52.212-1 ADDENDUM: INSTRUCTION TO QUOTERS
GENERAL INTENTION. Marine Corps Installations – National Capital Region (MCI-NCR) has a requirement for Rags and Coverall Rental/service. This requirement is in accordance with FAR Part 12 and 13. Required specifications are listed the Schedule of Supplies/Services within this solicitation.

PROCUREMENT APPROACH: The Contractor’s quoted item descriptions shall reflect the characteristics and level of quality that will satisfy the Government’s need as described in the Schedule of
Supplies/Services. A single firm-fixed price contract/purchase order will be issued and it is the
Government’s intent to award on an “all-or-none” basis to satisfy this requirement. This procurement is a
100% Small Business set-aside.
PAYMENT TERMS: NET 30-days. Invoices must be submitted via the Wide Area Workflow (WAWF) in accordance with DFARS 252.232-7006 which is included in this solicitation.
REQUIRED DELIVERY/PERIOD OF PERFORMANCE: The Government requires delivery of all items no later than Thirty (30) days after receipt of order (ARO).
TECHNICAL COMPLIANCE: To ensure technical compliance:
a. The quoter must clearly demonstrate that they can meet the solicitation requirements (quoters must provide product literature demonstrating it meets all of the required specifications listed in the solicitation). A mere statement that the quoter will meet the Government’s requirement is NOT sufficient.
b. Clearly state whether the quoter can meet the required Delivery Date. Vendors who cannot meet the required Delivery Date will not be considered technically acceptable.
c. Quoter shall provide other than certified pricing data to assist the Government on determination of prices to be fair and reasonable such as a public price list. Quoter may also provide historical contracts to use to assist Government on price analysis
SUBMISSION OF QUOTES. Quotes shall be submitted no later than the time and date specified on
Block 8 of page 1 of the SF1449 solicitation. Quotes shall be submitted electronically via electronic mail (e-mail) to Edgar Clark at edgar.clark@usmc.mil and Elizabeth M. Rolle at elizabeth.rolle@usmc.mil. Vendors are responsible for ensuring their quotes have been received via email by the date and time specified in Block 8 on Page 1 of this solicitation. Delivery delays that cause a quote to be late are not the responsibility of the Government agency.
Quoters shall provide their full vendor name and any doing business as names as certified in the mandatory System for Awards Management at www.sam.gov. Quotes shall also include a vendor point of contact information (name, phone, and email), Cage Code, and Tax ID (TIN/EIN) number.

52.212-1 INSTRUCTIONS TO OFFERORS--COMMERCIAL ITEMS (JUL 2021)
(a) North American Industry Classification System (NAICS) code and small business size standard. The NAICS code(s) and small business size standard(s) for this acquisition appear elsewhere in the solicitation. However, the small business size standard for a concern which submits an offer in its own name, but which proposes to furnish an item which it did not itself manufacture, is 500 employees.
(b) Submission of offers. Submit signed and dated offers to the office specified in this solicitation at or before the exact time specified in this solicitation. Offers may be submitted on the SF 1449, letterhead stationery, or as otherwise specified in the solicitation. As a minimum, offers must show--
(1) The solicitation number;
(2) The time specified in the solicitation for receipt of offers;
(3) The name, address, and telephone number of the offeror;
(4) A technical description of the items being offered in sufficient detail to evaluate compliance with the requirements in the solicitation. This may include product literature, or other documents, if necessary;
(5) Terms of any express warranty;
(6) Price and any discount terms;
(7) "Remit to" address, if different than mailing address;
(8) A completed copy of the representations and certifications at FAR 52.212-3 (see FAR 52.212-3(b) for those representations and certifications that the offeror shall complete electronically);
(9) Acknowledgment of Solicitation Amendments;
(10) Past performance information, when included as an evaluation factor, to include recent and relevant contracts for the same or similar items and other references (including contract numbers, points of contact with telephone numbers and other relevant information); and
(11) If the offer is not submitted on the SF 1449, include a statement specifying the extent of agreement with all terms, conditions, and provisions included in the solicitation. Offers that fail to furnish required representations or information, or reject the terms and conditions of the solicitation may be excluded from consideration.
(c) Period for acceptance of offers. The offeror agrees to hold the prices in its offer firm for 30 calendar days from the date specified for receipt of offers, unless another time period is specified in an addendum to the solicitation.
(d) Product samples. When required by the solicitation, product samples shall be submitted at or prior to the time specified for receipt of offers. Unless otherwise specified in this solicitation, these samples shall be submitted at no expense to the Government, and returned at the sender's request and expense, unless they are destroyed during preaward testing.
(e) Multiple offers. Offerors are encouraged to submit multiple offers presenting alternative terms and conditions, including alternative line items (provided that the alternative line items are consistent with subpart 4.10 of the
Federal Acquisition Regulation), or alternative commercial items for satisfying the requirements of this solicitation.
Each offer submitted will be evaluated separately.
(f) Late submissions, modifications, revisions, and withdrawals of offers:
(1) Offerors are responsible for submitting offers, and any modifications, revisions, or withdrawals, so as to reach the Government office designated in the solicitation by the time specified in the solicitation. If no time is specified in the solicitation, the time for receipt is 4:30 p.m., local time, for the designated Government office on the date that offers or revisions are due.
(2)(i) Any offer, modification, revision, or withdrawal of an offer received at the Government office designated in the solicitation after the exact time specified for receipt of offers is “late” and will not be considered unless it is received before award is made, the Contracting Officer determines that accepting the late offer would not unduly delay the acquisition; and--
(A) If it was transmitted through an electronic commerce method authorized by the solicitation, it was received at the initial point of entry to the Government infrastructure not later than 5:00 p.m. one working day prior to the date specified for receipt of offers; or
(B) There is acceptable evidence to establish that it was received at the Government installation designated for receipt of offers and was under the Government's control prior to the time set for receipt of offers; or
(C) If this solicitation is a request for proposals, it was the only proposal received.
(ii) However, a late modification of an otherwise successful offer, that makes its terms more favorable to the
Government, will be considered at any time it is received and may be accepted.
(3) Acceptable evidence to establish the time of receipt at the Government installation includes the time/date stamp of that installation on the offer wrapper, other documentary evidence of receipt maintained by the installation, or oral testimony or statements of Government personnel.
(4) If an emergency or unanticipated event interrupts normal Government processes so that offers cannot be received at the Government office designated for receipt of offers by the exact time specified in the solicitation, and urgent
Government requirements preclude amendment of the solicitation or other notice of an extension of the closing date, the time specified for receipt of offers will be deemed to be extended to the same time of day specified in the solicitation on the first work day on which normal Government processes resume.
(5) Offers may be withdrawn by written notice received at any time before the exact time set for receipt of offers.
Oral offers in response to oral solicitations may be withdrawn orally. If the solicitation authorizes facsimile offers, offers may be withdrawn via facsimile received at any time before the exact time set for receipt of offers, subject to the conditions specified in the solicitation concerning facsimile offers. An offer may be withdrawn in person by an offeror or its authorized representative if, before the exact time set for receipt of offers, the identity of the person requesting withdrawal is established and the person signs a receipt for the offer.
(g) Contract award (not applicable to Invitation for Bids). The Government intends to evaluate offers and award a contract without discussions with offerors. Therefore, the offeror's initial offer should contain the offeror's best terms from a price and technical standpoint. However, the Government reserves the right to conduct discussions if later determined by the Contracting Officer to be necessary. The Government may reject any or all offers if such action is in the public interest; accept other than the lowest offer; and waive informalities and minor irregularities in offers received.
(h) Multiple awards. The Government may accept any item or group of items of an offer, unless the offeror qualifies the offer by specific limitations. Unless otherwise provided in the Schedule, offers may not be submitted for quantities less than those specified. The Government reserves the right to make an award on any item for a quantity less than the quantity offered, at the unit prices offered, unless the offeror specifies otherwise in the offer.
(i) Availability of requirements documents cited in the solicitation.

(d) Comptroller General Examination of Record. The Contractor shall comply with the provisions of this paragraph

(a) The Government may extend the term of this contract by written notice to the Contractor within 15 days;

“Local processing office (LPO)” is the office responsible for payment certification when payment certification is done external to the entitlement system.

Artillery Repairer, and Welders Fort Lee, VA has a requirement for contracted commercial services to provide shop rags, maintenance of inventory, laundry services, pick-up, delivery, disposal and replacement for three (3) training site within the facility.
1.2 Contractor shall maintain ownership of the coveralls and on a weekly basis shall remove soiled articles for laundering and provide clean coveralls to the locations specified in this The SOW.
2.0 Definitions.
2.1 Clean Coveralls: coveralls without any residual: greases, oils, cleaning solvents, paints, lubricants, hydraulic fluid, dirt, fuel, or other items.
2.2 Coveralls: Sizes identified in paragraph 4.3 or close to that, non-flame retardant material, lint free.
3.0 General Requirements.
3.1 Coveralls shall be made of material that is lint free and able to withstand cleaning of hazardous materials such as grease, oil, lubricants, hydraulic fluid, dirt, fuel, and cleaning solvents without ripping, tearing, dissolving, or otherwise becoming damaged.
3.2 The Contractor shall maintain and inventory two hundred and forty (240) coveralls at the specified locations in paragraph 4.3.
3.3 Any coveralls that are laundered by the Contractor and do not meet the standards of cleanliness set forth in the definitions shall be replaced by the Contractor at No Cost to the
Government.
3.4 The Contractor shall replace coveralls that are lost by the Government.
3.5 The Contractor will be reimbursed for the any replacement cost.
4.0 Tasks
4.1 The Contractor shall provide all labor and materials necessary for weekly pickup and delivery, laundering, repair, replacement, and exchanges of approximately two hundred and forty (240) coveralls for three locations at Fort Lee, VA.
4.2 The Contractor shall deliver clean coveralls and pickup soiled coveralls every Monday and
Thursday (or other mutually agreeable weekday) at each location and in the quantities specified as follows:
4.3 The Contractor shall permit Fort Lee, VA Bulk Fuel, Light Armored Vehicle Repairers, Towed Artillery Repairers, and Welders to maintain an inventory, above the weekly coveralls numbers, as follows:
a. Randolph Hall ADDRESS TO BE PROVIDED.
130 Coveralls, 65/35 blend in the following sizes:
1. 10 Small
2. 55 Medium
3. 55 Large
4. 10 X-large
900 Shop rags
b. Cohen Hall ADDRESS TO BE PROVIDED.
50 blue welding coveralls, flame retardant, heat resistant in the following sizes:
1. 5 Small
2. 20 Medium
3. 20 Large
4. 5 S-large
c. Petroleum and Water Department ADDRESS TO BE PROVIDED.
60 Coveralls, 65/35 blend in the following sizes:
1. 10 Small
2. 20 Medium
3. 20 Large
4. 10 X-large
5.0 Government Responsibilities
5.1 The Government must:
a. Bundle soiled coveralls in groups of ten (10).
b. Verify the coveralls count upon pickup and delivery.
5.2 The Government must have coveralls ready for pickup at the specified date and time.
6.0 Contractor Responsibilities.
6.1 The Contractor shall provide all labor, transportation, equipment, facilities, supervisors, utilities, materials, supplies, and quality control necessary to support this SOW.
6.2 The coveralls must be owned by the Contractor and provided to the Government to use for maintenance procedures.
6.3 The Contractor shall be required to deliver two hundred and forty (240) coveralls on a weekly basis.
6.4 The Contractor shall be responsible for the fees to cover the waste disposal, inventory and replacement cost of the damaged coveralls.
6.5 The Contractor shall provide all labor, transportation, equipment, facilities, supervisors, utilities, materials, supplies, and quality control necessary to support this SOW.
6.6 The Contractor shall provide all services described in this SOW.
6.7 The majority of the work shall be performed during Government work days.
7.0 Delivery.
7.1 All deliveries/services shall be made between the hours of 8:00 a.m. and 2:00 p.m. EST, Monday through Friday, expect on holidays.
7.2 When a holiday falls on the delivery day, the Contractor shall deliver on the following business day.
7.3 The Contractor shall coordinate delivery dates and time with the Government
Representatives.

7.4 DELIVERY TICKETS – The Contractor shall prepare for each delivery or service:
numbered delivery ticket in duplicate consisting of, at a minimum, the following information:
a. Contract item number
b. Quantity/Service
c. Date Delivery
d. Signature of individual receiving item(s).
7.5 The Contractor shall provide the accepting activity with weekly signed delivery tickets.
7.6 The tickets must be numbered and can be referenced on the monthly invoices.
8.0 HOLIDAY OBSERVANCE.
8.1 The Contractor is hereby advised that the Government facility will observe the following holidays.
