4. Description of Action: This new requirement is procure brand-name, proprietary, TIGER hardware (HW) and software (SW). This procurement will be awarded as a firm fixed price sole source delivery order to the original equipment manufacturer (OEM), Northrop Grumman Corp. The requested delivery date is 30 days after award. for the base period have been provided via
DISA/JITC requires the proprietary TIGER products to conduct Tactical Data Link standards conformance testing and interoperability testing with SAIC corporation.
TIGER produces Link 16 J-Series messages onto the simulated Tactical Data Link networks. The system suite of tools is also able to provide real-time visual displays and monitors network traffic. The system is able to simulate a complete tactical exercise to facilitate system testing and training. TIGER is used by United States Navy, Air Force, Department of Defense Contractors, joint test organizations, and foreign coalition partner nations.

5. Proposed Sole Source Contractor: Northrop Grumman Corporation
6. Market Research: A search and review of the DISA Market Research Repository, using keywork TIGER, revealed zero documents pertaining to the procurement of this brand-name hardware and software for multiple Department of Defense (DoD) organizations. The Government also conducted market research via NASA SEWP V Contract and GSA Advantage. An Request For Information #224464 on NASA SEWP V website yielded zero responses. However, one market research quote was received from Northrop Grumman, the OEM utilizing the GSA schedule . A letter provided by the OEM, Northrop Grumman, confirmed they are the only distributor of the TIGER brand and do not have resellers. The solicitation will be emailed directly to the Northrop Grumman. The solicitation and redacted J&A will be advertised on the Federal Business Opportunities website, along with the Government's intent to issue a sole source open market order to Northrop Grumman.
Based on current market research, dated February 2022, it has been determined that only the aforementioned brand-name product, TIGER can fully support the Governments need. No competitor functional replacement products exist in the market at this time to meet the Government's need. The Government will continue to conduct market research to determine if there are changes in the marketplace that would enable future competitive actions, e.g. there are similar products and/or product support in the marketplace that provides the same functionality, the original equipment manufacturer releases ownership rights of product, or it is economically feasible to procure a new system.
7. Upon the basis of the following justification, I, as the Contracting Officer, hereby approve this sole source justification for the proposed contract action pursuant to the authority cited above as the particular brand-name product is essential to the Government's requirements, and market research indicates other companies' products or services do not meet, or cannot be modified to meet, the agency's needs.
Based on the justification provided by JITC, a determination has been made to issue a sole source solicitation brand-name TIGER products from Northrup Gruman for the above described requirement.
