PERFORMANCE WORK STATEMENT

PERFORMANCE WORK STATEMENT (PWS)

Composite Mold

1.0 INTRODUCTION

Naval Surface Warfare Center Carderock Division Code 655 requires the design and manufacturing of a singular mold to support the fabrication of five (5) unique oven-cured E-glass/epoxy composite pre-impregnated (pre-preg) configurations.

2.0 MINIMUM REQUIREMENTS

The contractor shall design and manufacture a single master mold system capable of manufacturing five (5) unique components. The following section lists the minimum requirements:

2.1 Mold:

The mold shall be fabricated as stated below:

2.1.1 A single modular mold shall be designed and built capable of manufacturing “Part 1”, “Part 2”, “Part 3”, and “Part 4” identified in Section 3.0 as well as a 60” long, 180-degree half-pipe part without any additional features and a thickness of ½”. The vendor shall fully describe the design approach to meeting each configuration using a single master mold and provide procedures for using the mold and any associated hardware to use the mold in accordance with design intent.

2.1.2 The mold shall be capable of producing a minimum of thirty-(30) parts (for the fabrication of E-glass/epoxy composite pre-preg parts) without the need to refinish or repair mold evidenced by publically available and/or contractor generated data provided. The 30 parts shall consist of six (6) quantities of each: “Part 1”, “Part 2”, “Part 3”, “Part 4”, and the smooth half-pipe section from 2.1.1. Evidence that the mold will meet this requirement can be met by publically available and/or contractor generated data provided in support of the requirement or by data derived from prior work experience the contractor has with developing molds for E-glass/epoxy composite fabrication (provide work order/contract number for reference). The set of calculations and result necessary to verify this requirement has been met shall be submitted with the OQE report.

2.1.3 The final mold, including all integral support structure, shall not exceed external dimensions of 88 inch (length) x 66 inch (width) x 50 inch (height).

2.1.4 The mold shall be capable of maintaining final part dimensional tolerance of +/- 0.05 inch in any dimension when subjected to 200 degrees Fahrenheit for a minimum of 24 hours. Engineering calculations showing thermal stability up to 200 degrees Fahrenheit are satisfactory to demonstrate that the requirement was met. The set of calculations and result necessary to verify this requirement has been met shall be submitted with the OQE report.

2.1.5 The mold and all related hardware shall be chemically stable/compatible with the following industrial chemicals: acetone, isopropyl alcohol, styrene, and the epoxy systems that will be used

(ST94, AX-2140). Material data sheets of these chemicals can be found in the in the provided contract package. The set of calculations and result necessary to verify this requirement has been met shall be submitted with the OQE report.

2.1.6 The mold surface shall be capable of maintaining a minimum vacuum integrity of ≥ 29 inHg for a minimum of 30 minutes with no change in pressure greater than 5%. Evidence that the mold will meet this requirement can be met by publically available and/or contractor generated data of prior experience provided in support of the requirement. The set of calculations and result necessary to verify this requirement has been met shall be submitted with the OQE report.

2.1.7 The mold surface shall extend at least 6 in. past the outer dimensions of “Part 1” outlined in

Section 3.0.

2.2 Lifting, Handling, and Fixturing Hardware:

2.2.1 The mold shall have at least four (4) lockable caster wheels that permit 360-degree rotation of the mold on the floor. The caster wheels shall have an upper operational temperature range of at least

200 degrees Fahrenheit for a minimum of 24 hours as documented by product specification or experimental data. The caster wheels shall be capable of supporting the weight of the empty mold with a factor of safety of at least 3.0, which shall be verified using the simplest means possible

(i.e. product data sheets, empirical engineering calculations, experimentation, etc.). The set of calculations and results necessary to verify this requirement has been met shall be submitted with the OQE report.

2.2.2 The mold shall have provisions for forklift lifting points from all four sides of the mold. The forklift lifting points shall be capable of supporting the weight of the empty mold with a factor of safety of at least 3.0, which shall be verified using the simplest means possible (i.e. empirical engineering calculations, experimentation, etc.). The set of calculations and results necessary to verify this requirement has been met shall be submitted with the OQE report.

2.2.3 The mold shall have mounting points and hardware to support a 4-point lift in the upright position.

The lift points shall be usable with a part in place within the mold. The mold and associated lifting hardware shall be capable of being lifting by an overhead crane with a factor of safety of at least

5.0, which shall be verified using the simplest means possible (i.e. empirical engineering calculations, experimentation, etc.). The set of calculations and result necessary to verify this requirement has been met shall be submitted with the OQE report.

2.3 Quality Assurance Measures:

2.3.1 The contractor shall provide the objective quality evidence (OQE) used to verify that the mold meets the minimum requirements as defined in Section 2.0. The contractor shall submit the OQE report to the Government in accordance with CDRL-A001.

2.3.2 The contractor shall provide electronic drawings of the mold and all related hardware shall be provided to the Government in accordance with CDRL-A002.

2.3.3 The contractor shall provide installation and procedure instructions for the use of the mold as designed to manufacture “Part 1”, “Part 2”, “Part 3”, and “Part 4”, and the smooth half-pipe section from 2.1.1 in accordance with CDRL-A003.

CLAUSES INCORPORATED BY FULL TEXT

52.212-2 EVALUATION--COMMERCIAL ITEMS (OCT 2014)

(a) Basis for Award

The Government has determined that an award to the responsible Quoter that submits the Lowest-Priced, Technically Acceptable (LPTA) quote in response to this solicitation will represent the best value to the

Government. Quotes will be evaluated to determine the LPTA quote based on the following factors:

Factor 1 Price

Factor 2 Technical Capability/Approach

A quote must be rated "ACCEPTABLE" for each non-price factor to be eligible for award. An "UNACCEPTABLE" rating for any non-price factor will result in the entire quote being rated "UNACCEPTABLE" overall; an overall rating of "UNACCEPTABLE" makes a quote ineligible for award. A quote must contain sufficient information to enable evaluators to determine acceptability; if there is insufficient information to determine acceptability of the quote, the quote will be rated “UNACCEPTABLE” overall. Each of the evaluation factors will be rated as set forth below. Technical tradeoffs will not be made and no additional credit will be given for exceeding acceptability.

The Government will evaluate the lowest priced quote for technical acceptability. If it is not acceptable, the

Government will evaluate the next lowest quote for technical acceptability, and so forth, to determine the lowest-priced, technically acceptable quote, at which point all evaluations will stop.

(b) Evaluation Factors

Factor 1: Price

Quotes must include a proposed price for each Contract Line Item Number (CLIN). The Government will determine prices by adding the total proposed price for all CLINS, including all options. Quotes will be ranked from lowest- to highest-priced.

Factor 2: Technical Capability

The Government will evaluate the lowest priced Quoter for acceptability of Technical Capability. If the quote is not found to be acceptable, the Government will evaluate the next lowest quote for acceptability of technical capability, and so forth, to determine the lowest-priced quote that is acceptable for Technical Capability, at which point evaluators will evaluate of the acceptability of that quoter’s Past Performance.

Technical Capability evaluations will result in one of the following ratings:

TABLE 1 - TECHNICAL RATINGS

Rating Description

Acceptable Quote clearly meets the minimum requirements of the solicitation.

Unacceptable Quote does not clearly meet the minimum requirements of the solicitation.

Minimum Requirements.

The following are the minimum requirements a quote must meet to be deemed acceptable for the Technical

Capability factor:

1) The quoted material shall meet the solicitation requirements including any required parts, delivery dates, and terms and conditions stated in the solicitation.

PRICE

The quoter’s proposed price will be evaluated on the basis of price reasonableness. The evaluation may include, but is not limited to:

a. Price comparison with other quoters;

b. Comparison with Independent Government Estimates (IGE).

Quoters responding to this solicitation are advised that, prior to award, the government may request quoters to submit information/data to support price reasonableness such as copies of paid invoices for the same or similar items, sales history for the same or similar items, price list with effective date and/or copies of catalog pages along with any applicable discounts.

QUESTIONS: Any questions in relation to this solicitation shall be submitted to Chris Rolince by email at

Christopher.c.rolinc@navy.mil. The cut-off date for questions is 2:00 pm on 05 August 2020.

(c) Contract Award

The Government shall mail or email a written notice of award to the successful quoter. Upon receipt, the quoter shall either commence performance, or have an authorized representative sign the award and return it to the Contracting Officer; a binding contract is formed upon the earlier of either of those actions. The

Government requests that the awardee return a signed copy, or notify the Contracting Officer by email that it will deliver the items, within 3 days of receiving the award notice.

(End of provision)

(1) [ ___ ] Are, [ ___ ] are not presently debarred, suspended, proposed for debarment, or declared ineligible for the award of contracts by any Federal agency;

(B) The taxpayer is delinquent in making payment. A taxpayer is delinquent if the taxpayer has failed to pay the tax liability when full payment was due and required. A taxpayer is not delinquent in cases where enforced collection action is precluded.

(ii) Examples.

(A) The taxpayer has received a statutory notice of deficiency, under I.R.C. §6212, which entitles the taxpayer to seek Tax Court review of a proposed tax deficiency. This is not a delinquent tax because it is not a final tax liability.

Should the taxpayer seek Tax Court review, this will not be a final tax liability until the taxpayer has exercised all judicial appear rights.

(B) The IRS has filed a notice of Federal tax lien with respect to an assessed tax liability, and the taxpayer has been issued a notice under I.R.C. §6320 entitling the taxpayer to request a hearing with the IRS Office of Appeals

Contesting the lien filing, and to further appeal to the Tax Court if the IRS determines to sustain the lien filing. In the course of the hearing, the taxpayer is entitled to contest the underlying tax liability because the taxpayer has had no prior opportunity to contest the liability. This is not a delinquent tax because it is not a final tax liability. Should the taxpayer seek tax court review, this will not be a final tax liability until the taxpayer has exercised all judicial appeal rights.

(C) The taxpayer has entered into an installment agreement pursuant to I.R.C. §6159. The taxpayer is making timely payments and is in full compliance with the agreement terms. The taxpayer is not delinquent because the taxpayer is not currently required to make full payment.

(D) The taxpayer has filed for bankruptcy protection. The taxpayer is not delinquent because enforced collection action is stayed under 11 U.S.C. §362 (the Bankruptcy Code).
