EXERCIS E SUPPORT – HIGHER COMMAND REPLICATION
II MARINE EXPEDITIONARY FORCE
1. General Introduction: II MEF has a requirement to provide contractor exercise support, guidance, and summary reports by the replication of a Higher Command (HICON) Response Cell Staff for MEFEX 21.2 “Dynamic Cape”, Spring 2021, at II Marine Expeditionary Force (II MEF).
1.1. Non-personal services. This is a non-personal services contract. The Government shall not exercise any supervision or control over the contract service providers performing the services herein. Such contract service providers shall be accountable solely to the Contractor who, in turn is responsible to the Government.
2. Background: II Marine Expeditionary Force (II MEF) has planned to build upon their success from MEFEX 21.1.
II MEF has been directed to develop and maintain the capability of providing assigned forces to a Joint Force
Maritime Component Command supporting Commander, US European Command (USEUCOM). To meet requirements, II MEF (G37) Training and Exercise Division plans and executes a series of collective training events each year that build on the lessons learned and processes of the Training Plan of preceding years. In FY 2021 the critical collective training event that requires forces under the Combined-Joint Force Maritime Component
Commander (CJFMCC) capability is MEFEX 21.2 “Dynamic Cape”, an expansive and comprehensive exercise that provides the II MEF Command Element with a training readiness -increasing event by conducting simulated/constructive major combat operations, in conjunction with Naval Fleet Commands in the EUCOM High
North region. Exercise planning is ongoing and spans all facets of inter-theater and intra-theater movement and sustainment planning, joint exercise design at the tactical and operational level and operational planning inspired by existing OPLANs.
3. Objectives: The contractor shall complete the following objectives: 1) Replicate a CJFMCC Response
Cell/Planning Team in order to stimulate the II MEF training audience. Deliverables include, scenario-based Daily
Tasking Messages, Daily Intelligence Summaries, Daily Air Tasking and Targeting Messages. 2) provide a Highly
Qualified Expert (HQE) “Grey Beard” to provide guidance and support to the II MEF CG and staff’s tactical, scenario-based, warfighting function informed, decision making. Deliverables include daily meetings with II MEF
CG, DCG, Chief of Staff, and Assistant Chiefs of Staff; and attendance and feedback at all II MEF CG required tactical battle rhythm decision briefs.
4. Scope: The purpose of this requirement is for twelve (12) contractor positions and one (1) contractor position for a Project Team Lead to provide support, guidance, and summary reports for the Dynamic Cape operation s execution by replicating a CJFMCC (HICON) staff Response Cell. The Response Cell will perform this function by hosting and participating in, via II MEF-supplied exercise network and associated information management tools, all required CJFMCC battle rhythm events and staff meeting. The CJFMCC staff will provide guidance to II MEF and other simulated subordinate staffs via the issuing of scenario-based Daily Tasking Messages, Daily Intelligence
Summaries, Daily Air Tasking and Targeting Messages.
5. Tasks: The Contractor is responsible for providing suitable technical and analytical expertise to support ongoing responsibilities delineated by activity.
5.1 Exercise Support – Higher Command (CJFMCC) Staff
5.1.1 Providing up to one (1) Project Team Leader personnel (Grey Beard - Contractor #13, para 5.3 below) and provide the contractor employees at the place of performance at Camp Lejeune, N.C. between 16 through 26 April
5.1.2 Provide up to twelve (12) personnel (Contractors #1 - #12) at Camp Lejeune, NC as part of the CJFMCC
Response Cell between 16 through 26 April 2021.
5.1.3 The contractor’s personnel shall possess an active SECRET/NATO SECRET clearance valid through 1 July
2021.
5.1.4 The contractor will produce administrative FRAGO and supporting staff work in support of MEFEX 21.2
“Dynamic Cape”. The products will include appropriate digital/analog map graphics and PowerPoint slides that support briefings and presentations.
5.1.5 Execute the already established HICON Battle Rhythm via II MEF IM/KM tools provided, Participate in briefings to senior leaders and attend planning sessions / meet with II MEF HQs counterparts as necessary to assist in the production of the MEF-level products.
5.1.6 When possible, provide planning support to II MEF G35 plans to assist in the preparation for and execution of
Planning Conferences and other events supporting the planning process.
5.1.7 Participate in briefings to leaders, Hotwashes, After Action Reviews, and attend BC2WG and other meetings as necessary to produce staff products supporting operational and exercise planning.
5.1.8 Return to the contractor’s locations after completion of activities.
5.2 Specific Twelve (12) Contractor positions requiring contract support:
5.2.1 Contractor Employee #1: CJFMCC Commander: Support operations execution for a replicated Joint Force
Maritime Component Command supporting MEFEX 21.2.
Task Description: Serve as the replicated CJFMCC Commander. Provide decision-making guidance to the response cell. Provide tasking to the II MEF leadership, and other simulated subordinate commands. Comply with contract deliverables requirements l isted in paragraph 5.4.
Preferred knowledge, skills, and abilities: Knowledge of EUCOM theatre area of operations.
Ability to lead high functioning team in a simulated, scenario-based warfighting exercise involving II MEF and adjacent Naval Fleet staffs.
Specific Experience requested: Navy Flag Officer O5 – O6 with Maritime Component Command staff experience and experience within the EUCOM AOR preferred. or Equivalent knowledge, skil ls, and abilities and experience:
5.2.2 Contractor Employee #2: Chief of Staff/ Team Lead: Support operations execution for a replicated
CJFMCC commander and staff supporting MEFEX 21.2.
Task Description: Analyze the development of plans to integrate Maritime, Joint, and multinational Forces requirements supporting offensive, defensive, and stability tasks based on the commander's guidance. Assist with planning theater requirements for support and coordinate with Combatant Commands, services, and agencies for the allocation of requisite resources. Act as a l iaison between Response Cell, Exercise Control and represent the cell during exercises and plans. Comply with contract deliverables requirements l isted in paragraph 5.4.
Preferred knowledge, skills, and abilities: Knowledge of EUCOM theatre area of operations.
Knowledge and experience working as a military staff director/Chief of Staff. Ability to lead high functioning team in a simulated, scenario-based warfighting exercise involving II MEF and adjacent Naval Fleet staffs.
Specific Experience requested: Navy or Marine Corps O5 – O6 with previous service as a Chief of Staff, Executive Officer, or staff director preferred. or Equiva lent knowledge, skil ls, and abilities and experience.
5.2.3 Contractor Employee #3: Assistant Chief of Staff for Personnel (J1): Support personnel planning and execution for a replicated CJFMCC commander and staff supporting MEFEX 21.2.
Task Description: Analyze the development of personnel requests and processes to integrate Maritime, Joint, and multinational personnel requirements to support offensive, defensive, and stability tasks based on the commander's guidance. Assist with planning theater requir ements for support and coordinate with Combatant Commands, Services, and Agencies for the allocation of requisite resources. Liaise between commands and represent the command during exercises and plans. Comply with contract deliverables requirements l isted in paragraph 5.4.
Preferred knowledge, skills, and abilities: Knowledge of EUCOM theatre area of operations.
Knowledge and experience working as a military officer or senior enlisted leader in the role as unit Personnel and Administration Specialist. Ability to process personnel requests in a simulated, scenario-based warfighting exercise involving II MEF and adjacent Naval Fleet staffs.
Specific Experience requested: Navy or Marine Corps O5 – O6 military officer or senior enlisted leader in the role as unit Personnel and Administration Specialist preferred. or Equivalent knowledge, skil ls, and abilities and experience.
5.2.4 Contractor Employee #4: Assistant Chief of Staff for Intell igence (J2): Support intell igence operations
Task Description: Analyze the development of the collections plans to integrate Navy, Marine Corps, Joint, and multinational collections assets supporting offensive, defensive, and stability tasks based on the commander's guidance. Act as a l iaison between II MEF, adjacent functional Joint Command and EUCOM during exercises and plans. Comply with contract deliverables requirements l isted in paragraph 5.4.
Preferred knowledge, skills, and abilities: Knowledge of EUCOM theatre area of operations.
Knowledge and experience working as a military officer or senior enlisted leader in the role as a military Intell igence Officer/Senior Enlisted. Ability to receive, process, and distribute daily intell igence summaries in a simulated, scenario-based warfighting exercise involving II MEF and adjacent Naval Fleet staffs, in order to inform tactical operations decision-making.
Specific Experience requested: Navy or Marine Corps O5 – O6 military officer or senior enlisted leader in the role as unit Intell igence Officer/Senior Enlisted preferred. or Equivalent knowledge, skil ls, and abilities and experience.
5.2.5 Contractor Employee #5: Assistant Chief of Staff for Operations (J3): Support operations execution for a replicated CJFMCC commander and staff supporting MEFEX 21.2.
multinational requirements to support offensive, defensive, and stability tasks based on the commander's guidance. Assist with planning theater requirements for support and coordinate with Combatant Commands, Services, and Agencies for the allocation of requisite resources.

5.2.6 Contractor Employee #6: Assistant Chief of Staff for Future Operations (J35): Support operations planning for a replicated CJFMCC commander and staff supporting MEFEX 21.2.
Task Description: Analyze the development of II MEF and C2F Future Operations to integrate Maritime, Joint, and multinational intelligence requirements to support offensive, defensive, and stability tasks based on the commander's guidance. Assist with planning theater requirements for support and coordinate with Combatant Commands, Services, and Agencies for the allocation of requisite resources. Comply with contract deliverables requirements l isted in paragraph 5.4.
Preferred knowledge, skills, and abilities: Knowledge of EUCOM theatre area of operations.

Task Description: Analyze the authorities and legal requirements supporting offensive, defensive, and stability tasks based on the commander's guidance. Assist with planning theater legal requirements for support and coordinate with Combatant Commands, services, and agencies for the allocation of requisite resources. Act as a l iaison between Response Cell, Exercise Control and represent the cell during exercises and plans. Comply with contract deliverables requirements l isted in paragraph 5.4.
Preferred knowledge, skills, and abilities: Knowledge of EUCOM theatre area of operations.
Knowledge and experience working as a military officer in the role as a Staff Judge Advocate on a Navy or Marine Corps General/Flag Officer staff or O5/O6 level command staff. a. Contractor Team Lead #13: Retired USMC LtGen/MGen/Bgen. HQE/Grey Beard
Task Description: Support operations by providing advisory assistance to the II MEF CG and associated command deck leadership through daily meetings with II MEF CG, DCG, Chief of
Staff, and Assistant Chiefs of Staff; and attendance and feedback at all II MEF CG required tactical battle rhythm decision briefs. Comply with contract deliverables requirements l isted in paragraph 5.4.
Preferred knowledge, skills, and abilities: Knowledge of EUCOM theatre area of operations.
Able to translate previous experience command experience into tactical and command decision making guidance to II MEF CG, DCG and Chief of Staff. Specific Experience requested: Retired USMC LtGen/MGen/BGen with MEF CG command experience perferred.

5.4 Contractor Deliverables:

6.2 Period of Performance: The Period of Performance reads as follows:
Response Cell and Planning support service training shall be conducted between 16-April-2021 through 26-April-
6.3 Hours of Operation: The contractor is responsible for conducting business, not to exceed the hours of 0700 –
1900 on the days identified in para 6.1 (Period of performance) except when the Government facility is closed due to local or national emergencies, administrative closings, or similar Government directed facility closings. The
Contractor must at all times maintain an adequate workforce for the uninterrupted performance of all tasks defined within this PWS. Alternate work hours advantageous to the best interests of the government shall be mutually agreed upon prior to implementation.
6.4 Place of Performance: The work to be performed under this contract will be performed at Camp Lejeune, NC.
7. Type of Contract: The government will award a Firm Fixed Price Contract.
8. Requirements.
8.1 Security Requirements: Contractor personnel performing work under this contract shall possess an active
SECRET/NATO SECRET clearance valid through 1 July 2021.
8.2 Identification of Contractor Employees : All contract personnel attending meetings, answering Government telephones, and working in other situations where their contractor status is not obvious to third parties are required to identify themselves as such to avoid creating an impression in the minds of members of the public that they are
Government officials. They must also ensure that all documents or reports produced by contractors are suitably marked as contractor products or that contractor participation is appropriately disclosed. Contractors will be required to obtain and display a CAC card for the duration of the contract.
8.3 Knowledge Skills and Abilities (KSAs) Required:
CJFMCC-HICON twelve (12) Contractor Staff Positions: Personnel with Military Field Grade (O5 – O6) experience, retired Navy Officers preferred. Experience working on a Joint Staff preferred. Experience working within a Naval/Maritime Component Command Staff preferred. Minimum Five (5) years experience working in
EUCOM AOR preferred.
Project Team Leader HQE-Gray Beard: Retired USMC LtGen/MGen/BGen with MEF command experience perferred.
Contractor personnel shall be knowledgeable of Department of Defense (DOD), Navy and Marine Corps policies and processes. Contractor personnel should have experience working with the following systems/software:

9. Technical Point of Contact: To be determined at the time of award.
10. Key Personnel: All Contractor employees assigned to this effort are considered Key Personnel and the contractor shall provide the thirteen contractor positions knowledge, skills, and abilities with the contractor’s proposal without names on resumes. The résumé and letter of intent of designated Key Personnel in their proposal as well as a written assignment letter to the Contracting Officer/Technical Representative upon contract award. Key personnel shall possess the appropriate credentials and experience to perform the purpose and scope of the work requirements identified in this PWS. Significant contractor training is not desired nor authorized as a part of this
PWS.
11. Replacement of Key Personnel. The Contractor should not substitute Key Personnel unless the substitutions are unavoidable because of the incumbent's sudden illness, death or termination of employment; contractor shall promptly notify the Technical Representative. The contractor shall submit to the Technical Representative all proposed substitutions at the time of award. All requests for approval of substitutions hereunder must be in writing and provide a detailed explanation of the circumstances necessitating the proposed substitution(s). Request must contain a complete resume for the proposed subs titute, who shall have at least equal ability and qualifications, and any other information requested by the Contracting Officer to approve or disapprove the proposed substitution. The
Contracting Officer and Technical Representative will evaluate such requests and promptly notify the contactor of approval or disapproval thereof, in writing.
12. Contractor Travel: No travel, once in place, is anticipated as a part of this contract.
13. Data Rights: The Government has limited rights to all documents/material produced under this contract. All documents and materials, to include the software, source codes of any software, and compile modules produced under this contract shall be Government owned and are the property of the Government with all rights and privileges of ownership/copyright belonging exclusively to the Government. These documents and materials may not be used or sold by the contractor without written permission from the Contracting Officer. All materials supplied to the
Government shall be the sole property of the Government and may not be used for any other purpose. This right does not abrogate any other Government rights.
14. Restricted Data: Contractor support will generate both public domain and restricted data. Restricted data may include proprietary and/or sensitive data protected under the Privacy Act. Restricted data must be protected in accordance with federal statutes and the requirements of the data owner.

BASE ACCESS
Contractors, and or delivery drivers, must have in their possession: their contract number, delivery address and sponsor’s contact information in order to gain initial access to the base. The sponsor for this requirement will be provided at the time of award.
1. Contractors must be registered in the Defense Biometrics Identification System (DBIDS). It is the
Contractors responsibility to ensure all their employees and or subcontractors are properly registered within
DBIDS.
2. DBIDS credentials will be valid for the duration of your contract, not to exceed three years. However, re -vetting of individuals information will occur each year.
3. Contractors requiring access for over 60 days will receive a credential valid for up to one year.
4. Contractors requiring access for less than 60 days will receive a temporary paper pass.
5. Contractor Common Access Card (CAC) Eligibility: Contractor personnel authorized CAC’s are exempt from DBIDS enrollment.

UNAUTHORIZED WORK PERFORMANCE
Unauthorized Work Performance
The Contractor must not perform work that deviates from contract requirements and specifications. If the Contractor deviates from contract requirements and specifications without approval of the Contracting Officer, such deviation must be at the risk of the Contractor and any cost related thereto must be borne by the Contractor.

SURVEILLANCE SERVICES OR EQUIPMENT (OCT 2020)
The Offeror shall not complete the representation at paragraph (d)(1) of this provision if the Offeror has represented that it "does not provide covered telecommunications equipment or services as a part of its offered products or services to the Government in the performance of any contract, subcontract, or other contractual instrument " in paragraph (c)(1) in the provision at 52.204-26, Covered Telecommunications Equipment or Services --
Representation, or in paragraph (v)(2)(i) of the provision at 52.212-3, Offeror Representations and Certifications -
Commercial Items. The Offeror shall not complete the representation in paragraph (d)(2) of this provision if the
Offeror has represented that it "does not use covered telecommunications equipment or services, or any equipment, system, or service that uses covered telecommunications equipment or services " in paragraph (c)(2) of the provision at 52.204-26, or in paragraph (v)(2)(ii) of the provision at 52.212-3.
(a) Definitions. As used in this provision-
Backhaul, covered telecommunications equipment or services, critical technology, interconnection arrangements, reasonable inquiry, roaming, and substantial or essential component have the meanings provided in the clause
52.204-25, Prohibition on Contracting for Certain Telecommunications and Video Surveillance Services or
Equipment.
(b) Prohibition.
(1) Section 889(a)(1)(A) of the John S. McCain National Defense Authorization Act for Fiscal Year 2019 (Pub. L.
115-232) prohibits the head of an executive agency on or after August 13, 2019, from procuring or obtaining, or extending or renewing a contract to procure or obtain, any equipment, system, or service that uses covered telecommunications equipment or services as a substantial or essential component of any system, or as critical technology as part of any system. Nothing in the prohibition shall be construed to --
(i) Prohibit the head of an executive agency from procuring with an entity to provide a service that connects to the facilities of a third-party, such as backhaul, roaming, or interconnection arrangements; or
(ii) Cover telecommunications equipment that cannot route or redirect user data traffic or cannot permit visibility into any user data or packets that such equipment transmits or otherwise handles.
(2) Section 889(a)(1)(B) of the John S. McCain National Defense Authorization Act for Fiscal Year 2019 (Pub. L.
115-232) prohibits the head of an executive agency on or after August 13, 2020, from entering into a contract or extending or renewing a contract with an entity that uses any equipment, system, or service that uses covered telecommunications equipment or services as a substantial or essential component of any system, or as critical technology as part of any system. This prohibition applies to the use of covered telecommunications equipment or services, regardless of whether that use is in performance of work under a Federal contract. Nothing in the prohibition shall be construed to--
(i) Prohibit the head of an executive agency from procuring with an entity to provide a service that connects to the facilities of a third-party, such as backhaul, roaming, or interconnection arrangements; or
(ii) Cover telecommunications equipment that cannot route or redirect user data traffic or cannot permit visibility into any user data or packets that such equipment transmits or otherwise handles.
(c) Procedures. The Offeror shall review the list of excluded parties in the System for Award Management (SAM)
(https://www.sam.gov) for entities excluded from receiving federal awards for "covered telecommunications equipment or services."
(d) Representations. The Offeror represents that--
(1) It [] will, [] will not provide covered telecommunications equipment or services to the Government in the performance of any contract, subcontract or other contractual instrument resulting from this solicitation. The Offeror shall provide the additional disclosure information required at paragraph (e)(1) of this section if the Offeror responds
"will" in paragraph (d)(1) of this section; and
(2) After conducting a reasonable inquiry, for purposes of this representation, the Offeror represents that --

(A) The entity that produced the covered telecommunications equipment (include entity name, unique entity identifier, CAGE code, and whether the entity was the original equipment manufacturer (OEM) or a distributor, if known);
(B) A description of all covered telecommunications equipment offered (include brand; model number, such as
OEM number, manufacturer part number, or wholesaler number; and item description, as applicable); and
(C) Explanation of the proposed use of covered telecommunications equipment and any factors relevant to determining if such use would be permissible under the prohibition in paragraph (b)(1) of this provision.
(ii) For covered services--
(A) If the service is related to item maintenance: A description of all covered telecommunications services offered
(include on the item being maintained: Brand; model number, such as OEM number, manufacturer part number, or wholesaler number; and item description, as applicable); or
(B) If not associated with maintenance, the Product Service Code (PSC) of the service being provided; and explanation of the proposed use of covered telecommunications services and any factors relevant to determining if such use would be permissible under the prohibition in paragraph (b)(1) of this provision.
(2) Disclosure for the representation in paragraph (d)(2) of this provision. If the Offeror has responded "does" in the representation in paragraph (d)(2) of this provision, the Offeror shall provide the following information as part of the offer:
