About this file

The document is an Invitation to Bid (ITB) #25-ITB-01CB issued by the University of West Florida for Electrical Components, specifically Medium Voltage Solid State Insulated Pad Mounted Switchgear. The solicitation seeks bids for two switchgear configurations (S3A and S3C), each with six ways of varying amperage ratings, to be delivered to the university's main campus in Pensacola. The bid was issued on September 5, 2025, with written requests for explanation due by September 12, 2025, and the final submittal deadline set for September 19, 2025 at 10:00 AM Central Time. The university is constructing a new Satellite Utility Plant designed to accommodate phased building expansions over the next decade, and these electrical components are part of that project.

The bid allows vendors to submit proposals for one or both line items, with manufacturers ABB, S&C, and Eaton specified as acceptable. Vendors must provide detailed specifications, warranty information, and lead times, which will be considered in the award determination. The switchgear must meet specific technical requirements, including a 15.5 kV voltage rating, 600A continuous current rating, and 20kA short-time current rating. The procurement will be executed through a purchase order, and the university reserves the right to award none, one, or multiple items to a vendor. Equivalent manufacturers may be considered, with the university determining equivalency. The technical specifications are extensive, covering construction details, testing requirements, grounding provisions, and installation guidelines, indicating a comprehensive and technical procurement process.

1.2 DEFINITIONS

1.2.1 Switched Way

A switched way is considered a three-phase circuit entrance to the bus through a switch.

1.2.1.1 VFI-switch way

A solid-dielectric insulated three-phase switch mechanism with vacuum fault interrupter contacts capable of interrupting the rated load current and full symmetrical rated fault current when the mechanism is operated

1.2.1.2 Trip-free operation

Vacuum fault interrupter mechanism with trip circuitry that when combined with an over-current relay provides a trip-free operation to allow for fault current independent of the operating handle position.

1.2.1.3 VFI-trip or VFI-way

A solid-dielectric insulated three-phase vacuum fault interrupter mechanism with vacuum fault interrupter contacts capable of interrupting the rated load current and full symmetrical rated fault current. The VFI mechanism has three positions: Open, Closed and Tripped. A VFI way includes current transformers mounted internal to the switch tank on the bushings and a trip mechanism that receives a trip signal from an over-current relay to trip open the VFI upon an over-current or fault event.

1.2.1.4 Visible open isolation point (VOIP) switch

Integral to the VFI-switch and VFI-trip mechanisms shall be a three-phase isolation point switch in series electrically with the vacuum fault interrupter contacts. When the operating handle is pulled to the open position, the vacuum contacts open first to de-energize the circuit, and then the visible open isolation point switch shaft rotates 90 degrees, isolating the visible contact blades from the fixed contacts creating a safe-to-work isolation point. The contact blades of the visible open isolation point can be visibly seen from a safe working distance through the viewing windows on the switch tank surface.

1.2.1.5 Dead-front switchgear design

Section 26 13 00 Page 3

Switchgear in which the energized components are insulated and completely enclosed within a grounded switch tank with dead-front terminations installed.

1.2.1.6 Padmounted Switchgear SCADA

Each padmounted Switchgear shall have the protective relays of the protected ways and the A/B contacts of the manual switches connected to Terminal Block within the electronic enclosure.

1. Closed Position: A semaphore indicating Closed in reflective silver letters on a reflective red background informs the operator that the vacuum contacts are in the Closed position.

When the Operating handle is position down and against the switch tank, the vacuum contacts and the visible open isolation point contacts are in the Closed Position.

Section 26 13 00 Page 6

2. Open Position: A semaphore indicating Open in reflective silver letters on a reflective green background informs the operator that the vacuum contacts are in the Open position.

When the Operating handle is position up and away the switch tank, the vacuum contacts and the visible open isolation point contacts are in the Open Position.

3. Tripped Position: When the over-current relay, attached to a
