SUBJECT: USAID/Tanzania Solicitation for Off-Shore Hire United States Personal Services Contractor (US PSC) DEPUTY PEPFAR COORDINATOR
Dear Prospective Applicants:
The United States Government, represented by the U.S. Agency for International Development (USAID) Mission to Tanzania (USAID/Tanzania), is seeking applications of qualified U.S.
citizens interested in providing Personal Services Contract (PSC) services described in the attached solicitation. Please note that this is a Resident/Local Hire USPSC position, so the successful applicant will be subjected to resident hire regulations including the need to get a work permit.
Application must be in accordance with Attachment 1, Sections I through V of this solicitation. Incomplete applications will not be considered. Applicants should retain copies of all application materials for their records.
This solicitation in no way obligates USAID to award a PSC contract, nor does it commit USAID to pay any cost incurred in the preparation and submission of the application.

6. MARKET VALUE: $ 92,977 - $120,868 equivalent to GS-14. Final compensation will be negotiated within the listed market value.
7. PERIOD OF PERFORMANCE: One year, estimated to start on or about 09/27/2020.
The base period will be ONE YEAR, estimated to start on 09/27/2020. Based on Agency need, the Contracting Officer may exercise additional option period(s) for four more years for the date(s) estimated as follows:

11. STATEMENT OF DUTIES
1. General Statement of Purpose of the Contract
The US President's Emergency Plan for AIDS Relief (PEPFAR) is the US Government (USG) initiative to help save the lives of those suffering from HIV/AIDS around the world. This historic commitment is the largest by any nation to combat a single disease internationally, and PEPFAR investments are also designed to have an impact on the alleviation of suffering from other diseases across the global health spectrum. PEPFAR is driven by a shared responsibility among donor and partner nations and others in an effort to save lives by making smart investments.
More than 1.4 million Tanzanians are estimated to be living with the disease. Since 2004, PEPFAR has supported the Government of Tanzania in the areas of HIV and AIDS care and treatment, prevention, impact mitigation, and health systems strengthening. To date, Tanzania has received more than $3 billion from the USG in the fight against HIV and
AIDS.
The Deputy Coordinator for the President’s Emergency Plan for AIDS Relief (PEPFAR) in Tanzania manages critical and time-sensitive communications and work products between and among the various USG departments and agencies involved in the Emergency Plan. The Deputy Coordinator liaises routinely with the Office of the Global AIDS Coordinator in the US Department of State (particularly the Tanzania Interagency Core Team), with designated Embassy/Dar es Salaam counterparts, and with representatives of the USG PEPFAR Tanzania Interagency Team. In the absence of the PEPFAR Country Coordinator, the Deputy Coordinator acts as the PEPFAR Country Coordinator.
The Tanzania PEPFAR Country Coordinator provides guidance to the Deputy Coordinator, who is expected to be current at all times on national affairs, development partners, and global coordination mechanisms related to HIV/AIDS in Tanzania, including the Tanzania National Coordinating Mechanism, the Tanzania Development Partners Group for AIDS (DPG AIDS), and others. The Deputy Coordinator manages day-to-day operations of the PEPFAR Coordination Office, including the supervision of administrative, financial, and public affairs staff within the PEPFAR Office, and provides strategic information planning and assistance to the Country Coordinator.
2. Statement of Duties to be Performed :
A. HIV/AIDS Coordination with the Office of the Global AIDS Coordinator (OGAC. In this role, incumbent will:
• Participate in teleconferences with the Country Chair, PEPFAR Program Manager, and the Program Oversight and Accountability Response Team
• Serve as first point of contact for ad hoc queries from OGAC regarding status of overall planning and reporting for PEPFAR in Tanzania
• With the Country Coordinator, manage iterative participation in headquarters interagency reviews of the annual Tanzania Country Operational Plans, quarterly performance reporting, and other PEPFAR wide review processes
• Oversee coordination and roll out of any new central initiatives if and when they arise.
B. HIV/AIDS Coordination and Planning with the Tanzania Interagency Team and Embassy /Dar es Salaam. In this role, incumbent will:
• Manage all logistical and practical support for scheduled and ad hoc meetings of the PEPFAR Interagency Team, quarterly partner meetings, and Country Operational Planning meetings
• Take the lead on PEPFAR’s inward and externally facing communication and media activities in coordination with the Public Affairs Offices including social media efforts, tracking of current events, World AIDS Day coordination, and drafting of public speeches and talking points
• Play a primary role in coordinating the interagency country operational planning process including administrative functions, strategic planning, ensuring widespread understanding of OGAC guidance, and facilitating timeliness of the COP submission process
• Develop and oversee efforts to support ongoing team building efforts and strengthened interagency communication and collaboration capabilities
• Support preparation for the quarterly POART calls between the PEPFAR Tanzania team and Headquarters including review of results, expenditures, and tracking policy changes.
• Assist the Country Coordinator and collaborate with other USG implementing agencies to submit and analyze expenditure data
C. Budgeting and Administrative duties. In this role, incumbent will:
• Serve as administrative point of contact for Embassy/Dar es Salaam financial, general services, and other administrative offices,
• Supervises financial and administrative (LES and EFM) staff within the PEPFAR Coordination Office,
• With the Country Coordinator, assist in developing and managing performance within the annual operating budget for the Country Coordination Office
• Provide support for the PEPFAR small grant application process, implementation, and monitoring as needed
3. Supervisory Relationship:
Works under the supervision of the PEPFAR Country Coordinator who provides direction, and may suggest approaches to consider, results expected, and reviews completed assignments. Assignments are made orally and in writing. Most assignments occur in the normal course of the work, but the incumbent is required to determine those that must be coordinated with the supervisor.
4. Supervisory Controls:
Supervises financial and administrative (LES and EFM) staff within the PEPFAR Coordination Office.
12. PHYSICAL DEMANDS: The work requested does not involve undue physical demands.
II. MINIMUM QUALIFICATIONS REQUIRED FOR THIS POSITION
(a) Education: Masters of Public Health (MPH) or Masters of Science in health, public health, epidemiology, sociology or related discipline is required.
(b) Experience: Minimum of five years of experience in public health/development programs with at least two years in developing countries/resource poor setting. At least two years of experience working with USG in one or more of the PEPFAR countries, OR at one of the PEPFAR headquarter agencies (USAID, CDC, Department of Defense HIV/AIDS Prevention Program, Peace Corps, or HRSA)
(c) Knowledge: Demonstrated broad technical knowledge and experience in (a) program analysis and planning, and (b) planning and management of programs in developing countries; Knowledge of and experience with complex, web-based program planning and reporting databases; Knowledge of and experience with complex, web-based program planning and reporting databases.
(d) Skills & Abilities: High degree of organization, judgment, maturity, ingenuity and originality to interpret strategy; Demonstrated ability to analyze, develop and present work; Ability to analyze and monitor complex health situations, and to monitor and evaluate implementation of programs. Incumbent is also expected to possess a critical eye for details, strong interpersonal communication and excellent oral and written communication skills; Demonstrated flexibility and openness in responding to changing work priorities and environment, as well as the ability to manage and work with diverse teams.
(e) Language Proficiency: The candidate must be fluent in both spoken and written English
Given the nature of the position, effective written and oral Communication skills are critical to perform successfully in this position. The candidate should have a demonstrated ability to independently produce professional quality analytical pieces and make oral presentations.
The incumbent must be able to communicate effectively and represent USAID’s program effectively with colleagues at the US Embassy and USAID/Washington; Government of Tanzania officials at senior levels; international and local organizations, donors and other embassies; and various Washington-based U.S. Government agencies.
III. EVALUATION AND SELECTION FACTORS
The Government may award a contract without discussions with offerors in accordance with FAR 52.215-1. The Contracting Officer (CO) reserves the right at any point in the evaluation process to establish a competitive range of offerors with whom negotiations will be conducted pursuant to FAR 15.306(c). Candidates meeting the minimum qualifications for the position will be evaluated based on information presented in the application and reference checks. In order to be considered for the position, a candidate must meet the Minimum Qualifications as stated in Section II above. Consideration and selection will be based on a panel evaluation of the Evaluation Factors. Please note that not all applicants will be interviewed or contacted.
USAID will not pay for any expenses associated with the interviews unless expenses are pre authorized. The applicant's references must be able to provide substantive information about his/her past performance and abilities.
After the closing date for receipt of offers, a selection committee will be convened to review offers and evaluate them in accordance with the evaluation criteria. Offers from candidates who do not meet the minimum requirements will not be considered or scored. Reference checks will be made only for offerors considered as finalists.
