documents that must be able to trace material origin back to the manufacturer. If proper documentation is not provided with the delivery, the material will be immediately rejected.

The supplied propylene glycol SHALL NOT contain any contaminants that will react with nitric acid to form nitrogen based explosive compounds. An example would be 1,4 butanediol reacting with nitric acid to form 1,4 butanediol di-nitrate.

NSWC IHD reserves the right to witness any analysis of the propylene glycol performed by the vendor at the vendor’s facility at any time during the life of the contract.

A first article sample (approximately two 1-quart in size) of Lyondell-Basell USP grade PG with COA shall be delivered to NSWC IHD within 30 days of contract award or upon request.

Acceptance of or waiver of the first article sample is required prior to delivery of production quantities.

8. INSPESCTION AND FINAL ACCEPTANCE

Upon arrival at NSWC IHD, the material will be directed to the designated area and remain there until the propylene glycol is accepted. A representative of the Chemicals Development and Manufacturing Branch shall review the Certificate of Analysis. Each IBC Tote label will be visually inspected to confirm that the propylene glycol is made from one single Lyondell-Basell lot and meets the contract requirements. If any discrepancy is found or the delivery truck does not have the certificate of analysis, the Government reserves the right to return the shipment to the vendor at no cost to the Government.

If the Certificate of Analysis meets the Lyondell-Basell Propylene Glycol USP grade product code 499204 specification requirements and the propylene glycol is confirmed to be from a single Lyondell-Basell lot, the material will then be sampled and the sample will be sent to the laboratory for spot check chemical analysis (color, specific gravity, acidity, refractive index, and moisture per MIL‐DTL‐82671A Table 1). If the sample fails the government’s spot check, then the shipment shall be returned to the vendor at no cost to the Government.

The spot check is not a final acceptance test.
