STATEMENT OF WORK FOR

Implementation of an Acoustic Beam Calibration – Phase 2

I. GENERAL INFORMATION

A. INTRODUCTION: Acoustic Doppler velocity meters (ADVMs) can be used for monitoring of suspended sediment concentration (SSC) through the development of a site-specific sediment acoustic index rating. This can provide cost-effective time series data that cannot be readily collected by other methods; the data is essential for addressing many environmental, engineering and agricultural concerns.

However, if the ADVM needs to be replaced, the rating for that site may not be able to be used with a new system – even for the same make, model and frequency. Generating a new rating for the replacement instrument is an expensive and time-consuming process.

B. BACKGROUND: As part of the Federal Interagency Sediment Project (FISP), in 2019 the U.S.

Geological Survey (USGS) contracted with OneFish Engineering, LLC to recommend an acoustic beam calibration procedure that will allow a calibrated ADVM to be replaced by another of the same frequency without re-generating the sediment acoustic rating.

Phase 1 of that project was completed in November 2019. It recommended the use of a reference acoustic hydrophone; details of the calibration procedure are described later in this statement of work.

C. PURPOSE AND SCOPE: The purpose of Phase 2 is to assist the USGS in implementing the acoustic beam calibration procedure to accomplish the following:

• It should estimate the offset in measured backscatter between different ADVMs; sources of the offset include the transmit signal intensity and overall receiver sensitivity.

• It should estimate the linearity and slope of the measured backscatter over the dynamic range of the system. This is primarily driven by the intensity scale factor (K) of the ADVM receiver but may be influenced by other factors.

• Ideally the calibration would provide the following, although these are not essential.

o Transmit and receive beam patterns o Near-field response o Offset between measured and absolute backscatter

• The procedure should have an overall accuracy similar to the resolution of ADVM measured backscatter data (0.2-0.6 dB).

II. WORK REQUIREMENTS

A. TECHNICAL REQUIREMENTS.

This phase of the project will include the following technical requirements.

Assist in the specification of a reference acoustic hydrophone

• Design of all required mechanical, electrical, and ADVM data acquisition systems

• Develop data processing software to calculate acoustic beam calibration parameters that can be applied within existing sediment acoustic rating software

• Work with USGS personnel to perform initial calibrations, while providing training and documentation for future ADVM calibrations

The calibration equipment and procedures shall be applicable to SonTek (SL and SL-3G, NorTek/OTT (AquaDopp, Easy-Q, and OTT SLD), Teledyne RD Instruments (Channel Master and Workhorse), and Rowe (River-HQ) side-looking ADVMs that are currently in use by the

USGS.

ATTACHMENT A Page 5 of 26

The USGS is also interesting in pursuing additions and improvements to the software used to generate sediment acoustic ratings, called the Surrogate Analysis and Index Developer (SAID).

Phase 2 of the project will investigate the scope of these changes and provide a proposal to perform the software development work in the future. See Task 5 below.

B. TASKS AND DELIVERABLES

Phase 2 of this project consists of the following tasks and deliverables.

Task 1: Facility evaluation o Contractor shall travel to the Hydrologic Instrumentation Facility (HIF) for two (2) days to meet with USGS personnel, discuss the details of the project, and finalize a plan moving forward.

o The contractor and HIF staff will review HIF facilities and collect information required for design of mechanical, electrical, and data acquisition systems.

o A final specification for the reference hydrophone will be agreed upon by the contractor and HIF staff so that the USGS can place an order with the U.S. Navy Underwater Sound Reference Division (USRD).

Task 2: Mechanical systems o Contractor shall design a mounting system for the reference hydrophone.

o Contractor shall design mounting systems suitable for all ADVM types listed earlier.

o Contractor shall design transducer damping systems suitable for all ADVM types.

o Contractor shall guide USGS personnel in the selection of these mechanical systems.

USGS will procure the systems.

Task 3: Electrical systems o Contractor shall design an electrical system to sample and measure the signal received by the hydrophone for the ADVM transmit calibration.

o Contractor shall design an electrical system to drive the hydrophone at a known frequency and a range of voltages to perform the ADVM receive calibration.

o Contractor shall guide USGS personnel in the selection of these electrical systems. USGS will procure the systems.

o Contractor shall assemble and perform preliminary tests of the electrical systems at the contractor offices. The USGS will supply one or more ADVMs to assist with this process.

Task 4: ADVM data acquisition o Contractor shall design a data acquisition system to control and collect data from the ADVM during the calibration procedure.

o Contractor shall guide USGS personnel in the selection of this system. USGS will procure the system.

o Contractor shall assemble and perform preliminary tests of the data acquisition system at the contractor offices. The USGS will supply one or more ADVMs to assist with this process.

Task 5: Sediment processing software proposal o Sediment acoustic ratings are commonly developed using a software called SAID. The existing version performs only single frequency calibrations and was written by the USGS in Matlab.

o The USGS is interested in improving the SAID software in two ways.

The software should process both single and dual frequency ratings.

The software should be written on the open source Python software platform, avoiding the need for users to purchase a Matlab license.

o Contractor shall investigate the scope of these software modifications by speaking with the developers of the existing code, current software users, as well as sediment processing

ATTACHMENT A Page 6 of 26 specialists. Contractor shall also review the existing code to better understand its complexity and the degree of effort that would be required.

o Contractor shall write a proposal for the work required to make these changes and improvements to the SAID software.

Task 6: Calibration processing software o Contractor shall develop data processing software for the calibration procedure.

This shall be written in the open source software platform Python; no license shall be required to operate the software.

o The software output shall be calibration parameters in a format suitable for use in the SAID software written by the USGS.

SAID will likely require modifications to apply the beam calibration.

These modifications are not part of this Phase 2 proposal.

Task 7: Initial calibrations o Contractor shall make two separate trips to the HIF to work with USGS personnel on implementation of the beam calibration procedure.

o The first trip shall include five (5) days of work at HIF facilities.

All mechanical systems shall be installed, tested, and modified as needed.

All electrical systems shall be installed, tested, and modified as needed.

The ADVM data acquisition system shall be installed, tested, and modified as needed.

Complete calibration of one ADVM system type shall be performed. This shall include evaluation of beam patterns and the near-field response.

o Between trips, results shall be evaluated in detail by the contractor and the calibration procedures shall be improved / modified by the contractor as needed.

o The second trip shall include five (5) days of work at HIF facilities.

Complete calibration of two ADVM system types shall be performed. This shall include evaluation of beam patterns and the near-field response.

o Contractor shall provide written documentation of the calibration procedure.

USGS personnel should be able to continue future calibrations without contractor personnel present.

Task 8: Ongoing support o Contractor shall provide 40 hours of remote support for ongoing calibrations as needed.

III. SUPPORTING INFORMATION

Desired period of performance (POP) is from August 2020 through July 2022.

(2)□ Have, □ have not, within a three-year period preceding this offer, been convicted of or had a civil judgment rendered against them for: commission of fraud or a criminal offense in connection with obtaining, attempting to obtain, or performing a Federal, state or local government contract or subcontract; violation of Federal or state antitrust statutes relating to the submission of offers; or commission of embezzlement, theft, forgery, bribery, falsification or destruction of records, making false statements, tax evasion, violating Federal criminal tax laws, or receiving stolen property;

(i) Taxes are considered delinquent if both of the following criteria apply:

(A) The tax liability is finally determined. The liability is finally determined if it has been assessed. A liability is not finally determined if there is a pending administrative or judicial challenge. In the case of a judicial challenge to the liability, the liability is not finally determined until all judicial appeal rights have been exhausted.

(B) The taxpayer is delinquent in making payment. A taxpayer is delinquent if the taxpayer has failed to pay the tax liability when full payment was due and required. A taxpayer is not delinquent in cases where enforced collection action is precluded.

(ii) Examples.

(A) The taxpayer has received a statutory notice of deficiency, under I.R.C. §6212, which entitles the taxpayer to seek Tax Court review of a proposed tax deficiency. This is not a delinquent tax because it is not a final tax liability.

Should the taxpayer seek Tax Court review, this will not be a final tax liability until the taxpayer has exercised all judicial appeal rights.

(B) The IRS has filed a notice of Federal tax lien with respect to an assessed tax liability, and the taxpayer has been issued a notice under I.R.C. §6320 entitling the taxpayer to request a hearing with the IRS Office of Appeals contesting the lien filing, and to further appeal to the Tax Court if the IRS determines to sustain the lien filing. In the course of the hearing, the taxpayer is entitled to contest the underlying tax liability because the taxpayer has had no prior opportunity to contest the liability. This is not a delinquent tax because it is not a final tax liability.

Should the taxpayer seek tax court review, this will not be a final tax liability until the taxpayer has exercised all judicial appeal rights.

(C) The taxpayer has entered into an installment agreement pursuant to I.R.C. §6159. The taxpayer is making timely payments and is in full compliance with the agreement terms. The taxpayer is not delinquent because the taxpayer is not currently required to make full payment.

(D) The taxpayer has filed for bankruptcy protection. The taxpayer is not delinquent because enforced collection action is stayed under 11 U.S.C. §362 (the Bankruptcy Code).

(k) Certificates regarding exemptions from the application of the Service Contract Labor Standards (Certification by the offeror as to its compliance with respect to the contract also constitutes its certification as to compliance by its subcontractor if it subcontracts out the exempt services.) [The contracting officer is to check a box to indicate if paragraph (k)(1) or (k)(2) applies.]
